Royal Decree 6/2019 Ratifying the Agreement between the Government of the Sultanate of Oman and the Government of the Republic of Lithuania on Economic Cooperation

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Agreement between the Government of the Sultanate of Oman and the Government of the Republic of Lithuania on Economic Cooperation signed in the city of Muscat on 25 June 2018,

and in pursuance of public interest,

have decreed as follows

Article I 

The aforementioned agreement is hereby ratified in the form attached. 

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

and in pursuance of public interest,

have decreed as follows

Article I

Royal Decree 10/2019 Issuing a Class I Licence for Oman Broadband Company SAOC to Build, Operate, and Maintain Broadband Infrastructure and to Provide Broadband Services

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Telecommunications Law promulgated by Royal Decree 30/2002,

and in pursuance of public interest,

have decreed as follows

Article I

A Class I Licence for Oman Broadband Company SAOC to build, operate, and maintain broadband infrastructure and to provide broadband services for a period of 25 (twenty-five) years is hereby issued in the form attached. 

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 5/2019 Approving the Accession of the Sultanate of Oman to the International Convention on the Control of Harmful Anti-Fouling Systems on Ships 2001

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the International Convention on the Control of Harmful Anti-Fouling Systems on Ships 2001,

and in pursuance of public interest,

have decreed as follows

Article I 

The accession of the Sultanate of Oman to the International Convention on the Control of Harmful Anti-Fouling Systems on Ships 2001 is hereby approved in the form attached.

Article II

Competent bodies shall deposit the instrument of accession for the aforementioned convention in accordance with its provisions.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 4/2019 Declaring Public Benefit Status to the Project for Completing the Remaining Section of the Route of Al-Ja’iz Street (Al-Nakheel Street) in the Area of Ghail Al-Shubool in the Wilayat of Sohar

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Law on the Expropriation for Public Benefit promulgated by Royal Decree 64/78,

and in pursuance of public interest,

have decreed as follows

Article I 

The project for completing the remaining section of the route of Al-Ja’iz Street (Al-Nakheel Street) in the area of Ghail Al-Shubool in the Wilayat of Sohar from the end of the existing section of the street up to Ghail Al-Shubool Roundabout—specified in the attached note and masterplan—is hereby deemed a public benefit project.

Article II

Competent bodies may seize, through direct execution, real estate and land necessary for the project, and all establishments on them, in accordance with the provisions of the aforementioned Law on the Expropriation for Public Benefit.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 3/2019 Ratifying the Amendment to the Convention on the Elimination of All Forms of Discrimination against Women and the Withdrawal of Some of the Reservations of the Sultanate to It

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statue of the State promulgated by Royal Decree 101/96,

the Convention on the Elimination of All Forms of Discrimination against Women adopted by the decision of the General Assembly of the United Nations 34/180 dated 18 December 1979,

Royal Decree 42/2005 Approving the Accession of the Sultanate of Oman to the Convention on the Elimination of All Forms of Discrimination against Women,  

the decision of States Parties to the Convention on the Elimination of All Forms of Discrimination against Women in its eighth meeting held on 22 May 1995 concerning the amendment to article 20, paragraph 1 of the Convention on the Elimination of All Forms of Discrimination against Women,

and the decision of the General Assembly of the United Nations at its 99th plenary session held on 22 December 1995 approving the amendment to article 20, paragraph 1 of the Convention on the Elimination of All Forms of Discrimination against Women,

and in pursuance of public interest,

have decreed as follows

Article I 

The amendment to article 20, paragraph 1 of the aforementioned convention is hereby ratified in the form set out in the attached decision of the state parties.

Article II

The reservation of the Sultanate to article 15, paragraph 4 of the aforementioned convention is hereby withdrawn.

Article III

Competent bodies shall take the necessary measures to implement the provisions of the two preceding articles.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 2/2019 Issuing Amendments to Some Provisions of the Prisons Law

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Prisons Law promulgated by Royal Decree 48/98,

and in pursuance of public interest,

have decreed as follows

Article I

The attached amendments shall apply to the aforementioned Prisons Law.

Article II

All that is contrary to the attached amendments, or in conflict with their provisions, is hereby repealed.

Article III

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 1/2019 Ratifying the General Budget of the State for Fiscal Year 2019

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Financial Law promulgated by Royal Decree 47/98,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The General Budget of the State for Fiscal Year 2019 is hereby ratified in accordance with the attached schedules. 

Article II

All ministries and governmental units shall implement the provisions of this decree each within its competence.

Article III

This decree shall be published in the Official Gazette, and comes into force on 1 January 2019.

Royal Decree 40/2018 Assigning Some Comptences

Arabic We, Qaboos bin Said, the Sultan of Oman after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96, the Law on the Regulation and Privatisation of the Electricity and Related Water Sector promulgated by Royal Decree 78/2004, Royal Decree 2/2008 Determining the Competences of the Ministry of Oil and Gas and Adopting Its Organisational Structure, and the System of the Public Authority for Electricity and Water promulgated by Royal Decree 58/2009, and in pursuance of public interest,

have decreed as follows

Article I

The Ministry of Oil and Gas is hereby assigned the competence for the implementation of the state public policy regarding the energy sector.

Article II

All competences assigned to the Public Authority for Electricity and Water relating to the electricity sector stipulated in the aforementioned System of the Public Authority for Electricity and Water are hereby transferred to the Ministry of Oil and Gas. The Ministry of Oil and Gas shall also exercise the competences assigned to the Public Authority for Electricity and Water relating to the electricity sector stipulated in the aforementioned Law on the Governance and Privatisation of the Electricity and Related Water Sector, and any other law.

Article III

All records, allocations, and assets related to the electricity sector of the Public Authority for Electricity and Water are hereby transferred to the Ministry of Oil and Gas, as well as the directorates responsible for the electricity sector and their employees with their same employment status and financial entitlements. The implementation of the transfer must be in accordance with the mechanism agreed upon by the Minister of Oil and Gas and the Chairman of the Public Authority for Electricity and Water.

Article IV

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article V

Royal Decree 42/2018 regarding the Public Authority for Electricity and Water

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Law on the Governance and Privatisation of the Electricity and Related Water Sector promulgated by Royal Decree 78/2004,

Royal Decree 92/2007 Establishing the Public Authority for Electricity and Water and Appointing Its Chairman,

the System of the Public Authority for Electricity and Water promulgated by Royal Decree 58/2009,

and Royal Decree 40/2018 Assigning Some Competences,

and in pursuance of public interest,

have decreed as follows

Article I

The name of the “Public Authority for Electricity and Water” wherever it occurs in existing laws and decrees is hereby replaced with the name “Public Authority for Water.” 

Article II

The attached amendments to the aforementioned System of the Public Authority for Water shall be implemented.

Article III

All that is contrary to the attached amendments, or in conflict with their provisions, is hereby repealed.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.
