We, Qaboos bin Said, the Sultan of Oman
after perusal of the Basic Statute of the State issued by Royal Decree 101/96,
and Royal Decree 3/83 on the Law Governing Omani Nationality and its amendments,
and in pursuance of public interest,
have decreed as follows
Article I
Omani nationality is hereby granted to those named below, from the date stated next to each name:
– Naseemullah Ismatullahuddin—13 January 2001.
– Hanan Salahuddin Marsa Abu Halima—10 January 2001.
Article II
Omani nationality is hereby reinstated to Fahd bin Salam bin Amer Al-Barwani as of 3 February 2001.
Article III
This decree must be published in the Official Gazette.

We, Qaboos bin Said, the Sultan of Oman
after perusal of the Basic Statute of the State issued by Royal Decree 101/96,
and Royal Decree 67/2000 Regarding Some Provisions of Higher Education Institutes and its amendments,
and in pursuance of public interest,
have decreed as follows
Article I
The text of article 3 of the mentioned Royal Decree 67/2000 is hereby replaced with the following text:
The state shall provide private higher education institutes with the appropriate and necessary lands for them. It is permitted to exempt such institutes from paying the value of the land upon ownership or paying for the usufruct or rent, as the case may be, all in accordance with the conditions and controls set by the Higher Education Council in coordination with the Ministry of Finance and the Ministry of Transport and Housing.
Article II
A new clause is hereby added to the fees due to the Ministry of Transport and Housing, from which private higher education institutes are exempted, as mentioned in article 6 of the mentioned Royal Decree 67/2000, with the following text:
(c) Mulkiya and land marks determination fees.
Article III
All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.
Article IV
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

and the memorandum on the nomination of a judge for appointment to the Commercial Court,
and in pursuance of public interest,
have decreed as follows
Article I
The person named in the mentioned memorandum is hereby appointed a judge to the Commercial Court.

– A representative with the rank of director general for each of the following ministries and entities:
– Education.
– Social Affairs, Labour, and Vocational Training.
– Higher Education.
– Foreign Affairs.
– Agriculture and Fisheries
– Regional Municipalities and Environment.
– Water Resources.
– Information.
– National Heritage and Culture.
– National Economy.
– Sultan Qaboos University.
– The Public Authority for Youth Sports and Cultural Activities.
– Three persons interested in the affairs of education, culture, and science, appointed by a decision by the chairman of the committee, and whose term of membership is three years, subject to renewal.
– Secretary of the committee—Member and secretary.
Article II

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,
and the Agreement on Scientific and Cultural Cooperation Between Al-Azhar University and the Institute of Islamic Sciences in the Sultanate of Oman signed in Muscat on 9 Ramadan 1421, corresponding to 5 December 2000,
and in pursuance of public interest,
have decreed as follows
Article I
The signing of the mentioned Agreement on Scientific and Cultural Cooperation Between Al-Azhar University and the Institute of Islamic Sciences in the Sultanate of Oman is hereby approved.
Article II
The mentioned agreement is hereby ratified.
Article III
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,
the Oil and Minerals Law issued by Royal Decree 42/74,
the contract dated 19 November 1999 by which Phillips Petroleum Oman Limited assigned 25% (twenty-five percent) of its rights and obligations in the petroleum agreement signed on 15 June 1996 to Berkeley Petroleum Oman Inc, which accepts this assignment,
and the letter of the Minister of Oil and Gas dated 3 February 2001 approving the assignment,
and in pursuance of public interest,
have decreed as follows
Article I
The assignment by Phillips Petroleum Oman Limited of 25% (twenty-five percent) of its rights and obligations in the mentioned petroleum agreement signed on 15 June 1996 to Berkeley Petroleum Oman Inc is hereby approved. The final shares of the parties to the agreement are as follows:
50% for Phillips Petroleum Oman Limited.
25% for Maersk Oil Oman AS.
25% for Berkeley Petroleum Oman Inc.
Article II
