Royal Decree 67/2006 Repealing Royal Decree 122/2001 Appointing a Secretary General

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

the Civil Service Law issued by Royal Decree 120/2004,

Royal Decree 90/85 Determining the Occupational Status of the Position of “Secretary General”,

and Royal Decree 122/2001 Appointing a Secretary General,

and in pursuance of public interest,

have decreed as follows

Article I

Royal Decree 122/2001 Appointing a Secretary General is hereby repealed.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 66/2006 Ratifying the Memorandum of Understanding on Maritime Transport Cooperation in the Arab Mashreq

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Memorandum of Understanding on Maritime Transport Cooperation in the Arab Mashreq signed by the Sultanate at the headquarters of the United Nations in New York on 31 December 2005,

and in pursuance of public interest,

have decreed as follows

Article I

The mentioned memorandum of understanding is hereby ratified.

Article II

Competent entities shall deposit the instrument of ratification of the memorandum in accordance with its provisions.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 65/2006 Approving the Accession of the Sultanate of Oman to the Convention for the Unification of Certain Rules for International Carriage by Air

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Convention for the Unification of Certain Rules for International Carriage by Air (Montreal 1999),

and in pursuance of public interest,

have decreed as follows

Article I

The accession of the Sultanate of Oman to the Convention for the Unification of Certain Rules for International Carriage by Air (Montreal 1999) is hereby approved.

Article II

Competent entities shall deposit the instrument of accession to the mentioned convention in accordance with its provisions.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 64/2006 Issuing the Pesticides Law

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

Royal Decree 46/95 Issuing the System for the Circulation and Use of Chemicals,

and the decision of the Supreme Council of the Cooperation Council for the Arab States of the Gulf in its twenty-fifth session held in the Kingdom of Bahrain during the period from 20 to 21 December 2004 regarding the Law of Pesticides for the States of the Cooperation Council for the Arab States of the Gulf,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Pesticides Law shall apply.

Article II

The Minister of Agriculture and Fisheries shall issue the executive regulation and decisions of the aforementioned law.

Article III

All that is contrary to this law is hereby repealed.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 63/2006 Issuing the Law of Fertilisers and Agricultural Soil Conditioners

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

Royal Decree 46/95 Issuing the System for the Handling and Use of Chemicals,

the decision of the Supreme Council of the Cooperation Council for the Arab States of the Gulf in its twenty-fifth session held in the Kingdom of Bahrain during the period from 20 to 21 December 2004 regarding the Law of Fertilisers and Agricultural Soil Conditioners for the States of the Cooperation Council for the Arab States of the Gulf,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Law of Fertilisers and Agricultural Soil Conditioners shall apply.

Article II

The Minister of Agriculture and Fisheries shall issue the executive regulation and decisions for implementing the aforementioned law, and until they are issued, the existing decisions continue to operate to the degree that they do not contradict with the provisions of this law.

Article III

All that is contrary to this law is hereby repealed.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 62/2006 Establishing the Free Zone in Salalah

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Commercial Register Law promulgated by Royal Decree 3/74 and its amendments,

the Commercial Companies Law promulgated by Royal Decree 4/74 and its amendments,

the Companies Income Tax Law promulgated by Royal Decree 47/81 and its amendments,

the Law of the Profit Tax on Commercial and Industrial Enterprises promulgated by Royal Decree 77/89 and its amendments,

the Law of Free Zones promulgated by Royal Decree 56/2002,

and Royal Decree 67/2003 Implementing the Unified Customs Law of the Cooperation Council for the Arab States of the Gulf,

and in pursuance of public interest,

have decreed as follows

Article I

A free zone named the “Salalah Free Zone” is hereby established on the land area specified in the attached plan.

Article II

Salalah Free Zone Company SAOC shall be the operator of Salalah Free Zone.

Article III

The operator and the working company shall be granted the incentives, advantages, and facilities stipulated in the aforementioned Law of Free Zones and the attached list.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 61/2006 Establishing a Primary Court Circuit for the Administrative Court in Salalah

Arabic We, Qaboos bin Said, the Sultan of Oman after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96, and the Law of the Administrative Court promulgated by Royal Decree 91/99, and in pursuance of public interest,

have decreed as follows

Article I

A primary court circuit is hereby established for the Administrative Court, the seat of which is in the city of Salalah and the scope of its jurisdiction is the Governorate of Dhofar.

Article II
