Royal Decree 58/2026 Issuing the Urban Planning Law

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 93/2020 Amending the Name of the Ministry of Housing to the Ministry of Housing and Urban Planning, Determining Its Mandates, and Adopting Its Organisational Structure,

Royal Decree 42/2021 on Granting of Government Lands,

the Statute of Governorates issued by Royal Decree 36/2022,

and the Law on the Expropriation for Public Benefit issued by Royal Decree 71/2023,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Urban Planning Law hereby apply.

Article II

The Minister of Housing and Urban Planning shall issue the executive regulation of the attached law, and shall also issue the necessary decisions for implementing its provisions. Until they are issued, the existing regulations and decisions continue to operate to the degree that they do not contradict with its provisions.

Article III

All that is contrary to the attached law, or in conflict with its provisions, is hereby repealed.

Article IV

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 59/2026 Issuing the Sports Entities Law

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Law on Private Entities Working in the Field of Sports issued by Royal Decree 81/2007,

Royal Decree 57/2012 Regarding the Oman Olympic Committee and Elected Sports Federations,

and after presentation to the Council of Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached law hereby apply in regard to sports entities.

Article II

Sports entities shall rectify their status in accordance with the provisions of the attached law within one year from the date of its entry into force, and this period may be extended for a similar period by a decision from the Minister of Culture, Sports, and Youth.

Article III

Courts shall continue to hear the cases filed before them regarding the electoral appeals of clubs prior to the entry into force of the provisions of the attached law, until a judgment is issued in them.

Article IV

The Minister of Culture, Sports, and Youth shall issue the necessary regulations and decisions to implement the provisions of the attached law, and until they are issued, the existing regulations and decisions continue to operate to the degree that they do not contradict with its provisions.

Article V

The mentioned Law on Private Entities Working in the Field of Sports and Royal Decree 57/2012 are hereby repealed, as well as all that is contrary to the attached law, or in conflict with its provisions.

Article VI

This decree must be published in the Official Gazette, and comes into force after 6 (six) months from the date of its publication.

Royal Decree 60/2026 Abolishing the Higher Institute of Health Specialties

Arabic

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Statute of the Oman Medical Specialty Board issued by Royal Decree 31/2006,

Royal Decree 33/2013 Regarding the Medical and Allied Health Professions in Government Medical Establishments (Civil and Military),

Royal Decree 18/2018 Establishing the Oman College of Health Sciences and the Higher Institute of Health Specialties and Issuing Their Statute,

and the Statute of the Administrative Apparatus of the State issued by Royal Decree 75/2020,

and in pursuance of public interest,

have decreed as follows

Article I

The Higher Institute of Health Specialties is hereby abolished.

Article II

All competences, allocations, assets, rights, obligations, records, and holdings of the Higher Institute of Health Specialties are hereby transferred to the Oman Medical Specialty Board.

Article III

Occupants of teaching positions at the Higher Institute of Health Specialties are hereby transferred to the Oman Medical Specialty Board with their same employment status and financial grades, and the provisions of schedule 5 attached to the mentioned Royal Decree 33/2013 apply to them.

Officers of the Higher Institute of Health Specialties are also hereby transferred to the Oman Medical Specialty Board with their same financial grades.

Article IV

The Board of Trustees of the Oman Medical Specialty Board shall undertake the competences assigned to the Board of Trustees and the Academic Council of the Higher Institute of Health Specialties provided for in the mentioned Royal Decree 18/2018.

Article V

Academic programmes at the Higher Institute of Health Specialties continue to operate for the students enrolled in those programmes until their completion, and the certificates and academic degrees for these programmes shall be approved by the Board of Trustees of the Oman Medical Specialty Board.

Article VI

The Chairman of the Board of Trustees of the Oman Medical Specialty Board shall issue the necessary regulations and decisions to implement the provisions of this decree, and until they are issued, the regulations and decisions in force at the Higher Institute of Health Specialties continue to operate.

Article VII

All provisions relating to the Higher Institute of Health Specialties from the mentioned Royal Decree 18/2018 and the statute attached to it are hereby repealed, as well as all that is contrary to this decree, or in conflict with its provisions.

Article VIII

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 57/2026 Regarding the Postal Sector

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Law Regulating Postal Services promulgated by Royal Decree 71/2012,

the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and Royal Decree 90/2020 Establishing the Ministry of Transport, Communications, and Information Technology, Determining Its Competences, and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

All allocations, assets, rights, obligations, and holdings relating to the postal sector are hereby transferred to the Ministry of Transport, Communications, and Information Technology from the Telecommunications Regulatory Authority.

Article II

The officers of the Telecommunications Regulatory Authority competent with the postal sector are hereby transferred to the Ministry of Transport, Communications, and Information Technology with their same financial grades in accordance with the mechanism agreed upon between the Minister of Transport, Communications, and Information Technology and the Executive President of the Telecommunications Regulatory Authority.

Article III

The mandate to regulate and issue licences for express and last-mile delivery via digital media (delivery applications) is hereby assigned to the Ministry of Transport, Communications, and Information Technology.

Article IV

The word “authority” is hereby replaced with the word “ministry”, the phrase “chairman of the board” is hereby replaced with the word “minister”, the phrase “Telecommunications Regulatory Authority” is hereby replaced with the phrase “Ministry of Transport, Communications, and Information Technology”, and the phrases “chairman of the board of directors of the Telecommunications Regulatory Authority” and “executive president of the Telecommunications Regulatory Authority” are hereby replaced with the phrase “Minister of Transport, Communications, and Information Technology”, wherever they occur in the mentioned Law Regulating Postal Services and in laws and royal decrees relating to the postal sector.

Article V

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

after perusal of the Basic Statute of the State,

the Land Law issued by Royal Decree 5/80,

Royal Decree 5/81 Governing the Usufruct of the Lands of the Sultanate of Oman,

and the Statute of the Real Estate Registry issued by Royal Decree 2/98,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Law of the Real Estate Registry hereby apply.

Article II

The Minister of Housing and Urban Planning shall issue the executive regulation of the attached law, and shall also issue the necessary decisions for implementing its provisions. The mentioned agreement is hereby ratified in the form attached.

and in pursuance of public interest,

have decreed as follows

Article I

The project for the construction of a dam to protect against flood risks in Wadi Bani Omar Al-Gharbi in the Wilayat of Liwa in the Governorate of Batinah North—specified in the attached note and masterplan—is hereby deemed a public benefit project.

Article II

The competent entities may seize, through direct execution, real estate and land necessary for the aforementioned project, and all establishments on them, in accordance with the provisions of the aforementioned Law on the Expropriation for Public Benefit.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.
