Royal Decree 65/2026 Amending Some Provisions of the Uniform System for Extending Insurance Protection to Citizens of the Cooperation Council for the Arab States of the Gulf Working Outside Their Countries in Any Member State of the Council

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 5/2006 regarding the Application of the Unified System to Extend Insurance Protection for Nationals of the States of the Cooperation Council for the Arab States of the Gulf Working in States Other than Their State,

the System of the Social Protection Fund promulgated by Royal Decree 50/2023,

the Social Protection Law promulgated by Royal Decree 52/2023,

and the decision of the Supreme Council of the Cooperation Council for the Arab States of the Gulf in its 45th (forty-fifth) session held in the State of Kuwait (December 2024) regarding the approval of the amendment of the Unified System to Extend Insurance Protection for Nationals of the States of the Cooperation Council for the Arab States of the Gulf Working in a Member State of the Council Other than Their State,

and in pursuance of public interest,

have decreed as follows

Article I

The attached amendments are hereby made to the aforementioned Unified System to Extend Insurance Protection for Nationals of the States of the Cooperation Council for the Arab States of the Gulf Working in a Member State of the Council Other than Their State.

Article II

All that is contrary to the attached amendments, or in conflict with their provisions, is hereby repealed.

Article III

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 64/2026 Issuing the Law of Civil Society Organisations

Arabic

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Civil Associations Law issued by Royal Decree 14/2000,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Law of Civil Society Organisations hereby apply.

Article II

Those addressed by the provisions of the attached law shall rectify their status in accordance with its provisions within a period not exceeding one year from the date of its entry into force.

Article III

The Minister of Social Development shall issue the executive regulation of the attached law within one year from the date of its entry into force and shall also issue the necessary regulations and decisions for implementing its provisions, and until they are issued, the existing regulations and decisions continue to operate to the degree that they do not contradict with the provisions of the attached law.

Article IV

The mentioned Civil Associations Law is hereby repealed, as well as all that is contrary to the attached law, or in conflict with its provisions.

Article V

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 63/2026 Approving the Exploration and Mining Concession Agreement Between the Government of the Sultanate of Oman and Manganese Majan LLC for Block B25

Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, the Mineral Resources Law issued by Royal Decree 19/2019, and the Exploration and Mining Concession Agreement between the Government of the Sultanate of Oman and Manganese Majan LLC for Block B25 signed on 23 April 2026, and in pursuance of public interest,

have decreed as follows

Article I

The mentioned exploration and mining concession agreement is hereby approved.

Article II

Royal Decree 61/2026 Issuing the Cybercrime Law

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Cybercrime Law issued by Royal Decree 12/2011,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Cybercrime Law hereby apply.

Article II

The mentioned Cybercrime Law is hereby repealed, as well as all that is contrary to the attached law, or in conflict with its provisions.

Article III

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 62/2026 Amending Some Provisions of the Cultural Heritage Law

after perusal of the Basic Statute of the State,

the Cultural Heritage Law issued by Royal Decree 35/2019,

Royal Decree 87/2020 Establishing the Ministry of Culture, Sports, and Youth, Determining Its Mandates, and Adopting Its Organisational Structure,

and Royal Decree 91/2020 Amending the Name of the Ministry of Heritage and Culture to the Ministry of Heritage and Tourism, Determining Its Mandates, and Adopting Its Organisational Structure,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The text of article II of the mentioned Royal Decree 35/2019 is hereby replaced with the following text:

The Minister of Heritage and Tourism shall, after coordination with the Minister of Culture, Sports, and Youth, issue the executive regulation of the attached law and the necessary decisions for its implementation, and until they are issued, the existing regulations and decisions continue to operate to the degree that they do not contradict with the provisions of the attached law.

Article II

The attached amendments are hereby made to the mentioned Cultural Heritage Law.

Article III

All that is contrary to the attached amendments, or in conflict with their provisions, is hereby repealed.

Article IV

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 58/2026 Issuing the Urban Planning Law

after perusal of the Basic Statute of the State,

Royal Decree 93/2020 Amending the Name of the Ministry of Housing to the Ministry of Housing and Urban Planning, Determining Its Mandates, and Adopting Its Organisational Structure,

Royal Decree 42/2021 on Granting of Government Lands,

the Statute of Governorates issued by Royal Decree 36/2022,

and the Law on the Expropriation for Public Benefit issued by Royal Decree 71/2023,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Urban Planning Law hereby apply.

Article II

The Minister of Housing and Urban Planning shall issue the executive regulation of the attached law, and shall also issue the necessary decisions for implementing its provisions. Until they are issued, the existing regulations and decisions continue to operate to the degree that they do not contradict with its provisions.

Article III

All that is contrary to the attached law, or in conflict with its provisions, is hereby repealed.

Article IV

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 59/2026 Issuing the Law of Sports Entities

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Law on Private Entities Working in the Field of Sports issued by Royal Decree 81/2007,

Royal Decree 57/2012 Regarding the Oman Olympic Committee and Elected Sports Games Federations,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached law hereby apply in regard to sports entities.

Article II

Sports entities shall rectify their status in accordance with the provisions of the attached law within one year from the date of its entry into force, and this period may be extended for a similar period by a decision by the Minister of Culture, Sports, and Youth.

Article III

The courts shall continue to hear lawsuits filed before them regarding the electoral contestations of clubs prior to the entry into force of the provisions of the attached law, and until the issuance of judgments for them.

Article IV

The Minister of Culture, Sports, and Youth shall issue the necessary regulations and decisions for implementing the provisions of the attached law, and until they are issued, the existing regulations and decisions continue to operate to the degree that they do not contradict with its provisions.

Article V

The mentioned Law of Private Entities Working in the Field of Sports and Royal Decree 57/2012 are hereby repealed, as well as all that is contrary to the attached law or in conflict with its provisions.

Article VI

This decree must be published in the Official Gazette, and comes into force after the lapse of 6 (six) months from the date of its publication.

Royal Decree 60/2026 Abolishing the Higher Institute of Health Specialties

Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, the Statute of the Oman Medical Specialty Board issued by Royal Decree 31/2006, Royal Decree 33/2013 Regarding the Medical and Allied Health Professions in Government Medical Establishments (Civil and Military), Royal Decree 18/2018 Establishing the Oman College of Health Sciences and the Higher Institute of Health Specialties and Issuing Their Statutes, and the Statute of the Administrative Apparatus of the State issued by Royal Decree 75/2020, and in pursuance of public interest,

have decreed as follows

Article I

The Higher Institute of Health Specialties is hereby abolished.

Article II

All mandates, allocations, assets, rights, obligations, records, and holdings of the Higher Institute of Health Specialties are hereby transferred to the Oman Medical Specialty Board.

Article III

Those occupying teaching positions in the Higher Institute of Health Specialties are hereby transferred to the Oman Medical Specialty Board with their same employment status and financial grades, and the provisions of Schedule 5 attached to the mentioned Royal Decree 33/2013 hereby apply to them. The officers of the Higher Institute of Health Specialties are also hereby transferred to the Oman Medical Specialty Board with their same financial grades.

Article IV

The Board of Trustees of the Oman Medical Specialty Board shall undertake the mandates assigned to the Board of Trustees and the Academic Council of the Higher Institute of Health Specialties stipulated in the mentioned Royal Decree 18/2018.

Article V

The academic programmes at the Higher Institute of Health Specialties hereby continue to operate for students enrolled in those programmes until their completion, and the certificates and academic degrees for these programmes must be approved by the Board of Trustees of the Oman Medical Specialty Board.

Article VI

The Chairman of the Board of Trustees of the Oman Medical Specialty Board shall issue the necessary regulations and decisions for implementing the provisions of this decree, and until they are issued, the regulations and decisions in force in the Higher Institute of Health Specialties continue to operate.

Article VII

All provisions relating to the Higher Institute of Health Specialties in the mentioned Royal Decree 18/2018 and the statute attached to it are hereby repealed, as well as all that is contrary to this decree or in conflict with its provisions.

Article VIII

Royal Decree 57/2026 Regarding the Postal Sector

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Law Regulating Postal Services promulgated by Royal Decree 71/2012,

the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and Royal Decree 90/2020 Establishing the Ministry of Transport, Communications, and Information Technology, Determining Its Competences, and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

All allocations, assets, rights, obligations, and holdings relating to the postal sector are hereby transferred to the Ministry of Transport, Communications, and Information Technology from the Telecommunications Regulatory Authority.

Article II

The officers of the Telecommunications Regulatory Authority competent with the postal sector are hereby transferred to the Ministry of Transport, Communications, and Information Technology with their same financial grades in accordance with the mechanism agreed upon between the Minister of Transport, Communications, and Information Technology and the Executive President of the Telecommunications Regulatory Authority.

Article III

The mandate to regulate and issue licences for express and last-mile delivery via digital media (delivery applications) is hereby assigned to the Ministry of Transport, Communications, and Information Technology.

Article IV

The word “authority” is hereby replaced with the word “ministry”, the phrase “chairman of the board” is hereby replaced with the word “minister”, the phrase “Telecommunications Regulatory Authority” is hereby replaced with the phrase “Ministry of Transport, Communications, and Information Technology”, and the phrases “chairman of the board of directors of the Telecommunications Regulatory Authority” and “executive president of the Telecommunications Regulatory Authority” are hereby replaced with the phrase “Minister of Transport, Communications, and Information Technology”, wherever they occur in the mentioned Law Regulating Postal Services and in laws and royal decrees relating to the postal sector.

Article V

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

The provisions of the attached Law of the Real Estate Registry hereby apply.

Article II

The Minister of Housing and Urban Planning shall issue the executive regulation of the attached law, and shall also issue the necessary decisions for implementing its provisions. Until they are issued, the existing regulations and decisions continue to operate to the degree that they do not contradict with its provisions.

Article III

The mentioned Statute of the Real Estate Registry is hereby repealed, as well as all that is contrary to the attached law, or in conflict with its provisions.

Article IV

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.
