Royal Decree 98/2020 Amending the Name of the Ministry of Higher Education to the Ministry of Higher Education, Research, and Innovation, Determining Its Competences, and Adopting Its Organisational Structure

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 6/2002 Determining the Competences of the Ministry of Higher Education and Adopting Its Organisational Structure,

Royal Decree 30/2010 Issuing the Law of the Research Council,

Royal Decree 76/2004 Determining the Competences of the Ministry of Manpower and Adopting Its Organisational Structure,

Royal Decree 54/2005 Establishing the Research Council and Determining Its Competences,

Royal Decree 104/2005 Establishing the Unified Admission Centre,

and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and in pursuance of public interest,

have decreed as follows

Article I

The name of the “Ministry of Higher Education” is hereby amended to the “Ministry of Higher Education, Research, and Innovation” and its competences are hereby determined in accordance with the attached Annex 1.

Article II

The organisational structure of the Ministry of Higher Education, Research, and Innovation is hereby adopted in accordance with the attached Annex 2.

Article III

All allocations, assets, rights, obligations, and holdings of the Research Council; its Secretariat General; and the Directorate General of Vocational Training and the Directorate General of Occupational Standards and Curriculum Development in the Ministry of Manpower are hereby transferred to the Ministry of Higher Education, Research, and Innovation.

Article IV

The employees of the Research Council, its Secretariat General, and the Directorate General for Vocational Training and the Directorate General of Occupational Standards and Curriculum Development in the Ministry of Manpower are hereby transferred to the Ministry of Higher Education, Research, and Innovation with their same financial grades.

Article V

The phrase “Chairman of the Research Council” wherever it occurs in law and royal decrees is hereby replaced with the phrase “Minister of Higher Education, Research, and Innovation.”

Article VI

The Research Council and its Secretariat General are hereby abolished, and all that is contrary to this decree or in conflict with its provisions is hereby repealed.

Article VII

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 19/2008 Determining the Competences of the Ministry of Transport and Adopting Its Organisational Structure,

Royal Decree 63/2019 Establishing the Ministry of Technology and Communications,

Royal‌ ‌Decree‌ ‌64/2020‌ ‌Establishing‌ ‌the‌ ‌Cyber‌ ‌Defence‌ ‌Centre‌ ‌and‌ ‌Issuing‌ ‌Its‌ ‌System‌,

and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and in pursuance of public interest,

have decreed as follows

Article I

A ministry named the “Ministry of Transport, Communications, and Information Technology” is hereby established and its competences are hereby determined in accordance with the attached Annex 1, and that is without prejudice to the aforementioned System of the Cyber‌ ‌Defence Centre.

Article II

The organisational structure of the Ministry of Transport, Communications, and Information Technology is hereby adopted in accordance with the attached Annex 2.

Article III

All allocations, assets, rights, obligations, and holdings of the Ministry of Transport and the Ministry of Technology and Communications are hereby transferred to the Ministry of Transport, Communications, and Information Technology.

Article IV

The employees of the Ministry of Transport and the Ministry of Technology and Communications are hereby transferred to the Ministry of Transport, Communications, and Information Technology with their same financial grades.

Article V

The phrases “Ministry of Transport” and “Ministry of Technology and Communications” wherever they occur in laws and royal decrees relating to transport, communications, information technology, and the post are hereby replaced with the phrase “Ministry of Transport, Communications, and Information Technology.”

The phrases “Minister of Transport” and “Minister of Technology and Communications” wherever they occur in laws and royal decrees relating to transport, communications, information technology, and the post are hereby replaced with the phrase “Minister of Transport, Communications, and Information Technology.”

Article VI

The Ministry of Transport and the Ministry of Technology and Communications are hereby abolished, and all that is contrary to this decree or in conflict with its provisions is hereby repealed.

Article VII

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 103/2020 Amending Some Provisions of the Royal Decrees Establishing the Tax Authority, Issuing Its System, and Adopting Its Organisational Structure

Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, Royal Decree 39/96 Determining the Competences of the Ministry of Finance and Adopting Its Organisational Structure, Royal Decree 66/2019 Establishing the Tax Authority, the System of the Tax Authority and the Adoption of Its Organisational Structure promulgated by Royal Decree 42/2020, and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020, and in pursuance of public interest,

have decreed as follows

Article I

The phrase “shall be subordinate to the Council of Ministers” stated in article I of the aforementioned Royal Decree 66/2019 is hereby replaced with the phrase “shall be subordinate to the Minister of Finance.”

Article II

The text of article 6 of the aforementioned System of the Tax Authority is hereby replaced with the following text:

“The Tax Authority shall have a Chairman with the special grade appointed by royal decree.”

Article III

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article IV

Royal Decree 31/2014 Adopting the Organisational Structure of the Secretariat General of the Council of Ministers,

Royal Decree 50/2016 Establishing the Implementation Support and Follow-Up Unit,

Royal Decree 33/2018 Issuing the Implementation Support and Follow-Up Unit System,

and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and in pursuance of public interest,

have decreed as follows

Article I

A unit named the “Oman Vision 2040 Implementation Follow-Up Unit” is hereby established subordinate to the Council of Ministers, and its competences are hereby determined in accordance with the attached Annex 1.

The unit exercises those competences in coordination with the Secretariat General of the Council of Ministers.

Article II

The organisational structure of the Oman Vision 2040 Implementation Follow-Up Unit is hereby adopted in accordance with the attached Annex 2.

Article III

The Oman Vision 2040 Implementation Follow-Up Unit shall have a chairman appointed by royal decree.

Article IV

All allocations, assets, rights, obligations, and holdings of the Implementation Support and Follow-Up Unit and the Directorate General for Following-Up Government Services in the Secretariat General of the Council of Ministers are hereby transferred to the Oman Vision 2040 Implementation Follow-Up Unit.

Article V

The employees of the Implementation Support and Follow-Up Unit and the Directorate General for Following-Up Government Services in the Secretariat General of the Council of Ministers are hereby transferred to the Oman Vision 2040 Implementation Follow-Up Unit with their same financial grades.

Article VI

The Implementation Support and Follow-Up Unit is hereby abolished, and all that is contrary to this decree or in conflict with its provisions is hereby repealed.

Article VII

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

The competences of the Ministry of Information are hereby determined in accordance with the attached Annex 1.

Article II

The organisational structure of the Ministry of Information is hereby adopted in accordance with the attached Annex 2.

Article III

All allocations, assets, rights, obligations, and holdings of the Public Authority for Radio and Television; the Oman Establishment for Press, Publication, and Advertising; the Media Training Centre; and the Directorate General of Communications in the Secretariat General of the Council of Ministers are hereby transferred to the Ministry of Information.

Article IV

The employees of the Public Authority for Radio and Television; the Oman Establishment for Press, Publication, and Advertising; the Media Training Centre; and the Directorate General of Communications in the Secretariat General of the Council of Ministers are hereby transferred to the Ministry of Information with their same financial grades.

Article V

The Public Authority for Radio and Television; the Oman Establishment for Press, Publication, and Advertising; the Media Training Centre; and the Directorate General of Communications in the Secretariat General of the Council of Ministers are abolished, and all that is contrary to this decree or in conflict with its provisions is hereby repealed.

Article VI

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

and in pursuance of public interest,

have decreed as follows

Article I

The name of the “Ministry of Housing” is hereby amended to the “Ministry of Housing and Urban Planning” and its competences are hereby determined in accordance with the attached Annex 1.

Article II

The organisational structure of the Ministry of Housing and Urban Planning is hereby adopted in accordance with the attached Annex 2.

Article III

All allocations, assets, rights, obligations, and holdings of urban planning in the Secretariat General of the Supreme Council for Planning are hereby transferred to the Ministry of Housing and Urban Planning.

Article IV

The employees concerned with urban planning in the Secretariat General of the Supreme Council for Planning are hereby transferred to the Ministry of Housing and Urban Planning with their same financial grades, in accordance with the rules determined by the Council of Ministers.

Article V

The phrases “Ministry of Housing” and “Minister of Housing” wherever they occur in laws and royal decrees are hereby replaced with the phrases “Ministry of Housing and Urban Planning” and “Minister of Housing and Urban Planning.”

Article VI

The aforementioned Royal Decree 64/2014 is hereby repealed as well as all that is contrary to this decree, or in conflict with its provisions.

Article VII

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

have decreed as follows

Article I

A ministry named the “Ministry of Culture, Sports, and Youth” is hereby established, and its competence are hereby determined in accordance with the attached Annex 1.

Article II

The organisational structure of the Ministry of Culture, Sports, and Youth is hereby adopted in accordance with the attached Annex 2.

Article III

All allocations, assets, rights, obligations, and holdings relating to the Ministry of Sports Affairs, the Ministry of Arts Affairs, and the National Youth Commission are hereby transferred to the Ministry of Culture, Sports, and Youth, as well as all that relates to cultural affairs from the Ministry of Heritage and Culture.

Article IV

The employees of the Ministry of Sports Affairs, the Ministry of Arts Affairs, and the National Youth Commission are hereby transferred to the Ministry of Culture, Sports and Youth with their same financial grades. The employees concerned with cultural affairs in the Ministry of Heritage and Culture are also hereby transferred to it with their same financial grades, in accordance with the rules specified by the Council of Ministers.

Article V

The phrases “Ministry of Sports Affairs”; “Ministry of Arts Affairs”; and “National Youth Commission” wherever they occur in laws and royal decrees are hereby replaced with the phrase “Ministry of Culture, Sports, and Youth.” The phrases “Minister of Sports Affairs”; “Minister of Arts Affairs”; and “Chairman of the National Youth Commission” wherever they occur in laws and royal decrees are hereby replaced with the phrase “Minister of Culture, Sports, and Youth.” The phrases “Ministry of Heritage and Culture” and “Minister of Heritage and Culture” wherever they occur in laws and royal decrees relating to culture are hereby replaced with the phrases “Ministry of Culture, Sports, and Youth” and “Minister of Culture, Sports, and Youth.”

Article VI

The Ministry of Sports Affairs, the Ministry of Arts Affairs, and the National Youth Commission are hereby abolished as well as all that is contrary to this decree, or in conflict with its provisions.

Article VII

All competences, allocations, assets, rights, obligations, and holdings of the Public Authority for Privatisation and Partnership are hereby transferred to the Ministry of Finance, and its employees are hereby transferred to the Ministry of Finance with their same financial grades.

Article II

The phrase “Public Authority for Privatisation and Partnership” wherever it occurs in laws and royal decrees is hereby replaced with the phrase “Ministry of Finance.” The phrases “Board of Directors of the Public Authority for Privatisation and Partnership” and “Chairman of the Board of Directors of the Public Authority for Privatisation and Partnership” wherever they occur in laws and royal decrees are hereby replaced with the phrase “Minister of Finance.”

Article III

Royal Decree 105/2020 Establishing the Public Authority for Special Economic Zones and Free Zones and Determining Its Competences

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Law of Free Zones promulgated by Royal Decree 56/2002,

Royal Decree 103/2005 Establishing a Free Zone in Mazyunah,

Royal Decree 62/2006 Establishing the Salalah Free Zone,

Royal Decree 123/2010 Establishing the Sohar Free Zone,

Royal Decree 119/2011 Establishing the Special Economic Zone Authority at Duqm and Issuing Its System,

the System of the Special Economic Zone at Duqm promulgated by Royal Decree 79/2013,

and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and in pursuance of public interest,

have decreed as follows

Article I

A public authority named the "Public Authority for Special Economic Zones and Free Zones" is hereby established. It shall have legal personality, shall enjoy financial and administrative independence, and shall be subordinate to the Council of Ministers.

Article II

The headquarters of the Public Authority for Special Economic Zones and Free Zones shall be in the Governorate of Muscat, and it is permitted by a decision of the board of directors to establish branches in other governorates or offices outside the Sultanate.

Article III

The competences of the Public Authority for Special Economic Zones and Free Zones are hereby determined in accordance with the attached annex.

Article IV

The President of the Public Authority for Special Economic Zones and Free Zones shall undertake the chairmanship of the board of directors.

Article V

All allocations, assets, rights, obligations, and holdings of the Special Economic Zone Authority at Duqm are hereby transferred to the Public Authority for Special Economic Zones and Free Zones.

Article VI

The employees of the Special Economic Zone Authority at Duqm are hereby transferred to the Public Authority for Special Economic Zones and Free Zones with their same financial grades.

Article VII

The Chairman of the Board of Directors of the Public Authority for Special Economic Zones and Free Zones shall exercise the competences prescribed to the Free Zones Committee in the aforementioned Law of Free Zones and the aforementioned royal decrees on the establishment of free zones in Mazyunah, Salalah, and Sohar.

Article VIII

The phrases “Special Economic Zone Authority at Duqm”; “Board of Directors of the Special Economic Zone Authority at Duqm”; “Chairman of the Board of Directors of the Special Economic Zone Authority at Duqm”; and “Executive President of the Special Economic Zone Authority at Duqm” wherever they occur in laws and royal decrees are hereby replaced with the phrases “Public Authority for Special Economic Zones and Free Zones”; “Board of Directors of the Public Authority for Special Economic Zones and Free Zones”; “Chairman of the Board of Directors of the Public Authority for Special Economic Zones and Free Zones”; and “President of the Public Authority for Special Economic Zones and Free Zones.” The phrase “Free Zones Committee” wherever it occurs in the aforementioned Law of Free Zones and the aforementioned royal decrees on the establishment of free zones in Mazyunah, Salalah, and Sohar is also hereby replaced with the phrase “Board of Directors of the Public Authority for Special Economic Zones and Free Zones.”

Article IX

The benefits, incentives, and exemptions stipulated in laws and royal decrees prescribed to the Special Economic Zone at Duqm and the free zones shall continue to operate until a royal decree is issued in this regard.

Article X

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article XI

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.
