after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Oil and Gas Law promulgated by Royal Decree 8/2011,

Royal Decree 17/2007 Approving the Petroleum Agreement between the Government of the Sultanate of Oman and the British Petroleum (BP Amoco Exploration Epsilon Limited) for Block 61,

Royal Decree 11/2014 Approving the amended Petroleum Agreement between the Government of the Sultanate of Oman and the British Petroleum (BP Exploration Epsilon Limited) for Block 61,

Royal Decree 14/2017 Approving the Amended Petroleum Agreement between the Government of the Sultanate of Oman, BP Exploration Epsilon Limited, and Makarim Gas Development LLC for Block 61

and the collection of documents by which Makarim Gas Development LLC assigned 10% of its rights and obligations in the amended petroleum agreement signed on 8 November 2016 for Block 61 to PC Oman Ventures Limited, which accepts this assignment,

and in pursuance of public interest,

have decreed as follows

Article I

The assignment by Makarim Gas Development LLC of 10% of its rights and obligations in the amended petroleum agreement signed on 8 November 2016 for Block 61 to PC Oman Ventures Limited is hereby approved. The final shares of the parties to the agreement shall be as follows:

60% for BP Exploration Epsilon Limited.

30% for Makarim Gas Development LLC.

10% for PC Oman Ventures Limited.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 43/2018 Amending Some Provisions of the Law on the Governance and Privatisation of the Electricity and Related Water Sector

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Law on the Governance and Privatisation of the Electricity and Related Water Sector promulgated by Royal Decree 78/2004,

Royal Decree 2/2008 Determining the Competences of the Ministry of Oil and Gas and Adopting Its Organisational Structure,

the System of the Public Authority for Electricity and Water promulgated by Royal Decree 58/2009,

and Royal Decree 40/2018 Assigning Some Competences,

and in pursuance of public interest,

have decreed as follows

Article I

The attached amendments to the aforementioned Law on the Governance and Privatisation of the Electricity and Related Water Sector shall be implemented.

Article II

All that is contrary to the attached amendments, or in conflict with their provisions, is hereby repealed.

Article III

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 42/2018 regarding the Public Authority for Electricity and Water

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Law on the Governance and Privatisation of the Electricity and Related Water Sector promulgated by Royal Decree 78/2004,

Royal Decree 92/2007 Establishing the Public Authority for Electricity and Water and Appointing Its Chairman,

the System of the Public Authority for Electricity and Water promulgated by Royal Decree 58/2009,

and Royal Decree 40/2018 Assigning Some Competences,

and in pursuance of public interest,

have decreed as follows

Article I

The name of the “Public Authority for Electricity and Water” wherever it occurs in existing laws and decrees is hereby replaced with the name “Public Authority for Water.” 

Article II

The attached amendments to the aforementioned System of the Public Authority for Water shall be implemented.

Article III

All that is contrary to the attached amendments, or in conflict with their provisions, is hereby repealed.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

Royal Decree 2/2008 Determining the Competences of the Ministry of Oil and Gas and Adopting Its Organisational Structure,

and Royal Decree 40/2018 Assigning Some Competences,

and in pursuance of public interest,

have decreed as follows

Article I

Annex 1 of the aforementioned Royal Decree 2/2008 is hereby replaced with the annex attached to this decree.

Article II

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 40/2018 Assigning Some Comptences

Arabic We, Qaboos bin Said, the Sultan of Oman after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96, the Law on the Regulation and Privatisation of the Electricity and Related Water Sector promulgated by Royal Decree 78/2004, Royal Decree 2/2008 Determining the Competences of the Ministry of Oil and Gas and Adopting Its Organisational Structure, and the System of the Public Authority for Electricity and Water promulgated by Royal Decree 58/2009, and in pursuance of public interest,

have decreed as follows

Article I

The Ministry of Oil and Gas is hereby assigned the competence for the implementation of the state public policy regarding the energy sector.

Article II

All competences assigned to the Public Authority for Electricity and Water relating to the electricity sector stipulated in the aforementioned System of the Public Authority for Electricity and Water are hereby transferred to the Ministry of Oil and Gas. The Ministry of Oil and Gas shall also exercise the competences assigned to the Public Authority for Electricity and Water relating to the electricity sector stipulated in the aforementioned Law on the Governance and Privatisation of the Electricity and Related Water Sector, and any other law.

Article III

All records, allocations, and assets related to the electricity sector of the Public Authority for Electricity and Water are hereby transferred to the Ministry of Oil and Gas, as well as the directorates responsible for the electricity sector and their employees with their same employment status and financial entitlements. The implementation of the transfer must be in accordance with the mechanism agreed upon by the Minister of Oil and Gas and the Chairman of the Public Authority for Electricity and Water.

Article IV

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article V
