We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Civil Service Law promulgated by Royal Decree 120/2004,

and in pursuance of public interest,

have decreed as follows

Article I

Dr Khalid bin Mohammed bin Marhoon Al-Azri is hereby appointed an advisor in the Ministry of Higher Education with his same grade and financial entitlements.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Article I

Mohammed bin Nasser bin Mohammed Al-Rasbi is hereby appointed Secretary General of the Ministry of Defence with the rank of minister.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Royal Decree 110/2000 promulgating the Schedule of Salaries, Allowances, and Stipends of Judges, Members of the Administrative Court, and Members of the Public Prosecution,

and in pursuance of public interest,

have decreed as  follows

Article I

The Schedule of Salaries, Allowances, and Stipends of Judges, Members of the Administrative Court, and Members of the Public Prosecution attached in the aforementioned Royal Decree 110/2000 is hereby replaced with the attached schedule.

Article II

Those addressed by the provisions of the schedule stipulated in article I of this decree are entitled to the salary, allowances, and stipends prescribed for the positions they occupy in the manner stated in the attached schedule.

They also retain the salary they have reached if it is higher than the starting salary prescribed for their position according to the attached schedule.

Article III

All that is contrary to this decree and the attached schedule, or in conflict with their provisions, is hereby repealed.

Article IV

This decree must be published in the Official Gazette, and comes into force on 1 January 2014.

Royal Decree 3/2014 Defining the Concept of Immunity and the Scope of Its Application

Arabic We, Qaboos bin Said, the Sultan of Oman after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96, and in pursuanceof  public interest,

have decreed as follows

Article I

Immunity prescribed by the legislator for certain state employees and elected or appointed members of councils means a set of guarantees and privileges prescribed to them by virtue of their status, not of their person, for the purpose of enabling them to carry out the duties of their positions or to perform the public service entrusted to them. It is not a personal privilege intended to exempt them from responsibility without justification.

Article  II

The scope of the immunity prescribed to the categories referred to in article I of this decree is limited to the statements and actions made by them due to or in connection with their competences, and within the limits prescribed to them geographically, temporally, and occupationally.

Article  III

An employee or an elected or appointed member of a council shall not abuse the immunity prescribed to him by virtue of his status. He also shall not exploit it for purposes other than those prescribed for it. In the event of a violation of the foregoing, the entity or council to which the employee or member belongs shall comply with the request of the Public Prosecution regarding the lifting of his immunity and shall grant permission to initiate the public lawsuit and to take criminal investigation procedures culminating in his exoneration or the preparation of a trial against him.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication. Issued  on: 7 Rabi Al-Awwal 1435 Corresponding to: 9 January 2014

Royal Decree 2/2014 Ratifying the Framework Agreements for Economic, Trade, Investment and Technical Cooperation between the Cooperation Council for the Arab States of the Gulf and Each of the United States of America and the Republic of Peru

after perusal of the Basic Statute of the State issued by Royal Decree 101/96,

the Framework Agreement for Economic, Trade, Investment and Technical Cooperation between the Cooperation Council for the Arab States of the Gulf and the United States of America signed in New York City on 25 September 2012,

and the Framework Agreement for Economic, Trade, Investment and Technical Cooperation between the States of the Cooperation Council for the Arab States of the Gulf and the Republic of Peru signed in the city of Lima on 1 October 2012,

and after presentation to Majlis Al-Shura,

and in pursuance of public interest,

have decreed as follows

Article I

The mentioned agreements are hereby ratified in accordance with the attached forms.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.
