Royal Decree 118/2007 regarding the Transfer of the Assets and Liabilities of the Seawater Intake and Discharge Facility and the Potable Water and Wastewater Networks Located in Sohar Industrial Port to Majis Industrial Services Company SAOC

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and Royal Decree 80/2002 Issuing the Law Granting the Concession for the Development, Management, and Operation of Sohar Industrial Port and Approving the Agreements Related to It,

and in pursuance of public interest,

have decreed as follows

Article I

The assets and liabilities of the seawater intake and discharge facility owned by the government and located in Sohar Industrial Port are hereby transferred to Majis Industrial Services Company SAOC, and this includes contracts, agreements, and insurance policies, as determined by the Minister of National Economy.

Article II

The potable water and wastewater networks owned by the government and located in Sohar Industrial Port are hereby transferred to Majis Industrial Services Company SAOC and the company is hereby granted the right to manage, operate, and maintain these networks and to provide services pertaining to them.

Article III

The Minister of National Economy shall issue the necessary regulations and decisions to implement this decree.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 120/2007 Appointing Non-resident Ambassadors

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Diplomatic and Consular Corps Law issued by Royal Decree 40/86,

and in pursuance of public interest,

have decreed as follows

Article I

Ambassador Sheikh Abdullah bin Zahir bin Saif Al-Hosni, Our ambassador to the Russian Federation, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Republic of Moldova, the Republic of Armenia, and the Republic of Ukraine.

Article II

Ambassador Said bin Nasser bin Mansoor Al-Sinawi Al-Harthy, Our ambassador to the Republic of Italy, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Republic of Albania.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 117/2007 Approving the Accession of the Sultanate to the Convention on International Trade in Endangered Species of Wild Fauna and Flora

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Convention on International Trade in Endangered Species of Wild Fauna and Flora signed in Washington, D.C. on 3 March 1973, and amended in Bonn on 22 June 1979,

and in pursuance of public interest,

have decreed as follows

Article I

The accession of the Sultanate to the aforementioned convention is hereby approved.

Article II

Competent entities shall deposit the instrument of accession to the convention in accordance with its provisions.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 119/2007 Declaring Public Benefit Status to the Hamriyah – Wadi Kabir Road Construction Project

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and the Law on the Expropriation for Public Benefit issued by Royal Decree 64/78,

and in pursuance of public interest,

have decreed as follows

Article I

The Hamriyah - Wadi Kabir Road Construction Project specified in the attached note and masterplan is hereby deemed a public benefit project.

Article II

The competent entities may seize, through direct execution, land and establishments necessary for the project, in accordance with the provisions of the mentioned Law on the Expropriation for Public Benefit.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 110/2007 regarding the Restricted Area Surrounding the Foreign Ministry Building

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

and in pursuance of public interest,

have decreed as follows

Article I

Without prejudice to the existing establishments and buildings, it is prohibited to license—or renew—any commercial, touristic, cultural, sports, or recreational activities, to establish any new establishments, services, facilities, or buildings of any kind, whether permanent or temporary, in the restricted area surrounding the Foreign Ministry building, or to make any amendments to the licences and ownership deed of the existing establishments and buildings, in a manner that leads to a change in their form or uses, whether above or under the ground, except after obtaining the approval of the Foreign Ministry.

Holders of licences issued before the entry into force of the provisions of this decree shall also obtain the approval of this ministry when implementing or renewing them.

Article II

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article III

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.

and the Diplomatic and Consular Corps Law issued by Royal Decree 40/86,

and in pursuance of public interest,

have decreed as follows

Article I

The ambassadors named below are hereby transferred to the headquarters of the Foreign Ministry:

1. His Highness Sayyid Jaifar bin Salim bin Ali Al-Said, Our ambassador to the French Republic.

2. Mohammed bin Yousuf bin Qassim Al-Zarafi, Our ambassador to Japan.

3. Ahmed bin Mohammed bin Masoud Al-Riyami, Our permanent representative to the United Nations Office in Geneva.

4. Salim bin Mohammed bin Masoud Al-Riyami, Our ambassador to the Republic of Austria.

5. Ali bin Ahmed bin Harib Al-Issai, Our ambassador to the Republic of Tunisia.

Article II

Ambassador Yahya bin Salim bin Hamed Al-Wahaibi is hereby appointed a permanent representative of Ours to the United Nations Office in Geneva.

Article III

The following are hereby granted:

1. Sheikh Mohammed bin Abdullah bin Ali Al-Qatabi the rank of ambassador, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to the United Arab Emirates.

2. Minister Plenipotentiary Hussain bin Omar bin Abdullah Al-Ibrahim the title of ambassador, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to the Republic of Tunisia.

3. Advisor Sayyid Khalifa bin Al-Mirdas bin Ahmed Al-Busaidi the title of ambassador, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to the French Republic.

4. Advisor Dr Bader bin Mohammed bin Zahir Al-Hinai the title of ambassador, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to the Republic of Austria.

5. Advisor Khalid bin Hashil bin Mohammed Al-Muslahi the title of ambassador, and is hereby appointed an ambassador extraordinary and plenipotentiary of Ours to Japan.

Article IV

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.
