Statement of the Supreme Committee
The Supreme Committee for Dealing with COVID-19 would like to draw everyone’s attention that the night movement ban will end at 5:00 am tomorrow morning, Saturday, August 15, 2020.
While appreciating the great response shown by the citizens and residents, the Committee calls upon everyone to continue to strictly adhere to wearing face masks, keep physical distancing and maintain hand hygiene along with other preventive measures in order to curb the spread of Coronavirus.
May Allah protect everyone from all harm

Statement of the Supreme Committee
The Supreme Committee decides:
– The academic year (2020-2021) will start on Sunday, November 1, 2020 for students and on Sunday, September 27, 2020 for teachers and related jobs. The academic days shall not be less than 180 days. The vacations of students, teachers and associated jobs shall be aligned with this decision accordingly.
– Adopting hybrid education for all schools: students will go to school for some classes and will attend other classes through distance learning, in accordance with the controls and regulations to be issued by the Ministry of Education.

Article I
The name of the “Electricity and Related Water Sector Regulation Authority” is hereby amended to the “Authority for Public Services Regulation.”Article II
The competences related to the regulation of the activity of natural gas transportation stipulated in articles 4, 26, 27, 28, 29, 30, and 31 of the aforementioned Oil and Gas Law are hereby assigned to the Authority for Public Services Regulation.Article III
The Authority for Public Services Regulation—in the exercise of its competence to regulate the activity of natural gas transportation—has all authorities, and in particular the following:1. Issuing the licences related to natural gas transportation activity.
2. Concluding natural gas transportation concession agreements.
These agreements do not come into force until approved by royal decree.Article IV
The provisions of this decree do not prejudice existing natural gas transportation agreements in force at the time of its entry into force, and to which the Sultanate is a party.Article V
The Council of Ministers shall specify other utilities assigned to the Authority for Public Services Regulation.Article VI
The phrases “Electricity and Related Water Sector Regulation Authority”, “Members of the Electricity and Related Water Sector Regulation Authority”, “Chairman of the Electricity and Related Water Sector Regulation Authority”, and “Executive Director of the Electricity and Related Water Sector Regulation Authority” wherever they occur in the laws and royal decrees are hereby replaced with the phrases “Authority for Public Services Regulation”, “Board of Directors of the Authority for Public Services Regulation”, “Chairman of the Board of Directors of the Authority for Public Services Regulation” and “President of the Authority for Public Services Regulation.” The phrases “Ministry of Oil and Gas” and “Minister of Oil and Gas” wherever they occur in articles 4, 26, 27, 28, 29, 30, and 31 of the aforementioned Oil and Gas Law in relation to the regulation of natural gas transportation activity are hereby replaced with the phrases “Authority for Public Services Regulation” and “Chairman of the Board of Directors of the Authority for Public Services Regulation.”Article VII
All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.Article VIII

after perusal of the Basic Statute of the State,
Royal Decree 26/2011 Establishing the Public Authority for Consumer Protection,
Royal Decree 53/2011 Issuing the System of the Public Authority for Consumer Protection System,
and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,
and in pursuance of public interest,
have decreed as follows
Article I
The name “Public Authority for Consumer Protection” is hereby amended to “Consumer Protection Authority.”
Article II
The text of article 5 of the aforementioned Consumer Protection Authority System is hereby replaced with the following text:
“The administration of the authority and the management of its affairs shall be undertaken by a board of directors formed by a decision of the Council of Ministers, and the term of membership of the board shall be 3 (three) years renewable for a single similar term.”
Article III
The phrases “Public Authority for Consumer Protection” and “President of the Public Authority for Consumer Protection” are hereby replaced, wherever they occur in laws and royal decrees, with the phrases “Consumer Protection Authority” and “President of the Consumer Protection Authority.”
Article IV
All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.
Article V
This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

We, Haitham bin Tarik, the Sultan of Oman
after perusal of the Basic Statute of the State,
Royal Decree 62/2007 Governing the Colleges of Applied Sciences,
and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,
and in pursuance of public interest,
have decreed as follows
Article I
A government university named the “University of Technology and Applied Sciences” is hereby established. It shall have legal personality, shall enjoy financial and administrative independence, and its headquarters shall be in the Governorate of Muscat.
Article II
The University of Technology and Applied Sciences shall have a Vice-Chancellor with the special grade appointed by royal decree.
Article III
All competences, allocations, assets, rights, obligations, and holdings of Rustaq College of Education, Colleges of Applied Sciences, Directorate General of the Colleges of Applied Sciences in the Ministry of Higher Education, Higher College of Technology, Colleges of Technology, and Directorate General of Technical Education in the Ministry of Manpower are hereby transferred to the University of Technology and Applied Sciences.
Article IV
Teaching and academic members of Rustaq College of Education and Colleges of Applied Sciences in the Ministry of Higher Education and Higher College of Technology and Colleges of Technology in the Ministry of Manpower are hereby transferred to the University of Technology and Applied Sciences with their same employment status and financial entitlements, as well as all the employees of these colleges with their same financial grades.
The employees of the Directorate General of the Colleges of Applied Sciences in the Ministry of Higher Education and the Directorate General of Technical Education in the Ministry of Manpower are hereby transferred to the University of Technology and Applied Sciences with their same financial grades, in accordance with the rules specified by the Council of Ministers.
Article V
The University of Technology and Applied Sciences shall undertake the competences prescribed to the Ministry of Higher Education and the Ministry of Manpower set out in the royal decrees and systems related to the colleges stipulated in article III of this decree.
The Vice-Chancellor of the University of Technology and Applied Sciences shall also exercise the competences prescribed to the Minister of Higher Education and the Minister of Manpower set out in the royal decrees and systems referred to in this article.
Article VI
The system of the University of Technology and Applied Sciences shall be issued by a royal decree, and until it is issued, the royal decrees and systems related to the colleges stipulated in article III of this decree shall continue to operate to the degree that they do not contradict with its provisions.
Article VII
All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.
Article VIII
This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.
