We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Oil and Gas Law promulgated by Royal Decree 8/2011,

and the Petroleum Agreement between the Government of the Sultanate of Oman and CC Energy B74 Limited (Oman Branch) for Block 74 signed on 7 January 2024,

and in pursuance of public interest,

have decreed as follows

Article I

The aforementioned petroleum agreement is hereby approved.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

and the Air Services Agreement between the Government of the Sultanate of Oman and the Government of the Republic of The Gambia signed in Riyadh on 4 December 2023,

and in pursuance of public interest,

have decreed as follows

Article I

The aforementioned agreement is hereby ratified in the form attached.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 5/2024 Amending Some Provisions of the System of the Tax Authority

Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, the System of the Tax Authority and the Adoption of its Organisational Structure promulgated by Royal Decree 42/2020, and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020, and in pursuance of public interest,

have decreed as follows

Article I

The text of article 6 of the aforementioned System of the Tax Authority is hereby replaced with the following text:

The authority shall have a chairman appointed by royal decree.

Article II

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article III

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the System of the Tax Authority and the Adoption of its Organisational Structure promulgated by Royal Decree 42/2020,

and in pursuance of public interest,

have decreed as follows

Article I

Nasser bin Khamis bin Ali Al-Jashmi is hereby appointed Chairman of the Tax Authority with his same rank and financial entitlements.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Environment Authority: Decision 8/2024 Banning the Use of Plastic Shopping Bags

Based on the Law on Environment Protection and Pollution Control promulgated by Royal Decree 114/2001,

Royal Decree 106/2020 Establishing the Environment Authority, Determining Its Competences, and Adopting Its Organisational Structure,

and Ministerial Decision 23/2020 regarding the Ban on Using Single-Use Plastic Shopping Bags,

and in pursuance of public interest,

it is hereby decided

Article I

Companies, establishments, and individuals shall not use single-use plastic shopping bags that are less than (50) fifty micrometres thick and are used once.

Article II

Without prejudice to the provisions of article I of this decision, companies and establishments shall not use plastic shopping bags of all kinds, in accordance with the time plan attached to this decision.

Individuals shall not use these bags as of the final date specified in the time plan attached to this decision.

Article III

Without prejudice to any punishment more severe stipulated in the aforementioned Law on Environment Protection and Pollution Control, an administrative fine of not less than (50) fifty Rial Omani and not exceeding (1,000) one thousand Rial Omani is imposed on whoever violates the provisions of this decision.

The fine is doubled in the event of the repetition of the violation. Committing a similar violation within one month from the date of the imposition of the fine is deemed a repetition in the application of the provisions of this article.

Article IV

The aforementioned Ministerial Decision 23/2020 is hereby repealed, as well as all that is contrary to this decision or in conflict with its provisions.

Article V

This decision must be published in the Official Gazette, and comes into force on the day following the date of its publication.
