We, Qaboos bin Said, the Sultan of Oman
after perusal of the Basic Statute of the State issued by Royal Decree 101/96,
and the Diplomatic and Consular Corps Law issued by Royal Decree 40/86 and its amendments,
and in pursuance of public interest,
have decreed as follows
Article I
Ambassador Said bin Khalifa bin Mohammed Al-Busaidi, Our ambassador to the Republic of Italy, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Republic of Albania.
Article II
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,
the Oil and Minerals Law issued by Royal Decree 42/74,
and the petroleum agreement between the Government of the Sultanate of Oman and Gulfstream Resources Canada Limited signed on 27 June 1997 between the Minister of Oil and Minerals on behalf of the Government of the Sultanate and the mentioned company,
and in pursuance of public interest,
have decreed as follows
Article I
The mentioned petroleum agreement signed on 26 July 1997 between the Government of the Sultanate of Oman and Gulfstream Resources Canada Limited is hereby approved.
Article II
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,
and Royal Decree 79/81 Establishing the Commercial Court and its amendments,
and in pursuance of public interest,
have decreed as follows
Article I
A new article numbered 4bis is hereby added to the mentioned Royal Decree 79/81 with the following text:
Without prejudice to the provisions of the preceding article, the criminal circuit has jurisdiction to rule on labour lawsuits, regardless of their value, and also has jurisdiction to rule on incidental claims submitted in these lawsuits or related to the original petition, regardless of their type or value.

This decree must be published in the Official Gazette, and comes into force from 1 July 1997.

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,
the Civil Service Law issued by Royal Decree 8/80 and its amendments,
and the Executive Regulation of the Civil Service Law issued by Royal Decree 52/84 and its amendments,
and in pursuance of public interest,
have decreed as follows
Article I
The increase in the salaries of state officers from the fourth grade of the second circle and below of the general schedule attached to the mentioned Civil Service Law must be in accordance with the following:
1. 10% of the basic salary for those occupying the fourth grade of the second circle up to the fifth grade of the third circle.
2. 15% of the basic salary for those occupying the sixth, seventh, and eighth grades of the third circle.
Article II
This increase applies as of the salaries due for the month of August 1997. It must be disbursed with the salaries of the mentioned month.
Article III
All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.
Article IV
This decree must be published in the Official Gazette.

the Civil Service Law issued by Royal Decree 8/80 and its amendments,
and the Executive Regulation of the Civil Service Law issued by Royal Decree 52/84 and its amendments,
and in pursuance of public interest,
have decreed as follows
Article I
The attached amendments are hereby made to the provisions of the mentioned Civil Service Law and the Executive Regulation of the Civil Service Law.
Article II
All that is contrary to the attached amendments, or in conflict with their provisions, is hereby repealed.
Article III
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,
Royal Decree 47/81 Issuing the Corporate Income Tax Law and its amendments,
and the Muscat Securities Market Law issued by Royal Decree 53/88 and its amendments,
and in pursuance of public interest,
have decreed as follows
Article I
The text of the second paragraph of paragraph 4(a) of the second schedule attached to the mentioned Corporate Income Tax Law is hereby replaced with the following text:
The application of these rates is subject to the following two conditions:
First: At least 51% of the capital of the company must be owned by Omani individuals or Omani companies. For the purposes of applying this condition, the following are treated as Omani shareholders: ministries and government units, public authorities and establishments, pension and retirement funds for Omanis (whether for civil or military government officers or for other employees of companies or establishments), investment accounts (whatever the percentage of contribute of the foreigners to the account), branches of foreign companies, and other entities specified by a decision issued by the minister.
Second: At least 40% of the shares of the company have been offered for public subscription, with the exception of companies established before the date of entry into force of Royal Decree 13/89 amending the Commercial Companies Law 4 of 1974.
Article II
All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.
Article III
This decree must be published in the Official Gazette, and comes into force from the date of its publication.
