We, Qaboos bin Said, the Sultan of Oman
after perusal of the Basic Statute of the State issued by Royal Decree 101/96,
and the documents of the Universal Postal Union Congress held in Beijing during 1999,
and in pursuance of public interest,
have decreed as follows
Article I
The documents of the mentioned congress are hereby ratified, which are:
– Sixth Additional Protocol to the Constitution of the Universal Postal Union.
– General Regulations of the Universal Postal Union.
– Universal Postal Convention and Final Protocol.
Article II
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

have decreed as follows
Article I
The mentioned annex on the periodic convening of the Council of the League of Arab States at the summit level is hereby ratified.
Article II
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,
and the Scholarships and Education Aid Law issued by Royal Decree 13/85 and its amendments,
and in pursuance of public interest,
have decreed as follows
Article I
The text of article 21 of the mentioned Scholarships and Education Aid Law is hereby replaced with the following text:
The graduate shall serve the entity in which he works after completing his studies for a period of no less than one year for each year of his scholarship for graduate studies, otherwise he shall return all that has been disbursed to him during the period of his scholarship.
It is permitted to exempt him from his obligation as decided by the Civil Service Council in this regard after the approval of the employer of the officer.
Article II
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

have decreed as follows
Article I
Ambassador Said bin Ali bin Salim Al-Kalbani, Our ambassador to the Kingdom of Saudi Arabia, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Republic of Kenya and the Republic of Uganda.
Article II
Ambassador Abdulaziz bin Abdullah bin Zahir Al-Hinai, Our ambassador to the Arab Republic of Egypt, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Federal Islamic Republic of the Comoros.
Article III
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.
