Royal Decree 53/2021 Amending Some Provisions of the Vehicle Insurance Law

Arabic

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Vehicle Insurance Law promulgated by Royal Decree 34/94,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The attached amendment to the aforementioned Vehicle Insurance Law shall be implemented.

Article II

All that is contrary to the attached amendment, or in conflict with its provisions, is hereby repealed.

Article III

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 54/2021 Implementing the Unified Law (System) for Combating Commercial Fraud of the States of the Cooperation Council for the Arab States of the Gulf

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Unified Customs Law of the States of the Cooperation Council for the Arab States of the Gulf implemented by Royal Decree 67/2003,

the Law on Food Safety promulgated by Royal Decree 84/2008,

the Consumer Protection Law promulgated by Royal Decree 66/2014,

the System of the Public Authority for Consumer Protection promulgated by Royal Decree 53/2011,

Royal Decree 77/2020 regarding the Public Authority for Consumer Protection,

and the decision of the Supreme Council of the Cooperation Council for the Arab States of the Gulf in its 37th (thirty-seventh) session held in Riyadh in December 2016 adopting the Unified Law (System) for Combating Commercial Fraud of the States of the Cooperation Council for the Arab States of the Gulf,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Unified Law (System) for Combating Commercial Fraud of the States of the Cooperation Council for the Arab States of the Gulf shall apply, taking into account the provisions provided in this decree.

Article II

In the application of the provisions of the attached Law (System), the following words and phrases have the meaning assigned to each of them:

Competent authority: The Consumer Protection Authority.

Minister: The competent official responsible for implementing the provisions of the attached law (system), the President of the Consumer Protection Authority.

Employees with judicial enforcement status: Employees of the competent authority, the Ministry of Commerce, Industry, and Investment Promotion, the Ministry of Agriculture, Fisheries, and Water Resources, the Ministry of Health, and other relevant bodies by virtue of laws and royal decrees that have been granted judicial enforcement status in relation to the crimes stipulated in the attached law (system) falling within the scope of their competences and relating to their jobs.

Article III

The provisions of the attached law (system) shall be deemed complementary to the provisions of the aforementioned Law on Food Safety.

Article IV

All that is contrary to this decree and the attached law (system), or in conflict with their provisions, is hereby repealed.

Article V

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 52/2021 Appointing to Some Positions

Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, and the Civil Service Law promulgated by Royal Decree 120/2004, and in pursuance of public interest,

have decreed as follows

Article I

Those named below are hereby appointed each to the position following their name: Engineer Khamis bin Mohammed bin Abdullah Al-Shamakhi, Undersecretary of the Ministry of Transport, Communications, and Information Technology for Transport. Basil bin Ahmed bin Amer Al-Rawas, Undersecretary of the Ministry of Culture, Sports, and Youth for Sports and Youth. Engineer Naif bin Ali bin Hamad Al-Abri, President of the Civil Aviation Authority.  Dr Jokha bint Abdullah bin Hamoud Al-Shukaili, Executive President of the Omani Authority for Academic Accreditation and Quality Assurance of Education.

Article II

Royal Decree 50/2021 Ratifying the Unified Agreement for Value Added Tax for the States of the Cooperation Council for the Arab States of the Gulf

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Unified Agreement for Value Added Tax for the States of the Cooperation Council for the Arab States of the Gulf signed on 27 November 2016,

and in pursuance of public interest,

have decreed as follows

Article I

The Unified Agreement for Value Added Tax for the States of the Cooperation Council for the Arab States of the Gulf is hereby ratified in the form attached.

Article II

Competent bodies shall deposit the instrument of ratification for the aforementioned agreement in accordance with its provisions.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 51/2021 Ratifying the Unified Agreement for Excise Tax for the States of the Cooperation Council for the Arab States of the Gulf

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Unified Agreement for Excise Tax for the States of the Cooperation Council for the Arab States of the Gulf signed on 27 November 2016,

and in pursuance of public interest,

have decreed as follows

Article I

The Unified Agreement for Excise Tax for the States of the Cooperation Council for the Arab States of the Gulf is hereby ratified in the form attached.

Article II

Competent bodies shall deposit the instrument of ratification for the aforementioned agreement in accordance with its provisions.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 49/2021 Transferring Al-Saidia School Museum for Education from the Ministry of Education to the National Museum

Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, Royal Decree 62/2013 Establishing the National Museum and Promulgating Its System, the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020, and Royal Decree 79/2020 Determining the Competences of the Ministry of Education and Adopting Its Organisational Structure, and in pursuance of public interest,

have decreed as follows

Article I

The Saidia School Museum for Education is hereby transferred from the Ministry of Education to the National Museum with the same organisational level.

Article II

All allocations, assets, rights, obligations, and holdings of the Saidia School Museum for Education in the Ministry of Education are hereby transferred to the National Museum.

Article III

The employees of the Saidia School Museum for Education are hereby transferred to the National Museum with their same grade and financial entitlements.

Article IV

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article V

and the Omani Nationality Law promulgated by Royal Decree 38/2014,

have decreed as follows

Article I

Omani nationality is hereby granted to those named in the attached list.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 47/2021 Promulgating the System of the University of Technology and Applied Sciences

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and Royal Decree 76/2020 Establishing the University of Technology and Applied Sciences,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached system of the University of Technology and Applied Sciences shall apply.

Article II

The Chairman of the Council of the University of Technology and Applied Sciences shall issue the governance regulation of the university and the regulations and decisions necessary for implementing the attached system, and until they are issued, the existing regulations and decisions continue to operate to the degree that they do not contradict with the provisions of the attached system.

Article III

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

and the Takaful Insurance Law promulgated by Royal Decree 11/2016,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The attached amendments to the aforementioned Takaful Insurance Law shall be implemented.

Article II

All that is contrary to the attached amendments, or in conflict with their provisions, is hereby repealed.

Article III

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.
