Ministry of Social Development: Ministerial Decision 157/2021 Determining the Duties of Staff in Nurseries

Based on the Law of the Child promulgated by Royal Decree 22/2014,

and the Executive Regulation of the Law of the Child issued by Ministerial Decision 125/2019,

and in pursuance of public interest,

it is hereby decided

Article I

The staff of the nursery consists of the following:

1. Nursery manager.

2. Female child supervisor.

3. Female child caregiver.

4. Female cleaning worker.

Article II

The nursery manager shall undertake the following duties:

1. Following up and implementing laws, regulations, systems, and instructions issued by the Ministry of Social Development and related entities.

2. Developing the annual plan of the nursery in accordance with its objectives and needs, and developing its internal governance regulations.

3. Adhering to being present in the nursery during its working hours.

4. Establishing a positive partnership between the nursery and the guardians of the children.

5. Supervising all administrative and financial affairs, and organising various records and decisions governing the enrollment processes of children and the payment of fees.

6. Preparing the annual reports and accomplishments of the nursery, in addition to the periodic statistical report, in accordance with the form prepared for this purpose.

7. Periodically supervising the qualification and training of staff in relation to the aspects of child development, with an emphasis on courses in the field of child protection and first aid.

8. Closely following up and monitoring each child in the nursery, his progress, and informing the guardian and the competent entity of any cases of illness or disabilities.

9. Reporting any suspected cases of child abuse if they occur within the nursery through protection means and mechanisms.

10. Monitoring the security and safety of the children, establishing emergency plans and programmes and building evacuation procedures, and training children and workers on them regularly.

11. Continuously monitoring the effectiveness of all surveillance devices in the facilities of the nursery, maintaining recordings with easy access to them, and implementing an electronic tracking system if a means of transportation is provided to the children.

12. Supervising the workers, including supervisors, caregivers, and cleaning staff, evaluating and assessing their performance, and writing reports illustrating this.

13. Following the approved nutritional programme prepared in accordance with health specifications for children, in coordination with health centres.

14. Applying the guidelines prepared by the Ministry of Social Development in accordance with the age groups of children, circulating them among staff, and following up on their implementation.

15. Assigning duties and responsibilities to all nursery staff at the beginning of the year and following up on their implementation.

16. Annually following up on the renewal of medical examinations for workers in the nursery.

17. Monitoring the compliance of child caregivers with the standardised official uniform.

18. Promoting the values of belonging and citizenship and integrating them into programmes and activities.

19. Continuously supervising and monitoring the cleanliness of the facilities of the nursery, and regularly monitoring the sterilisation of tools and toys used by children.

20. Coordinating with health centres and establishments to conduct regular visits to check up on the children.

21. Establishing written systems and procedures for administering medication and the mechanisms of its storage.

22. Establishing a security system for the pick-up and drop-off of children to and from the nursery, in coordination with the guardians.

23. Adhering to establishing health and preventive measures for medical facilities, in terms of isolating a sick child before sending him home or notifying the relevant entities about any communicable diseases.

24. Monitoring the performance of nursery staff through continuous visits and follow-up.

Article III

The female child supervisor shall undertake the following duties:

1. Developing a daily activity programme for the group of children for which she cares, and preparing the appropriate tools and equipment for this activity, provided that she takes into account the preferences and inclinations of the children.

2. Taking into account the individual differences among children, gaining a comprehensive understanding of each child through careful observation, especially during the activity, and understanding his inclinations, preferences, and how he interacts with his peers.

3. Preparing a monthly report on each child and submitting it to the nursery manager.

4. Creating a stimulating educational environment that takes into consideration the various aspects of child development.

5. Cooperating with the visiting doctor and nurse in identifying issues that hinder the development of the child.

6. Caring for and nurturing children and preventing any abuse towards them, with the importance of reporting any suspected cases of child abuse that occur in the nursery.

7. Informing the nursery manager in case of discovering any health problems, illnesses, or disabilities in a child, or any issues in their development.

8. Applying positive principles and rules in guiding the behaviour of a child according to his developmental stage.

9. Monitoring the hygiene and sterilisation plan for toys and tools of the children.

10. Providing the nursery manager with a child development tracking report that illustrates his progress and growth.

11. Being knowledgeable about the status of the child, in terms of his development and health and social condition.

Article IV

The female child caregiver shall undertake the following duties:

1. Developing and enhancing the sensory and cognitive skills of the child.

2. Monitoring the growth and cognitive development of the child in accordance with the form prepared for this purpose.

3. Coordinating with health centres and informing the nursery manager in the case of discovering any health problems, illnesses, disabilities, or health issues in children.

4. Looking after the cleanliness of the children, caring for them, and preventing any abuse towards them, with an emphasis on reporting any suspected cases of abuse directed towards a child that occurs in the nursery.

5. Providing a safe environment for the care of children and maintaining their safety.

6. Taking care of the sleeping schedules of the children and serving them their meals.

7. Feeding the children in accordance with the schedule and instructions directed by the family in terms of quantity, type, and timing.

8, Monitoring the hygiene and sterilisation plan for toys and tools of the children.

9. Implementing the daily child monitoring form.

10. Adhering to the official uniform specified by the nursery during working hours.

Article V

The female cleaning worker shall undertake the following duties:

1. Looking after the cleanliness of the building using tools that are safe for the health of the children.

2. Maintaining the cleanliness of all facilities and premises of the nursery.

3. Cleaning the sanitary facilities used by the children.

4. Storing cleaning materials and tools in a safe location, out of the reach of children.

Article VI

Violations of the provisions of this decision are subject to the same punishment stipulated in article 131 of the aforementioned Executive Regulation of the Law of the Child.

Article VII

All that is contrary to this decision, or in conflict with its provisions, is hereby repealed.

Article VIII

This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Ministry of Heritage and Tourism: Ministerial Decision 124/2021 Adding the Activity of Organising Adventure Tourism Trips to the Activities of Travel and Tourism Offices

Based on the Tourism Law promulgated by Royal Decree 33/2002,

and the Executive Regulation of the Tourism Law issued by Ministerial Decision 39/2016,

and in pursuance of public interest,

it is hereby decided

Article I

The activity of organising adventure tourism trips is hereby added to the activities of travel and tourism offices that are specified in article 18 of the aforementioned Tourism Law.

Article II

Without prejudice to the provisions of the Executive Regulation of the aforementioned Tourism Law, the attached conditions and controls shall apply to practising the activity of organising adventure tourism trips.

Article III

This decision shall be published in the Official Gazette, and comes into force after the lapse of 90 (ninety) days from the date of its publication.
