Ministry of Interior: Ministerial Decision 15/2023 Determining the Start and End Date for Submitting Nomination Requests for the Tenth Term of Majlis Al-Shura and the Date for Their Withdrawal

Based on the Majlis Al-Shura Elections Law promulgated by Royal Decree 58/2013,

and in pursuance of public interest,

it is hereby decided

Article I

The period for submitting nomination requests for the membership of Majlis Al-Shura for the tenth term starts on 29 January 2023 and ends on 16 February 2023.

Article II

The final deadline for withdrawing nomination requests for the membership of Majlis Al-Shura for the tenth term is 3 September 2023.

Article III

This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Ministry of Interior: Ministerial Decision 16/2023 Issuing the Financial System for the Expenses, Disbursements, and Tenders of the Elections of the Members of Majlis Al-Shura and the Municipal Councils

Based on the Majlis Al-Shura Elections Law promulgated by Royal Decree 58/2013,

the Municipal Councils Law promulgated by Royal Decree 126/2020,

and the Law of Majlis Oman promulgated by Royal Decree 7/2021,

and in pursuance of public interest,

it is hereby decided

Article I

The provisions of the attached system shall apply in regard to the expenses, disbursements, and tenders of the elections of the members of Majlis Al-Shura and the municipal councils.

Article II

This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Ministry of Agriculture, Fisheries, and Water Resources: Ministerial Decision 11/2023 Amending Some Provisions of the Food Safety Regulation

Arabic Based on the Law on Food Safety promulgated by Royal Decree 84/2008, Royal Decree 92/2020 Amending the Name of the Ministry of Agriculture and Fisheries to the Ministry of Agriculture, Fisheries, and Water Resources, Determining Its Competences, and Adopting Its Organisational Structure, and the Food Safety Regulation issued by Ministerial Decision 2/2010, and in pursuance of public interest,

it is hereby decided

Article I

A new clause numbered 15 is hereby added to annex 2 (Violations and Administrative Fines) attached to the aforementioned Food Safety Regulation with the following text:
No Violation Administrative Fine (in Rial Omani)
15 Producing and/or importing and/or marketing food products to which titanium dioxide (E171) is added. 1,000

Article II

Ministry of Housing and Urban Planning: Ministerial Decision 9/2023 Amending Some Provisions of the Executive Regulation of the Social Housing Law

Based on the Social Housing Law promulgated by Royal Decree 37/2010,

Royal Decree 93/2020 Amending the Name of the Ministry of Housing to the Ministry of Housing and Urban Planning, Determining Its Competences, and Adopting Its Organisational Structure,

and the Executive Regulation of the Social Housing Law issued by Ministerial Decision 6/2011,

and the approval of the Ministry of Finance,

and in pursuance of public interest,

it is hereby decided

Article I

The text of article 18 of the Executive Regulation of the Social Housing Law is hereby replaced with the following text:

The value of the housing assistance is determined in accordance with the following:

1. An amount not exceeding 25,000 (twenty-five thousand) Rial Omani for a family composed of 2 or 3 (two or three) members to build or rebuild a house, provided that the built area is not less than 140m2 (one hundred and forty square metres), and in the case of the contribution of the beneficiary the built area must not exceed 250m2 (two hundred and fifty square metres).

2. An amount not exceeding 30,000 (thirty thousand) Rial Omani for a family composed of 4 (four) members or more to build or rebuild a house, provided that the built area is not less than 190m2 (one hundred and ninety square metres), and in the case of the contribution of the beneficiary the built area must not exceed 300m2 (three hundred square meters).

Article II

All that is contrary to this decision, or in conflict with its provisions, is hereby repealed.

Article III

This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Protocol Amending the Agreement between the Government of the Sultanate of Oman and the Government of the Republic of Türkiye for Air Services signed in Montreal on 29 September 2022,

and in pursuance of public interest,

have decreed as follows

Article I

The aforementioned protocol is hereby ratified in the form attached.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 4/2023 Approving the Accession of the Sultanate of Oman to the Protocol to Amend the Convention on Offences and Certain Other Acts Committed on Board Aircraft

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Protocol to Amend the Convention on Offences and Certain Other Acts Committed on Board Aircraft done at Montreal on 4 April 2014,

and in pursuance of public interest,

have decreed as follows

Article I

The accession of the Sultanate of Oman to the Protocol to Amend the Convention on Offences and Certain Other Acts Committed on Board Aircraft is hereby approved in the form attached.

Article II

The competent authorities shall deposit the instrument of accession to the aforementioned Protocol in accordance with its provisions.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Ministry of Health: Ministerial Decision 5/2023 Replacing the Schedule of Communicable Diseases Attached to the Law on the Control of Communicable Diseases

Based on the Law on the Control of Communicable Diseases promulgated by Royal Decree 73/92,

and Ministerial Decision 127/2013 Replacing the Schedule of Communicable Diseases Attached to the Law on the Control of Communicable Diseases,

and in pursuance of public interest,

it is hereby decided

Article I

The Schedule of Communicable Diseases attached to the aforementioned Law on the Control of Communicable Diseases is hereby replaced with the attached schedule.

Article II

The aforementioned Ministerial Decision 127/2013 is hereby repealed, as well as all that is contrary to this decision or in conflict with its provisions.

Article III

This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 3/2023 Declaring Public Benefit Status for the Project to Construct a Dam to Protect against Flood Risks in Wadi Annar and River Training at Salalah Port in the Governorate of Dhofar

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Law on the Expropriation for Public Benefit promulgated by Royal Decree 64/78,

and in pursuance of public interest,

have decreed as follows

Article I

The project for the construction of a dam to protect against flood risks in Wadi Annar and river training at Salalah Port in the Governorate of Dhofar—specified in the attached note and masterplan—is hereby deemed a public benefit project.

Article II

The competent entities may seize, through direct execution, real estate and land necessary for the aforementioned project, and all establishments on them, in accordance with the provisions of the aforementioned Law on the Expropriation for Public Benefit.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.
