Ministry of Labour: Ministerial Decision 44/2026 Amending Some Provisions of Ministerial Decision 602/2025 Issuing the Regulation Governing Labour Authorisation and Work Permit

Arabic Based on the Labour Law issued by Royal Decree 53/2023, and the Regulation Governing Labour Authorisation and Work Permit issued by Ministerial Decision 602/2025, and in pursuance of public interest,

it is hereby decided

Article I

The text of article III of the mentioned Ministerial Decision 602/2025 is hereby replaced with the following text:

This decision must be published in the Official Gazette, and comes into force on 15 February 2026.

Article II

All that is contrary to this decision, or in conflict with its provisions, is hereby repealed.

Article III

Financial Services Authority: Decision E/1/2026 Amending Some Provisions of the Standard Vehicle Insurance Policy Form

Arabic

Based on Royal Decree 20/2024 Establishing the Financial Services Authority and Issuing Its System,

the Standard Vehicle Insurance Policy Form issued by Decision E/19/2016,

and the decision of the Board of Directors of the Financial Services Authority,

and in pursuance of public interest,

it is hereby decided

Article I

The attached amendments to the mentioned Standard Vehicle Insurance Policy Form are hereby implemented.

Article II

All that is contrary to the attached amendments, or in conflict with their provisions, is hereby repealed.

Article III

This decision must be published in the Official Gazette, and comes into force after the lapse of 30 (thirty) days from the date of its publication.

Royal Decree 20/2026 Granting the Rank of Minister

Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, and in pursuance of public interest,

have decreed as follows

Article I

Sheikh Abdulaziz bin Abdullah bin Zahir Al-Hinai, Ambassador-at-Large in the Foreign Ministry, is hereby granted the rank of minister.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance. Issued on: 22 Rajab 1447 Corresponding to: 12 January 2026

Royal Decree 13/2026 Determining the Mandates of the Ministry of Economy and Adopting Its Organisational Structure

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

Royal Decree 94/2020 Establishing the Ministry of Economy, Determining Its Mandates, and Adopting Its Organisational Structure,

Royal Decree 100/2020 Establishing the Oman Vision 2040 Implementation Follow-Up Unit, Determining Its Competences, and Adopting Its Organisational Structure,

and Royal Decree 10/2026 Determining the Mandates of the Secretariat General of the Council of Ministers and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

The mandates of the Ministry of Economy are hereby determined in accordance with the attached annex 1.

Article II

The Organisational Structure of the Ministry of Economy is hereby adopted in accordance with the attached annex 2.

Article III

The Oman Vision 2040 Implementation Follow-Up Unit is hereby merged into the Ministry of Economy; all allocations, assets, rights, obligations, and holdings of the Oman Vision 2040 Implementation Follow-Up Unit are hereby transferred to the ministry; and all the officers of this unit are hereby transferred to it with their same financial grades.

Article IV

Subject to the provisions of the mentioned Royal Decree 10/2026, the phrases “Oman Vision 2040 Implementation Follow-Up Unit” and “Chairman of the Oman Vision 2040 Implementation Follow-Up Unit” are hereby replaced with the phrases “Ministry of Economy” and “Minister of Economy” wherever they occur in laws and royal decrees.

Article V

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article VI

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 10/2026 Determining the Mandates of the Secretariat General of the Council of Ministers and Adopting Its Organisational Structure

after perusal of the Basic Statute of the State,

Royal Decree 87/81 Establishing the Secretariat General of the Council of Ministers,

Royal Decree 31/2014 Adopting the Organisational Structure of the Secretariat General of the Council of Ministers,

the System of the Administrative Apparatus of the State issued by Royal Decree 75/2020,

Royal Decree 95/2020 Determining the Mandates of the Ministry of Information and Adopting Its Organisational Structure,

and Royal Decree 100/2020 Establishing the Oman Vision 2040 Implementation Follow-Up Unit, Determining Its Mandates, and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

The Secretariat General of the Council of Ministers has legal personality and enjoys financial and administrative independence. Its mandates are hereby determined in accordance with the attached annex 1.

Article II

The Organisational Structure of the Secretariat General of the Council of Ministers is hereby adopted in accordance with the attached annex 2.

Article III

All allocations, assets, rights, obligations, and holdings of the Government Communication Centre in the Ministry of Information and the Directorate General of Quality Management and Government Excellence in the Oman Vision 2040 Implementation Follow-Up Unit are hereby transferred to the Secretariat General of the Council of Ministers.

Article IV

The officers of the Government Communication Centre in the Ministry of Information and the Directorate General of Quality Management and Government Excellence in the Oman Vision 2040 Implementation Follow-Up Unit are hereby transferred to the Secretariat General of the Council of Ministers with their same financial grades.

Article V

The mentioned Royal Decree 31/2014; clauses 24, 25, and 27 of annex 1 attached to the mentioned Royal Decree 95/2020; and clauses 5, 6, 7, and 8 of annex 1 attached to the mentioned Royal Decree 100/2020 are hereby repealed, as well as all that is contrary to this decree or in conflict with its provisions.

Article VI

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.
