We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Telecommunications Law promulgated by Royal Decree 30/2002,

the Civil Service Law promulgated by Royal Decree 120/2004,

the State Audit Law promulgated by Royal Decree 111/2011,

Royal Decree 76/2020 Establishing the University of Technology and Applied Sciences,

Royal Decree 78/2020 Amending the Name of the Electricity and Related Water Sector Regulation Authority to the Authority for Public Services Regulation and Assigning Some Competences to It,

and Royal Decree 77/2020 Regarding the Public Authority for Consumer Protection,

and in pursuance of public interest,

have decreed as follows

Article I

Those named below are hereby appointed each to the position following their name:

• Dr Said bin Hamad Al-Rubai – Vice-Chancellor of the University of Technology and Applied Sciences with his same grade and financial entitlements.

• Dr Abdullah bin Khamis bin Ali Ambusaidi – Undersecretary of the Ministry of Education for Education.

• Majid bin Said bin Sulaiman Al-Bahri – Undersecretary of the Ministry of Education for Administrative and Financial Affairs.

• Dr Mohammed bin Said bin Khalfan Al-Mamari – Undersecretary of the Ministry of Endowments and Religious Affairs.

• Dr Fatma bint Mohammed bin Baqir Al-Ajmiya – Undersecretary of the Ministry of Health for Administrative, Financial, and Planning Affairs.

• Ahmed bin Salim bin Rashid Al-Rujaibi – Deputy Chairman of the State Financial and Administrative Audit Institution for Financial and Administrative Audit on the Administrative Apparatus of the State with the Special Grade.

• Dr Mansoor bin Talib bin Ali Al-Hinai – President of the Authority for Public Services Regulation with the Special Grade.

• Sulayem bin Ali bin Sulayem Al-Hikmani – President of the Consumer Protection Authority with the Special Grade.

• Engineer Omar bin Hamdan bin Hamoud Al-Ismaili – Executive President of the Telecommunications Regulatory Authority with the Special Grade.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, Royal Decree 78/2000 Issuing the Law Granting the Oman Gas Company (SAOC) the Concession to Manage the Gas Transportation Sector, the Law on the Regulation and Privatisation of the Electricity and Related Water Sector promulgated by Royal Decree 78/2004, the Oil and Gas Law promulgated by Royal Decree 8/2011, and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020, and in pursuance of public interest,

have decreed as follows

Article I

The name of the “Electricity and Related Water Sector Regulation Authority” is hereby amended to the “Authority for Public Services Regulation.”

Article II

The competences related to the regulation of the activity of natural gas transportation stipulated in articles 4, 26, 27, 28, 29, 30, and 31 of the aforementioned Oil and Gas Law are hereby assigned to the Authority for Public Services Regulation.

Article III

The Authority for Public Services Regulation—in the exercise of its competence to regulate the activity of natural gas transportation—has all authorities, and in particular the following:

1. Issuing the licences related to natural gas transportation activity.

2. Concluding natural gas transportation concession agreements.

These agreements do not come into force until approved by royal decree.

Article IV

The provisions of this decree do not prejudice existing natural gas transportation agreements in force at the time of its entry into force, and to which the Sultanate is a party.

Article V

The Council of Ministers shall specify other utilities assigned to the Authority for Public Services Regulation.

Article VI

The phrases “Electricity and Related Water Sector Regulation Authority”, “Members of the Electricity and Related Water Sector Regulation Authority”, “Chairman of the Electricity and Related Water Sector Regulation Authority”, and “Executive Director of the Electricity and Related Water Sector Regulation Authority” wherever they occur in the laws and royal decrees are hereby replaced with the phrases “Authority for Public Services Regulation”, “Board of Directors of the Authority for Public Services Regulation”, “Chairman of the Board of Directors of the Authority for Public Services Regulation” and “President of the Authority for Public Services Regulation.” The phrases “Ministry of Oil and Gas” and “Minister of Oil and Gas” wherever they occur in articles 4, 26, 27, 28, 29, 30, and 31 of the aforementioned Oil and Gas Law in relation to the regulation of natural gas transportation activity are hereby replaced with the phrases “Authority for Public Services Regulation” and “Chairman of the Board of Directors of the Authority for Public Services Regulation.”

Article VII

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article VIII

Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, Royal Decree 26/2011 Establishing the Public Authority for Consumer Protection, Royal Decree 53/2011 Issuing the System of the Public Authority for Consumer Protection System, and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020, and in pursuance of public interest,

have decreed as follows

Article I

The name “Public Authority for Consumer Protection” is hereby amended to “Consumer Protection Authority.”

Article II

The text of article 5 of the aforementioned Consumer Protection Authority System is hereby replaced with the following text:

“The administration of the authority and the management of its affairs shall be undertaken by a board of directors formed by a decision of the Council of Ministers, and the term of membership of the board shall be 3 (three) years renewable for a single similar term.”

Article III

The phrases “Public Authority for Consumer Protection” and “President of the Public Authority for Consumer Protection” are hereby replaced, wherever they occur in laws and royal decrees, with the phrases “Consumer Protection Authority” and “President of the Consumer Protection Authority.”

Article IV

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article V

after perusal of the Basic Statute of the State,

the Oil and Gas Law promulgated by Royal Decree 8/2011,

Royal Decree 70/2005 Approving the Production Sharing Agreement of Mukhaizna Field,

and the collection of documents by which Total E&P Oman assigned all of its rights and obligations in the Production Sharing Agreement of Mukhaizna Field signed on 21 June 2005 to Occidental Mukhaizna LLC, which accepts this assignment,

and in pursuance of public interest,

have decreed as follows 

Article I 

The assignment by Total E&P Oman of all of its rights and obligations in the Production Sharing Agreement of Mukhaizna Field signed between its parties on 21 June 2005 to Occidental Mukhaizna LLC is hereby approved. The final shares of the parties to the agreement are as follows:

47% Occidental Mukhaizna LLC

20% Oman Oil Company SAOC

17% IOCL Exploration and Production Oman Limited

15% Liwa Energy Limited

1% Partex (Oman) Corporation

Article II 

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

have decreed as follows

The aforementioned petroleum agreement is hereby approved.

Article II 

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.
