We, Qaboos bin Said, the Sultan of Oman
after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,
and in pursuance of public interest,
have decreed as follows
Article I
A ministry is hereby established under the name “Ministry of Labour and Vocational Training”.
Article II
The name of the Ministry of Social Affairs and Labour is hereby amended to the “Ministry of Social Affairs”.
Article III
The powers, allocations, and records relating to labour and vocational training are hereby transferred to the Ministry of Labour and Vocational Training, and the employees working in this field are hereby transferred to it from the Ministry of Social Affairs and Labour.
Article IV
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

and in pursuance of public interest,
have decreed as follows
Article I
Sayyid Khalid bin Hamad bin Hamood Al-Busaidi is hereby appointed to the Ministry of Labour and Vocational Training in the first financial grade of the first circle of the general schedule, in exception to the provisions of the mentioned Civil Service Law.
Article II
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Sayyid Qahtan bin Yarub Al-Busaidi is hereby appointed Undersecretary of the Ministry of Interior.
Article IV
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Article II
Sayyid Mu’tasim bin Hamoud Al-Busaidi is hereby appointed Minister of Labour and Vocational Training.
Article III
Sheikh Mustahail bin Ahmed Al-Maashni is hereby appointed Minister of Social Affairs.
Article IV
Sheikh Mohammed bin Ali Al-Qatabi is hereby appointed Minister of Electricity and Water.
Article V
Sheikh Amer bin Shuwain Al-Hosni is hereby appointed Minister of Regional Municipalities.
Article VI
This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,
and Royal Decree 86/81 on the Internal Statute of the State Consultative Council and its amendments,
and in pursuance of public interest,
have decreed as follows
Article I
The first paragraph of article 28 of the mentioned Royal Decree 86/81 is hereby amended to read as follows:
“The council shall hold three sessions annually, during the months of January, May, and October of each year. The work statute of the council must determine the number and dates of sessions for each term.”
Article II
This decree must be published in the Official Gazette, and comes into force from 1 January 1990.
