We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

and Royal Decree 8/80 Issuing the Civil Service Law and its amendments,

and in pursuance of public interest,

have decreed as follows

Article 1

The Ministry of Defence shall recruit and train a reserve force of volunteers to reinforce the regular Sultan’s Armed Forces in cases of general emergency.

Article 2

Members of the Reserve Force shall undergo training for two consecutive weeks each year and must be called up to the uniformed forces when a state of emergency is declared.

Article 3

During the annual training at the time specified by the Ministry of Defence or in the event of an emergency, members of the Reserve Force shall retain their original jobs and all their rights from them, including salaries, promotions, and allowances. The government and employers shall allow employees and those they employ to be released to perform their duties in the service of the Reserve Force and shall refrain from imposing penalties on them because of that service.

Article 4

Members of the Reserve Force must be subject to the regulations and instructions of the Ministry of Defence during training, upon call-up to the uniformed forces, and in cases of emergency. The Ministry of Defence shall determine the salary and conditions of service for the Reserve Force, without prejudice to the original salaries of employees and workers, in accordance with article 3 of this decree.

Article 5

Applications for enrolment in the Reserve Force by state employees must not be accepted if this conflicts with the interests of the state.

Article 6

The Ministry of Defence may issue all the executive regulations and decisions necessary to implement this decree.

Article 7

All government and non-government entities shall implement this decree, each within the limits of its mandate. This decree must be published in the Official Gazette, and comes into force on the date of its publication.

the initialled Bilateral Agreement Between the Government of the Sultanate of Oman and the Republic of Sri Lanka on Governing Air Services Between Them,

and the Convention on International Civil Aviation signed at Chicago in 1944,

and in pursuance of public interest,

have decreed as follows

Article 1

The Minister of Transport is hereby authorised to sign the mentioned Bilateral Agreement Between the Government of the Sultanate of Oman and the Republic of Sri Lanka on Governing Air Services Between Them.

Article 2

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

The accession of the Sultanate of Oman to the mentioned Convention for the Protection of the World Cultural and Natural Heritage is hereby approved.

Article 2

The Minister of National Heritage and Culture shall implement the provisions of the mentioned Convention regarding the deposit of the instrument of accession with the Director General of the United Nations Educational, Scientific and Cultural Organization.

Article 3

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

Royal Decree 7/74 Issuing the Omani Penal Law,

and Royal Decree 65/81 Appointing an Advisor to the State for Criminal Affairs,

and in pursuance of public interest,

have decreed as follows

Article 1

The powers of the Advisor of State for Criminal Affairs are hereby determined in the following matters:

(a) Receiving the judgments issued by the competent criminal court in felony cases as defined in article 29 of the mentioned Omani Penal Law and making any observations he deems appropriate to the mentioned court.

(b) Submitting what must be submitted to His Majesty the Sultan in accordance with the Omani Penal Law, accompanied by an opinion.

(c) Expressing an opinion on other matters relating to criminal affairs that His Majesty the Sultan deems fit to refer to him.

Article 2

All that is contrary to the provisions of this decree, or in conflict with them, is hereby repealed. All relevant entities shall implement it, each within its mandates.

Article 3

This decree must be published in the Official Gazette, and comes into force on the date of its publication.
