Royal Decree 18/2025 Establishing the Rising Companies Market

Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, the Commercial Companies Law promulgated by Royal Decree 18/2019, the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020, Royal Decree 5/2021 Transforming Muscat Securities Market into a Closed Omani Joint Stock Company Named Muscat Stock Exchange SAOC, the Securities Law promulgated by Royal Decree 46/2022, and Royal Decree 20/2024 Establishing the Financial Services Authority and Promulgating Its System, and in pursuance of public interest,

have decreed as follows

Article I

A sub-market is hereby established in the Muscat Stock Exchange SAOC named the “Rising Companies Market”.

Article II

The Financial Services Authority shall supervise and control companies listed on the Rising Companies Market.

Article III

The Chairman of the Board of Directors of the Financial Services Authority shall issue the regulations and decisions necessary to implement the provisions of this decree, as well as the incentives and facilities granted to companies listed on the Rising Companies Market, in coordination with the relevant entities.

Article IV

This decree must be published in the Official Gazette, and comes into force on the date of its issuance. Issued on: 5 Sha’ban 1446 Corresponding to: 4 February 2025

after perusal of the Basic Statute of the State,

and the Agreement between the Government of the Sultanate of Oman and the Government of the Republic of Maldives on the Mutual Visa Exemption for Holders of Diplomatic, Special, Service, and Official Passports signed in the city of Muscat on 11 December 2024,

and in pursuance of public interest,

have decreed as follows

Article I

The aforementioned agreement is hereby ratified in the form attached.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

have decreed as follows

The aforementioned agreement is hereby ratified in the form attached.

Royal Decree 17/2025 Promulgating the Omani Nationality Law

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Omani Nationality Law promulgated by Royal Decree 38/2014,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Omani Nationality Law hereby apply.

Article II

The Minister of Interior shall issue the executive regulation and the decisions necessary for the implementation of the provisions of the attached law, and until they are issued, the existing decisions continue to operate in regard to all that is not governed by a special text in it and to the degree that they do not contradict with its provisions.

Article III

The aforementioned Omani Nationality Law is hereby repealed, as well as all that is contrary to the attached law or in conflict with its provisions.

Article IV

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.

Ministry of Social Development: Ministerial Decision 45/2025 Founding the Omani Women’s Association in the Wilayat of Sinina

Based on the Civil Associations Law promulgated by Royal Decree 14/2000,

and in pursuance of public interest,

it is hereby decided

Article I

A civil association named the “Omani Women’s Association in the Wilayat of Sunina” is hereby founded.

Article II

The summary of the constitution of the association must be published in the Official Gazette in accordance with the procedures followed in this regard.

Article III

This decision comes into force from the date of its issuance, and those concerned shall implement this decision.

have decreed as follows

Article I

The text of Article I(First:)(d) of the aforementioned Royal Decree 88/2022 is hereby replaced with the following clause:
(d) National Day of the Sultanate of Oman. 20 and 21 November.
