We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Civil Service Law promulgated by Royal Decree 120/2004,

and in pursuance of public interest,

have decreed as follows

Article I

Those named below are hereby appointed each to the position following their name:

Azzan bin Qassim bin Mohammed Al-Busaidi Undersecretary of the Ministry of Heritage and Tourism for Tourism
Engineer Bader bin Salim bin Marhoon Al-Mamari Secretary General of the Tender Board with the special grade

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 8/2022 Transferring an Employee to the Foreign Ministry

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Civil Service Law promulgated by Royal Decree 120/2004,

and the Law Governing the Foreign Ministry promulgated by Royal Decree 32/2008,

and in pursuance of public interest,

have decreed as follows

Article I

Maitha bint Saif bin Majid Al-Mahrouqi is hereby transferred to the Foreign Ministry with her same grade and financial entitlements.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 6/2022 Issuing the Personal Data Protection Law

Arabic

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Electronic Transactions Law promulgated by Royal Decree 69/2008,

and Royal‌ ‌Decree‌ ‌64/2020‌ ‌Establishing‌ ‌the‌ ‌Cyber‌ ‌Defence‌ ‌Centre‌ ‌and‌ ‌Issuing‌ ‌Its‌ ‌System‌,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The attached Personal Data Protection Law shall apply.

Article II

The Minister of Transport, Communications, and Information Technology shall issue the executive regulation of the attached law and shall also issue the necessary decisions for implementing its provisions, and until they are issued, the existing regulations and decisions continue to operate to the degree that they do not contradict with it.

Article III

Chapter seven of the aforementioned Electronic Transactions Law is hereby repealed, as well as all that is contrary to the attached law or in conflict with its provisions.

Article IV

This decree shall be published in the Official Gazette, and comes into force after the lapse of one year from the date of its issuance.

and the Agreement between the Government of the Sultanate of Oman and the Government of the Republic of Colombia on the Mutual Visa Exemption for Holders of Diplomatic, Special, Service, and Official Passports signed in the city of Muscat on 24 January 2022,

and in pursuance of public interest,

have decreed as follows

Article I

The aforementioned agreement is hereby ratified in the form attached.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 5/2022 Reinstating Omani Nationality and Authorising the Duality of Omani Nationality and British Nationality

Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, and the Omani Nationality Law promulgated by Royal Decree 38/2014, and in pursuance of public interest,

have decreed as follows

Article I

Omani nationality is hereby reinstated to:

1. Zahia bint Abdullah bin Saleh Al-Dhabbaria.

2. Zuha bint Abdullah bin Saleh Al-Dhabbaria.

3. Zahi bin Abdullah bin Saleh Al-Dhabbari.

They are also authorised to dually hold Omani and British nationalities.

Article II

after perusal of the Basic Statute of the State,

and the Agreement between the Government of the Sultanate of Oman and the Government of the State of Qatar for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with Respect to Taxes on Income and on Capital signed in the city of Doha on 22 November 2021,

and after presentation to Majlis Al-Shura,

and in pursuance of public interest,

have decreed as follows

Article I

The aforementioned agreement is hereby ratified in the form attached.

Royal Decree 3/2022 Appointing the President of the Royal Academy of Management

after perusal of the Basic Statute of the State,

Royal Decree 47/2012 Appointing an Advisor for Studies and Research in the Diwan of Royal Court,

and Royal Decree 2/2022 Establishing the Royal Academy of Management, Determining Its Competences, and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

Dr Ali bin Qassim bin Jawad Al-Lawati is hereby appointed President of the Royal Academy of Management with his same financial grade.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 2/2022 Establishing the Royal Academy of Management, Determining Its Competences, and Adopting Its Organisational Structure

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 42/90 Reorganising the Institute of Public Administration,

the System of the Institute of Public Administration promulgated by Royal Decree 28/2016,

and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and in pursuance of public interest,

have decreed as follows

Article I

An academy named the “Royal Academy of Management” is hereby established. It shall have legal personality, and shall enjoy financial and administrative independence.

Article II

The Royal Academy of Management shall be under the royal patronage of His Majesty the Sultan.

Article III

The headquarters of the Royal Academy of Management shall be in the Governorate of Muscat, and branches of it may be established in the other governorates by a decision by the board of trustees of the academy.

Article IV

The competences of the Royal Academy of Management are hereby determined in accordance with the attached annex 1.

Article V

The organisational structure of the Royal Academy of Management is hereby adopted in accordance with the attached annex 2.

Article VI

In exception to the provisions of the aforementioned System of the Administrative Apparatus of the State, the Royal Academy of Management shall have a board of trustees chaired by the Minister of the Diwan of Royal Court. Its members and the duration of their membership shall be determined by a decision by the Council of Ministers.

The board of trustees shall have the same authorities prescribed to the boards of directors of public authorities stipulated in the aforementioned System of the Administrative Apparatus of the State.

Article VII

The Royal Academy of Management shall have a president with the special grade appointed by royal decree. He shall have the authorities of the head of the unit stipulated in laws and royal decrees, and shall attend all the meetings of the board of trustees without having a counted vote in the manner stipulated in the aforementioned System of the Administrative Apparatus of the State.

Article VIII

All allocations, assets, rights, obligations, and holdings of the Institute of Public Administration and the Institute of Capability Development in the Diwan of Royal Court are hereby transferred to the Royal Academy of Management.

Article IX

The employees of the Institute of Public Administration and the Institute of Capability Development in the Diwan of Royal Court are hereby transferred to the Royal Academy of Management with their same financial grades.

Article X

The Chairman of the Board of Trustees of the Royal Academy of Management shall issue the necessary regulations and decisions for implementing the provisions of this decree, and until they are issued, the provisions of the regulations and decisions in force continue to operate to the degree that they do not contradict with the provisions of this decree.

Article XI

The Institute of Public Administration and the Institute of Capability Development in the Diwan of Royal Court are hereby abolished, and all that is contrary to this decree or in conflict with its provisions is hereby repealed.

Article XII

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 1/2022 Ratifying the General Budget of the State for Fiscal Year 2022

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Financial Law promulgated by Royal Decree 47/98,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The General Budget of the State for Fiscal Year 2022 is hereby ratified in accordance with the attached schedules.

Article II

All units of the administrative apparatus of the state and other public legal persons shall implement the provisions of this decree each within its competence.

Article III

This decree shall be published in the Official Gazette, and comes into force on 1 January 2022.

Royal Decree 79/2021 Approving the Accession of the Sultanate of Oman to the Convention on International Liability for Damage Caused by Space Objects

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Convention on International Liability for Damage Caused by Space Objects done in 29 March 1972,

and in pursuance of public interest,

have decreed as follows

Article I

The accession of the Sultanate of Oman to the Convention on International Liability for Damage Caused by Space Objects is hereby approved in the form attached.

Article II

Competent bodies shall deposit the instrument of accession for the aforementioned convention in accordance with its provisions.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.
