Royal Decree 97/2004 Appointing an Undersecretary for the Ministry of Commerce and Industry for Administrative and Financial Affairs

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

the Civil Service Law issued by Royal Decree 8/80 and its amendments,

and the Organisational Structure of the Ministry of Commerce and Industry adopted by Royal Decree 61/96 and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

Ahmed bin Suleiman bin Saleh Al-Maimani is hereby appointed Undersecretary of the Ministry of Commerce and Industry for Administrative and Financial Affairs.

Article II

The mentioned organisational structure of the Ministry of Commerce and Industry is hereby amended in accordance with the provisions of this decree.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 96/2004 Recomposing the Sultan Qaboos University Council

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

the Law of Sultan Qaboos University issued by Royal Decree 14/99 and its amendments,

and Royal Decree 52/2001 Adopting the Organisational Structure of Sultan Qaboos University,

and in pursuance of public interest,

have decreed as follows

Article I

The Sultan Qaboos University Council is hereby recomposed under the chairmanship of the Minister of Higher Education and the membership of the following:

1. The Vice-Chancellor of the University as Deputy Chairman.

2. The Undersecretary of the Ministry of Manpower for Labour Affairs.

3. The Undersecretary of the Ministry of Health for Health Affairs.

4. The Undersecretary of the Ministry of Finance for Financial Affairs.

5. The Undersecretary of the Ministry of Education for Educational Planning and Projects.

6. Engineer Salim bin Hamad Al-Kamayani.

7. Sheikh Mahmoud bin Zahir Al-Hinai.

8. Asila bint Zahir bin Hamad Al-Harthiya.

9. The deputy vice-chancellor of the university—as a member and secretary.

10. Two Omani faculty members chosen by the vice-chancellor of the university on a rotating basis for a period of two years.

The council may seek the assistance of experts, advisors, and deans of colleges, whether in its meetings or in the sessions of its committees.

Article II

The mentioned Law of Sultan Qaboos University and the organisational structure of the university are hereby amended in accordance with the provisions of this decree.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 95/2004 Issuing the Law of Private Radio and Television Establishments (Repealed)

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Printed Material and Publishing Law promulgated by Royal Decree 49/84,

the Law on the Censorship of Artistic Works promulgated by Royal Decree 65/97 and its amendments,

the Telecommunications Law promulgated by Royal Decree 30/2002,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Law of Private Radio and Television Establishments shall apply.

Article II

Without prejudice to the provisions of the aforementioned Printed Material and Publishing Law and the Telecommunications Law, all that is contrary to the provisions of this law or in conflict with its provisions is hereby repealed.

Article III

The Minister of Information shall issue the executive regulation of this law.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the date of its publication.

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

the Judicial Authority Law issued by Royal Decree 90/99 and its amendments,

and Royal Decree 92/99 Establishing the Public Prosecution and Issuing Its Law,

and in pursuance of public interest,

have decreed as follows

Article I

The members of the Public Prosecution named in the attached List A are hereby promoted to the position next to their name.

Article II

Those named in the attached List B are hereby appointed to the position next to their name.

Royal Decree 90/2004 Transferring the Mandates of Insurance from the Ministry of Commerce and Industry to the Capital Market Authority

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

the Insurance Companies Law issued by Royal Decree 12/79 and its amendments,

Royal Decree 61/96 Adopting the Organisational Structure of the Ministry of Commerce and Industry,

and the Capital Market Law issued by Royal Decree 80/98 and its amanedments,

and in pursuance of public interest,

have decreed as follows

Article I

The mandates and assets relating to insurance are hereby transferred from the Ministry of Commerce and Industry to the Capital Market Authority, and the officers working in the Insurance Directorate are hereby transferred to it with their same employment status.

Article II

All revenues and fees stipulated in the mentioned Insurance Companies Law are hereby transferred to the Capital Market Authority.

Article III

The organisational structure of the Ministry of Commerce and Industry must be amended accordingly.

Article IV

The phrase “Ministry of Commerce and Industry” is hereby replaced with the phrase “Capital Market Authority” and the phrase “Minister of Commerce and Industry” with the phrase “Executive President of the Capital Market Authority” wherever they occur in the mentioned Insurance Companies Law and the regulations and decisions in its implementation.

Article V

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.
