University of Technology and Applied Sciences: Decision 322/2023 Adopting the Internal Organisational Structure of the University of Technology and Applied Sciences

Based on the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

Royal Decree 76/2020 Establishing the University of Technology and Applied Sciences,

the System of the University of Technology and Applied Sciences promulgated by Royal Decree 47/2021,

and the approval of the Council of Ministers, the competent entities, and the Council of the University of Technology and Applied Sciences,

and in pursuance of public interest,

it is hereby decided

Article I

The organisational structure of the University of Technology and Applied Sciences is hereby adopted in accordance with the attached annex.

Article II

This decision shall be published in the Official Gazette, and comes into force on the date of its issuance.

Ministry of Interior: Ministerial Decision 36/2023 Amending Ministerial Decision 222/2022 Naming the Members of the Municipal Councils for the Third Term

Arabic Based on the Municipal Councils Law promulgated by Royal Decree 126/2020, and Ministerial Decision 222/2022 Naming the Members of the Municipal Councils for the Third Term, and in pursuance of public interest,

it is hereby decided

Article I

Ahmed bin Mohammed bin Saud Al-Hinai hereby replaces Saif bin Said bin Majid Al-Mamari in the membership of the Municipal Council of the Governorate of Batinah South.

Article II

Ministry of Agriculture, Fisheries, and Water Resources: Ministerial Decision 67/2023 Imposing Fees for Licensing and Registering Veterinary Medicines and Veterinary Medicines Companies, Factories, and Warehouses

Based on the Law of Veterinary Medicines promulgated by Royal Decree 34/2017,

the Executive Regulation of the Law of Veterinary Medicines issued by Ministerial Decision 60/2023,

and the approval of the Ministry of Finance,

and in pursuance of public interest,

it is hereby decided

Article I

Fees are hereby imposed for licensing and registering veterinary medicines and veterinary medicines companies, factories, and warehouses in accordance with the attached annex.

Article II

All that is contrary to this decision, or in conflict with its provisions, is hereby repealed.

Article III

This decision must be published in the Official Gazette, and comes into force on the day following the date of its publication.

the Civil Transactions Law promulgated by Royal Decree 29/2013,

Royal Decree 27/2016 Issuing the Law Regulating the Work of Engineering Consultancy Offices,

the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

Royal Decree 93/2020 Amending the Name of the Ministry of Housing to the Ministry of Housing and Urban Planning, Determining Its Competences, and Adopting Its Organisational Structure,

the Governance Regulation of Land Planning Controls issued by Ministerial Decision 53/2013,

and the approval of the Ministry of Finance,

and in pursuance of public interest,

it is hereby decided

Article I

The provisions of the Governance Regulation for Providing Some of the Services of the Ministry of Housing and Urban Planning through Engineering Offices and Engineering Consultancy Offices shall apply.

Article II

This decision must be published in the Official Gazette, and comes into force on the day following the date of its publication.

Ministry of Agriculture, Fisheries, and Water Resources: Ministerial Decision 60/2023 Issuing the Executive Regulation of the Law of Veterinary Medicines

Based on the Law of Veterinary Medicines promulgated by Royal Decree 34/2017,

and the decision of the Agricultural Cooperation Committee of the States of the Cooperation Council for the Arab States of the Gulf at its twenty-second meeting in June 2011 adopting the Executive Regulation of the Unified Law (System) of Veterinary Medicines in the States of the Cooperation Council for the Arab States of the Gulf,

and in pursuance of public interest,

it is hereby decided

Article I

The provisions of the attached Executive Regulation of the Law of Veterinary Medicines shall apply.

Article II

All that is contrary to the attached regulation, or in conflict with its provisions, is hereby repealed.

Article III

This decision must be published in the Official Gazette, and comes into force on the day following the date of its publication.

Authority for Public Services Regulation: Decision 7/2023 Issuing the Regulation for the Prevention of Risks from Ground Works and Installations Relating to the Water and Wastewater Sector

Based on the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

Royal Decree 131/2020 regarding the Water and Wastewater Sector,

and the approval of the Board of Directors of the Authority for Public Services Regulation,

and in pursuance of public interest,

it is hereby decided

Article I

The provisions of the attached regulation shall apply in regard to the prevention of risks from ground works and installations relating to the water and wastewater sector.

Article II

All that is contrary to the attached regulation, or in conflict with its provisions, is hereby repealed.

Article III

This decision must be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Oman Police: Decision 53/2023 Amending Some Provisions of the Executive Regulation of the Unified Customs Law of the Cooperation Council for the Arab States of the Gulf

Arabic Based on Royal Decree 67/2003 Implementing the Unified Customs Law of the Cooperation Council for the Arab States of the Gulf, the Executive Regulations of the Unified Customs Law of the Cooperation Council for the Arab States of the Gulf issued by Decision 23/2005, and the decision of the Committee for Financial and Economic Cooperation Council for the Arab States of the Gulf at its Meeting 114 held on 7 November 2021, and in pursuance of public interest,

it is hereby decided

Article I

The text of article 29(3) of the aforementioned Executive Regulation of the Unified Customs Law of the States of the Cooperation Council for the Arab States of the Gulf is hereby replaced with the following text:

3. The use of the materials covered by the exemption or by a reduced customs tariff in accordance with the provisions of the system (law) and the relevant legislation issued within the framework of the council in a manner other than the purpose or objective for which they were imported, or their replacement, sale, or disposal without the approval of the administration and the payment of the customs taxes (duties) arising on them.

Article II

All that is contrary to this decision, or in conflict with its provisions, is hereby repealed.

Article III

Ministry of Housing and Urban Planning: Ministerial Decision 38/2023 Amending Some Provisions of the Regulation of the Values, Fees, and Prices Collected by the Ministry of Housing and Urban Planning

Based on the Land Law promulgated by Royal Decree 5/80,

the Regulation for the Values, Fees, and Prices Collected by the Ministry of Housing and Urban Planning issued by Ministerial Decision 92/2016,

and the approval of the Ministry of Finance,

and in pursuance of public interest,

it is hereby decided

Article I

A new clause numbered 13 is hereby added to Annex 12 regarding the Fees for Services Provided through the Electronic System for Real Estate Development Services attached to the aforementioned Regulation for the Values, Fees, and Prices Collected by the Ministry of Housing and Urban Planning, as follows:

Ministry of Higher Education, Research, and Innovation: Ministerial Decision 19/2023 Amending Some Provisions of Ministerial Decision 19/2018 Establishing the National University of Science and Technology

Based on the System of Private Universities promulgated by Royal Decree 41/99,

Royal Decree 42/99 Regarding the Establishment of Private Colleges and Higher Institutes,

Royal Decree 98/2020 Amending the Name of the Ministry of Higher Education to the Ministry of Higher Education, Research, and Innovation, Determining Its Competences, and Adopting Its Organisational Structure,

and Ministerial Decision 19/2018 Establishing the National University of Science and Technology,

and in pursuance of public interest,

it is hereby decided

Article I

The text of article I of the aforementioned Ministerial Decision 19/2018 is hereby replaced with the following text:

Article I

A private university is hereby established through the merger of Caledonian College of Engineering and Oman Medical College named the National University of Science and Technology. It shall have legal personality, and its headquarters shall be in the Governorate of Muscat, and it shall comprised 5 (five) colleges, which are: College of Engineering, College of Medicine and Health Sciences, College of Pharmacy, College of Advanced Technology, and International Maritime College Oman.

Article II

This decision must be published in the Official Gazette, and comes into force on the day following the date of its publication.

Ministry of Justice and Legal Affairs: Correction regarding the National Anthem

It must be noted that a material error occurred when publishing Royal Decree 2/2020 Amending Annex 3 of the Law of the Flag, Emblem, and National Anthem of the State, published in Official Gazette 1330, issued on 29 Jumada Al-Thani 1441, corresponding to 23 February 2020, as the word stated in First: Anthem of the aforementioned annex is:

Al-Dhiyaa

And the correct word is:

Dhiyaa
