We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the documents of the Universal Postal Union Congress held in Bucharest during 2004,

and in pursuance of public interest,

have decreed as follows

Article I

The documents of the mentioned congress are hereby ratified, which are:

– Seventh Additional Protocol to the Constitution of the Universal Postal Union.

– General Regulations of the Universal Postal Union.

– Postal Payment Services Agreement.

– Universal Postal Convention and Final Protocol.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Competent entities shall deposit the instrument of ratification of the agreement in accordance with its provisions.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and Royal Decree 8/92 Issuing the Law of Muscat Municipality and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

The word “chairman” is hereby replaced with the phrase “chairman of the municipality” wherever it occurs in the mentioned Law of Muscat Municipality.

Article II

The text of article 8 of this law is hereby replaced with the following text:

Article 8

The council shall be composed under the chairmanship of the chairman and the membership of:

– A wali in the Governorate of Muscat as deputy chairman. Selected by the governor.

– Eleven members, each holding at least the rank of director general and representing government agencies, selected by the heads of their units.

– Eighteen members representing the wilayat of the Governorate of Muscat.

Article III

All that is contrary to this decree is hereby repealed.

Article IV

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and Royal Decree 76/96 Determining the Dates of Official Holidays,

and in pursuance of public interest,

have decreed as follows

Article I

The text of Article I(First) of the mentioned Royal Decree 76/96 is hereby replaced with the following text:

First:

(a) Hijri New Year—1 Muharram

(b) Birth of the Prophet—12 Rabi Al-Awwal

(c) Isra and Miraj—27 Rajab

(d) Renaissance Day—23 July

(e) National Day—18 and 19 November

If one or both days of the weekend fall within the mentioned holidays, they are compensated by one day. The date of the National Day holiday may be amended if the public interest so requires.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its publication.
