Ministry of Labour: Ministerial Decision 44/2026 Amending Some Provisions of Ministerial Decision 602/2025 Issuing the Regulation Governing Labour Authorisation and Work Permit

Based on the Labour Law issued by Royal Decree 53/2023,

and the Regulation Governing Labour Authorisation and Work Permit issued by Ministerial Decision 602/2025,

and in pursuance of public interest,

it is hereby decided

Article I

The text of article III of the mentioned Ministerial Decision 602/2025 is hereby replaced with the following text:

This decision must be published in the Official Gazette, and comes into force on 15 February 2026.

Article II

All that is contrary to this decision, or in conflict with its provisions, is hereby repealed.

Article III

This decision must be published in the Official Gazette, and comes into force on the day following the date of its publication.

Financial Services Authority: Decision E/1/2026 Amending Some Provisions of the Standard Vehicle Insurance Policy Form

Based on Royal Decree 20/2024 Establishing the Financial Services Authority and Issuing Its System,

the Standard Vehicle Insurance Policy Form issued by Decision E/19/2016,

and the decision of the Board of Directors of the Financial Services Authority,

and in pursuance of public interest,

it is hereby decided

Article I

The attached amendments to the mentioned Standard Vehicle Insurance Policy Form are hereby implemented.

Article II

All that is contrary to the attached amendments, or in conflict with their provisions, is hereby repealed.

Article III

This decision must be published in the Official Gazette, and comes into force after the lapse of 30 (thirty) days from the date of its publication.

Royal Decree 11/2026 Establishing the Research and Innovation Authority, Determining Its Mandates, and Adopting Its Organisational Structure

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the System of the Administrative Apparatus of the State issued by Royal Decree 75/2020,

and Royal Decree 98/2020 Amending the Name of the Ministry of Higher Education to the Ministry of Higher Education, Research, and Innovation, Determining Its Mandates, and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

A public authority named the “Research and Innovation Authority” is hereby established. It has legal personality, enjoys financial and administrative independence, and is subordinate to the Council of Ministers.

Article II

The headquarters of the Research and Innovation Authority must be in the Governorate of Muscat, and it is permitted to establish branches of it in other governorates by a decision by the board of directors of the authority.

Article III

The mandates of the Research and Innovation Authority are hereby determined in accordance with the attached annex 1.

Article IV

The Organisational Structure of the Research and Innovation Authority is hereby adopted in accordance with the attached annex 2.

Article V

All allocations, assets, rights, obligations, and holdings of the Ministry of Higher Education, Research, and Innovation relating to research and innovation are hereby transferred to the Research and Innovation Authority, and the officers of this ministry concerned with research and innovation are hereby transferred to it with their same financial grades.

Article VI

The phrases “Ministry of Higher Education, Research, and Innovation” and “Minister of Higher Education, Research, and Innovation” are hereby replaced with the phrases “Research and Innovation Authority” and “President of the Research and Innovation Authority” wherever they occur in laws and royal decrees relating to research and innovation.

Article VII

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article VIII

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Statute of the Oman Investment Authority issued by Royal Decree 57/2021,

and in pursuance of public interest,

have decreed as follows

Article I

The text of article 12 of the mentioned Statute of the Oman Investment Authority is hereby replaced with the following text:

The president has two deputies appointed by royal decree. They have all administrative and financial authorities within the limits stated in the regulations of the authority.

Article II

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.
