We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

Royal Decree 5/79 Authorising the Signing of the Agreement on Cultural and Technical Cooperation Between the Government of the Sultanate of Oman and the Government of the French Republic,

and the mentioned agreement signed in Muscat on 29 September 1979,

and in pursuance of public interest,

have decreed as follows

Article 1

The mentioned Agreement on Cultural and Technical Cooperation Between the Government of the Sultanate of Oman and the Government of the French Republic is hereby ratified.

Article 2

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

Royal Decree 63/84 Adopting the Organisational Structure of the Ministry of Agriculture and Fisheries,

Royal Decree 104/85 Amending the Name of the Ministry of Environment and Its Mandates,

and Royal Decree 105/85 Amending the Name of the Council for Environmental Protection and Pollution Control and Recomposing It,

and in pursuance of public interest,

have decreed as follows

Article 1

The name of the “Directorate General of Water Resources and Irrigation” at the Ministry of Agriculture and Fisheries is hereby amended to “Directorate General of Irrigation Affairs”, and the organisational structure of the ministry is hereby amended accordingly.

Article 2

The mandates of the mentioned Directorate General of Irrigation Affairs are hereby determined as follows:

1. Supervising the maintenance of aflaj, wells, and springs.

2. Protecting agricultural lands from erosion and damage caused by flooding from neighbouring wadis by constructing the necessary facilities.

3. Constructing groundwater recharge dams to provide the water required for agricultural development purposes.

4. Providing cadastral and statistical data on aflaj, wells, springs, and dams.

Article 3

The Minister of Agriculture and Fisheries shall issue the necessary decisions to implement this decree.

Article 4

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

The management of the authority must be undertaken by a board composed as follows:

1. Minister of Commerce and Industry, or a representative appointed by him from among the members of the board — Chairman

2. Undersecretary of the Ministry of Commerce and Industry — Member

3. Executive President of the Public Authority for Marketing Agricultural Products — Member

4. Chairman of the Oman Chamber of Commerce and Industry — Member

5. Chairman of the Board of Directors of Oman Flour Mills Company — Member

6. Director General of Customs — Member

7. Director General of Commerce at the Ministry of Commerce and Industry — Member

8. Director General of Commerce and Industry in the Southern Region — Member

9. A representative of the Ministry of Finance and Economy — Member

Article 2

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.
