Royal Decree 18/2025 Establishing the Rising Companies Market

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Commercial Companies Law promulgated by Royal Decree 18/2019,

the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

Royal Decree 5/2021 Transforming Muscat Securities Market into a Closed Omani Joint Stock Company Named Muscat Stock Exchange SAOC,

the Securities Law promulgated by Royal Decree 46/2022,

and Royal Decree 20/2024 Establishing the Financial Services Authority and Promulgating Its System,

and in pursuance of public interest,

have decreed as follows

Article I

A sub-market is hereby established in the Muscat Stock Exchange SAOC named the “Rising Companies Market”.

Article II

The Financial Services Authority shall supervise and control companies listed on the Rising Companies Market.

Article III

The Chairman of the Board of Directors of the Financial Services Authority shall issue the regulations and decisions necessary to implement the provisions of this decree, as well as the incentives and facilities granted to companies listed on the Rising Companies Market, in coordination with the relevant entities.

Article IV

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

and in pursuance of public interest,

have decreed as follows

Article I

The aforementioned agreement is hereby ratified in the form attached.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

have decreed as follows

Royal Decree 17/2025 Promulgating the Omani Nationality Law

Arabic

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Omani Nationality Law promulgated by Royal Decree 38/2014,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Omani Nationality Law hereby apply.

Article II

The Minister of Interior shall issue the executive regulation and the decisions necessary for the implementation of the provisions of the attached law, and until they are issued, the existing decisions continue to operate in regard to all that is not governed by a special text in it and to the degree that they do not contradict with its provisions.

Article III

The aforementioned Omani Nationality Law is hereby repealed, as well as all that is contrary to the attached law or in conflict with its provisions.

Article IV

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 15/2025 Amending Some Provisions of Royal Decree 88/2022 Determining the Official Holidays

Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, and Royal Decree 88/2022 Determining the Official Holidays, and in pursuance of public interest,

have decreed as follows

Article I

The text of Article I(First:)(d) of the aforementioned Royal Decree 88/2022 is hereby replaced with the following clause:
(d) National Day of the Sultanate of Oman. 20 and 21 November.

Article II

Royal Decree 12/2025 Amending Some Provisions of Royal Decree 6/89 regarding the Regulation of the Relationship Between Landlords and Tenants of Residences and Commercial and Industrial Premises and the Registration of Their Tenancy Agreements

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 6/89 regarding the Regulation of the Relationship between Landlords and Tenants of Residences and Commercial and Industrial Premises and the Registration of Their Tenancy Agreements,

the Civil and Commercial Procedures Law promulgated by Royal Decree 29/2002,

the Law on the Simplification of Litigation Procedures regarding Some Disputes promulgated by Royal Decree 125/2020,

and the System of Governorates promulgated by Royal Decree 36/2022,

and in pursuance of public interest,

have decreed as follows

Article I

The attached amendments are hereby made to the Provisions Regulating the Relationship between Landlords and Tenants of Residences and Commercial and Industrial Premises and the Registration of Their Lease Contracts attached to the aforementioned Royal Decree 6/89.

Article II

The courts shall continue to hear lawsuits that have become by virtue of this decree under the competence of the rental disputes resolution committee, if they are submitted to them before the date of the entry into force of this decree.

Article III

All that is contrary to this decree and the attached amendments, or in conflict with their provisions, is hereby repealed.

Article IV

This decree must be published in the Official Gazette, and comes into force after the lapse of 6 (six) months from the date of its issuance.

Royal Decree 11/2025 Amending Some Provisions of the Omani Penal Law

Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, and the Penal Law promulgated by Royal Decree 7/2018, and in pursuance of public interest,

have decreed as follows

Article I

The text of article 71 of the aforementioned Penal Law is hereby replaced with the following text:

Article 71

With the exception of punishments imposed for state security crimes, crimes that prejudice the stature of the state, and terrorism and terrorism financing crimes, the court may, when adjudicating a fine or an imprisonment punishment for a period less than 3 (three) years, order in the sentence a stay of execution, if it sees from the morals of the convict, his history, his age, or the circumstances under which the crime was committed a reason to believe that he will not return to committing a crime, provided he has a known place of residence.

The court may order the stay of execution to be inclusive of the penal effects arising out of the sentence, or any ancillary or complementary punishment except confiscation.

Article II

Royal Decree 10/2025 Reinstating Omani Nationality

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Omani Nationality Law promulgated by Royal Decree 38/2014,

and in pursuance of public interest,

have decreed as follows

Article I

Omani nationality is hereby reinstated to those named in the attached list.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.
