Royal Decree 77/2019 Appointing the Members of Majlis Al-Dawla

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and Royal Decree 86/97 Regarding Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

Those named in the attached list are hereby appointed members of Majlis Al-Dawla.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 76/2019 Issuing the Civil Aviation Law

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Civil Aviation Law promulgated by Royal Decree 93/2004,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached law shall apply in regard to civil aviation. 

Article II

The chairman of the board of directors of the Public Authority for Civil Aviation shall issue the executive regulations and the decisions necessary to implement the provisions of the attached law, and until they are issued the existing regulations and decisions shall continue to operate to the degree that they do not contradict with its provisions.

Article III

The Civil Aviation Law promulgated by Royal Decree 93/2004 is hereby repealed, as well as every provision contrary to the attached law or in conflict with its provisions.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 75/2019 Issuing the Law Governing the Practice of the Medical Profession and Allied Health Professions

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Law for the Practice of the Medical Profession and Dentistry promulgated by Royal Decree 22/96,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The attached Law Governing the Practice of the Medical Profession and Allied Health Professions shall apply.

Article II

The Minister of Health shall issue the executive regulations of the attached law within a period not exceeding one year from the date of its issuance, and he shall issue the decisions necessary to implement its provisions, and until they are issued the existing regulations and decisions shall continue to operate to the degree that they do not contradict with the provisions of the attached law. 

Article III

The Law for the Practice of the Medical Profession and Dentistry promulgated by Royal Decree 22/96 is hereby repealed, as well as every provision contrary to the attached law or in conflict with its provisions.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The attached Law Governing the Practice of the Medical Profession and Allied Health Professions shall apply.

Royal Decree 59/2019 Ratifying the Comprehensive Agreement on Enduring Friendship and Bilateral Cooperation between the Government of the Sultanate of Oman and the Government of the United Kingdom of Great Britain and Northern Ireland

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Comprehensive Agreement on Enduring Friendship and Bilateral Cooperation between the Government of the Sultanate of Oman and the Government of the United Kingdom of Great Britain and Northern Ireland signed in London on 22 May 2019,

and in pursuance of public interest,

have decreed as follows

Article I

The aforementioned agreement is hereby ratified in the form attached.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Ministry of Housing: Ministerial Decision 72/2019 Issuing the Executive Regulation of the System of Escrow Account for Real Estate Development Projects

Based on the Land Law promulgated by Royal Decree 5/80,

the System for Apartments and Floors Ownership promulgated by Royal Decree 48/89,

the Real Estate Register System promulgated by Royal Decree 2/98,

the Banking Law promulgated by Royal Decree 114/2000,

the System for the Ownership of Real Estate in Integrated Tourism Complexes promulgated by Royal Decree 12/2006,

and the System of Escrow Account for Real Estate Development Projects promulgated by Royal Decree 30/2018,

and in pursuance of public interest,

it is hereby decided

Article I

The provisions of the attached Executive Regulation of the System of Escrow Account for Real Estate Development Projects shall apply.

Article II

All that is contrary to the attached regulation, or in conflict with its provisions, is hereby repealed.

Article III

This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 55/2019 Issuing the Statistics and Information Law

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Statistic Law promulgated by Royal Decree 29/2001,

Royal Decree 31/2012 Establishing the National Centre for Statistics and Information,

and the System of the National Centre for Statistics and Information  promulgated by Royal Decree 40/2014,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The attached Statistics and Information Law shall apply. 

Article II

The chairman of the board of directors of the National Centre for Statistics and Information shall issue the executive regulation and the decisions necessary for implementing the provisions of the attached law after the approval of the board of directors of the centre, and he shall also issue the National Data Strategy after the approval of the board of directors of the centre and the Council of Ministers, and until they are issued the existing regulations and decisions shall continue to operate to the degree that they do not contradict with the provisions of the attached law. 

Article III

The Statistics Law promulgated by Royal Decree 29/2001 is hereby repealed, as well as every provision contrary to the attached law or in conflict with its provisions.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 54/2019 Establishing the Public Authority for Privatisation and Partnership and Issuing Its System

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Public Authorities and Establishments System promulgated by Royal Decree 116/91,

and Royal Decree 9/2014 Establishing the Omani Authority for Partnership for Development and Issuing Its System.

and in pursuance of public interest,

have decreed as follows

Article I

A public authority named the “Public Authority for Privatisation and Partnership” is hereby established subordinate to the Council of Ministers, and it shall be governed by the provisions of the attached system.

Article II

The Public Authority for Privatisation and Partnership shall enjoy legal personality, as well as financial and administrative independence.

Article III

Assets and allocations of the Omani Authority of Partnership for Development and the Directorate of Privatisation in the General  Directorate of Investments in the Ministry of Finance shall be transferred to the Public Authority for Privatisation and Partnership, as well as all employees of the aforementioned bodies with their same financial grades and entitlements. 

Article IV

The chairman of the board of directors of the Public Authority for Privatisation and Partnership shall issue the regulations and decisions necessary for implementing the provisions of the attached system.

Article V

Royal Decree 9/2014 Establishing the Omani Authority for Partnership for Development and Issuing Its System is hereby repealed as well as all that is contrary to this decree, and the attached system, or in conflict with their provisions.

Article VI

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.
