We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Air Services Agreement Between the Government of the Sultanate of Oman and the Government of the Republic of Zambia signed in the city of Punta Cana on 11 November 2025,

and in pursuance of public interest,

have decreed as follows

Article I

The mentioned agreement is hereby ratified in the form attached.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

after perusal of the Basic Statute of the State,

Royal Decree 10/94 Approving the Accession of the Sultanate of Oman to the International Labour Organization,

and the Instrument for the Amendment of the Constitution of the International Labour Organization of 1986,

and in pursuance of public interest,

have decreed as follows

Article I

The Instrument for the Amendment of the Constitution of the International Labour Organization of 1986 is hereby ratified in the form attached.

Article II

Competent entities shall deposit the instrument of ratification of the mentioned instrument in accordance with its provisions.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

the Land Law issued by Royal Decree 5/80,

the Law Governing the Usufruct of the Lands of the Sultanate of Oman issued by Royal Decree 5/81,

the Tender Law issued by Royal Decree 36/2008,

the Statute of the Administrative Apparatus of the State issued by Royal Decree 75/2020,

Royal Decree 105/2020 Establishing the Public Authority for Special Economic Zones and Free Zones and Determining Its Mandates,

the Statute of Governorates issued by Royal Decree 36/2022,

Royal Decree 53/2022 Regarding the Public Authority for Special Economic Zones and Free Zones and the Public Establishment for Industrial Estates,

the Financial Law issued by Royal Decree 37/2025,

and the Law of Special Economic Zones and Free Zones issued by Royal Decree 38/2025,

and in pursuance of public interest,

have decreed as follows

Article I

The attached Statute of the Public Authority for Special Economic Zones and Free Zones hereby applies.

Article II

The Chairman of the Board of Directors of the Public Authority for Special Economic Zones and Free Zones shall issue the necessary regulations and decisions to implement the provisions of the attached statute, and until they are issued, the existing regulations and decisions continue to operate to the degree that they do not contradict with the provisions of this decree and the attached statute.

Article III

All that is contrary to this decree and the attached statute, or in conflict with their provisions, is hereby repealed.

Article IV

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.

have decreed as follows

Article I

Those named in the attached list are hereby appointed Supreme Court Judges.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Labour Law issued by Royal Decree 53/2023,

and Royal Decree 87/2020 Establishing the Ministry of Culture, Sports, and Youth, Determining Its Mandates, and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

A centre named the “Youth Centre” is hereby established. It has legal personality, enjoys financial and administrative independence, is supervised by the Minister of Culture, Sports, and Youth, and is governed by the provisions of the attached statute.

Article II

All allocations, rights, obligations, and holdings of the Youth Centre Directorate in the Ministry of Culture, Sports, and Youth are hereby transferred to the Youth Centre.

Article III

Amendments to the attached Statute of the Youth Centre must be made by the Minister of Culture, Sports, and Youth after the approval of the Council of Ministers.

Article IV

The Chairman of the Board of Directors of the Youth Centre shall issue the necessary regulations and decisions to implement the provisions of the attached statute after the approval of the Minister of Culture, Sports, and Youth.

Article V

All that is contrary to this decree and the attached statute, or in conflict with their provisions, is hereby repealed.

Article VI

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

after perusal of the Basic Statute of the State,

the Statute of the Administrative Apparatus of the State issued by Royal Decree 75/2020,

Royal Decree 87/2020 Establishing the Ministry of Culture, Sports, and Youth, Determining Its Mandates, and Adopting Its Organisational Structure,

and Royal Decree 91/2020 Amending the Name of the Ministry of Heritage and Culture to the Ministry of Heritage and Tourism, Determining Its Mandates, and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

A library named the “National Library of Oman” is hereby established. It has legal personality, enjoys financial and administrative independence, and is subordinate to the Minister of Culture, Sports, and Youth. It is governed by the provisions of the attached statute.

Article II

The allocations, assets, rights, obligations, and holdings of the Manuscripts Directorate in the Ministry of Culture, Sports, and Youth are hereby transferred to the National Library of Oman.

Article III

The officers of the Manuscripts Directorate in the Ministry of Culture, Sports, and Youth are hereby transferred to the National Library of Oman with their same financial grades.

Article IV

The mandate of collecting, restoring, documenting, verifying, and publishing Omani manuscripts is hereby transferred from the Ministry of Heritage and Tourism to the National Library of Oman.

Article V

The Chairman of the Board of Trustees of the National Library of Oman shall issue the necessary regulations and decisions to implement the provisions of this decree and the attached statute.

Article VI

All that is contrary to this decree and the attached statute, or in conflict with their provisions, is hereby repealed.

Article VII

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.
