Based on the Labour Law promulgated by Royal Decree 35/2003,
and in pursuance of public interest,
it is hereby decided
Article I
The authorisation to recruit non-Omani manpower in private sector establishments to work in carpentry, blacksmithing, and aluminium workshop activities must be in accordance with the following:
1. That the employer is available to manage the establishment in a full-time capacity, is insured with the Public Authority for Social Insurance, and is registered with the Public Authority for the Development of Small and Medium Enterprises, with the exception of the following:
(a) Establishments operating in the implementation of government projects.
(b) Establishments in which 100 (one hundred) or more workers are employed.
2. That the employer submits—via the electronic licensing system in the Ministry of Manpower—a copy of the municipal licence and the tenancy agreement.
3. That the employer is compliant with the prescribed Omanisation percentages.
4. The absence of labour violations in the establishment or expired work permits.
5. Payment of the prescribed fees.
Article II
The authorisation to temporarily recruit non-Omani manpower must be in accordance with the period of the agreement and the value of the project, provided that the employer undertakes to send away the manpower authorised to work for him after the end of the project or to renew their work permit after he submits another project agreement or the original agreement is extended.
Article III
All that is contrary to this decision, or in conflict with its provisions, is hereby repealed.
Article IV
This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Statement of the Supreme Committee
The Supreme Committee for Dealing with COVID-19 is following up the reports related to the tropical condition in the Arabian Sea, which is expected to affect some of the Sultanate’s Governorates.
Therefore, in order to facilitate the movement of citizens and residents, the Supreme Committee decides to lift the total lockdown between the Governorates earlier than announced, at 2:00 PM, Friday August 7, 2020.
The Supreme Committee stresses that this decision does not include Dhofar Governorate, as its lockdown will continue until further notice. The Supreme Committee also affirms the continuation of the night movement ban in all of the Governorates from 7:00 PM today to 6:00 AM tomorrow, and from 9:00 PM to 5:00 AM as of tomorrow, Saturday, August 8, until Saturday morning, August 15, 2020.

Statement of the Supreme Committee
The Supreme Committee decides the following:
– Lifting the lockdown between Governorates on Saturday morning 8 August 2020 at 6 am, and cutting the movement ban time duration in all the Sultanate to be from 9:00 pm till 5:00 am as of Saturday evening 8 August 2020 until Saturday morning 15 August 2020.
– Keeping the lockdown on Dhofar Governorate until further notice, considering the epidemiological indicators.

Statement of the Supreme Committee
The Supreme Committee for Dealing with COVID-19 held a meeting this morning headed by His Excellency Sayyid Hamoud bin Faisal A1 Busaidi, Minister of Interior and Chairman of the Committee, and in the presence of Their Excellencies members of the Committee, at the National Emergency Management Center to follow up the developments of this pandemic, precautionary measures and ways to avoid its spread and deal with its various impacts.
On the occasion of the blessed Eid Al-Adha, the Supreme Committee extends its sincere greetings to His Majesty Sultan Haitham bin Tarik, may Allah protect him, and to the Arab and Islamic nations, praying to Allah the Almighty to protect His Majesty, grant him good health and wellbeing, and grant the Omani people further progress and prosperity.
The Committee has followed the progress of applying the decision of the total lockdown of the Sultanate’s Governorates, banning movement and closing all public places and shops from (7:00 PM) to (6:00 AM), effective as of last Saturday. The Committee praises the commitment of citizens and residents to apply the decision, which, Allah willing will protect ourselves, our family and our society from infection, prevent the potential adverse effects and strengthen the health sector to respond to this pandemic and other diseases.
The Committee urges all members of society to be very careful during the blessed Eid A1-Adha, and appeals to them to reduce movement as much as possible during the daytime and to avoid family and social gatherings of any kind, as it has been scientifically proven that gatherings cause disease outbreaks among large numbers of people. The Committee affirms that the violators of its various decisions will be dealt with strictly.
