Royal Decree 21/2012 Amending Some Provisions of Royal Decree 67/2004 Establishing the Medical Malpractice Compensation Fund

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

Royal Decree 24/75 on the Determination of Diyat and Arsh,

Royal Decree 22/96 Promulgating the Law for the Practice of the Medical Profession and Dentistry,

Royal Decree 38/2002 Determining the Competences of the Ministry of Health,

and Royal Decree 67/2004 Establishing the Medical Malpractice Compensation Fund,

and in pursuance of public interest,

have decreed as follows

Article I

The attached amendments are hereby made to the aforementioned decree establishing the Medical Malpractice Compensation Fund.

Article II

All that is contrary to the attached amendments, or in conflict with their provisions, is hereby repealed.

Article III

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 129/2011 Appointing Judges to the Supreme Court

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Judicial Authority Law promulgated by Royal Decree 90/99,

and in pursuance of public interest,

have decreed as follows

Article I

Those named in the attached list are hereby appointed Supreme Court Judges.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 112/2011 Promulgating the Law on the Protection of Public Property and the Avoidance of Conflict of Interest

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Omani Penal Law promulgated by Royal Decree 7/74,

Royal Decree 39/82 on the Protection of Public Property and the Avoidance of Conflict of Interest,

the Financial Law promulgated by Royal Decree 47/98,

and the Tender Law promulgated by Royal Decree 36/2008,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Law on the Protection of Public Property and the Avoidance of Conflict of Interest shall apply.

Article II

The aforementioned Royal Decree 39/82 is hereby repealed as well as all that is contrary to this decree and the attached law, or in conflict with their provisions.

Article III

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 111/2011 Promulgating the State Financial and Administrative Audit Law

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Omani Penal Law promulgated by Royal Decree 7/74,

the Law on Pensions and End of Service Gratuity for the Omani Employees of the Diwan of Royal Court promulgated by Royal Decree 86/96,

and the State Financial Audit Law promulgated by Royal Decree 55/2000,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached State Financial and Administrative Audit Law shall apply.

Article II

The Chairman of the State Financial and Administrative Audit Institution shall issue the necessary executive regulation for the attached law, and until such regulation is issued, the existing Executive Regulation of the Financial Audit Law continues to operate to the degree that it does not contradict with the provisions of this law.

Article III

The Chairman of the State Financial and Administrative Audit Institution shall issue a regulation governing the affairs of the members and employees and their financial treatment, and until such regulation is issued, the schedule of the salaries and grades of the members and employees of the institution attached to the aforementioned Royal Decree 55/2000, and the provisions of the existing regulation, continue to operate to the degree that they do not contract with the provisions of the attached law.

Article IV

The provisions of the aforementioned Law on Pensions and End of Service Gratuity for the Omani Employees of the Diwan of Royal Court shall apply to the members and employees of the institutions.

Article V

The aforementioned Royal Decree 55/2000 is hereby repealed as well as all that is contrary to this decree and the attached law, or in conflict with their provisions.

Article VI

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 109/2011 regarding the Accession of the Sultanate of Oman to the Convention on Temporary Admission “Istanbul Convention” and its Annexes A and B.1

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Convention on Temporary Admission “Istanbul Convention” and its Annexes A and B.1,

and in pursuance of public interest,

have decreed as follows

Article I

The accession of the Sultanate of Oman to the aforementioned convention and its Annexes A and B.1 is hereby approved, with a reservation on paragraph 1a of article 5 of Annex B.1.

Article II

Competent entities shall deposit the instruments of accession to the aforementioned convention and its annexes A and B.1 in accordance with its provisions.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 108/2011 Ratifying the Agreement on the Establishment of an International Transport and Transit Corridor between the Governments of the Islamic Republic of Iran, the Sultanate of Oman, the State of Qatar, Turkmenistan and the Republic of Uzbekistan (Ashgabat Agreement)

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Agreement on the Establishment of an International Transport and Transit Corridor between the Governments of the Islamic Republic of Iran, the Sultanate of Oman, the State of Qatar, Turkmenistan and the Republic of Uzbekistan (Ashgabat Agreement) signed in the city of Ashgabat on 21 Jumada Al-Awwal 1432, corresponding to 25 April 2011,

and in pursuance of public interest,

have decreed as follows

Article I

The aforementioned agreement is hereby ratified in the form attached.

Article II

Competent entities shall deposit the instrument of ratification for the aforementioned agreement in accordance with its provisions.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.
