Royal Decree 96/2020 Amending the Name of the Ministry of Oil and Gas to the Ministry of Energy and Minerals, Determining Its Competences, and Adopting Its Organisational Structure

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 2/2008 Determining the Competences of the Ministry of Oil and Gas and Adopting Its Organisational Structure

Royal Decree 49/2014 Establishing the Public Authority for Mining and Issuing Its System

Royal Decree 40/2018 Assigning Some Competences

and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and in pursuance of public interest,

have decreed as follows

Article I

The name of the “Ministry of Oil and Gas” is hereby amended to the “Ministry of Energy and Minerals” and its competences are hereby determined in accordance with the attached Annex 1.

Article II

The organisational structure of the Ministry of Energy and Minerals is hereby adopted in accordance with the attached Annex 2.

Article III

All allocations, assets, rights, obligations, and holdings of the Public Authority for Mining are hereby transferred to the Ministry of Energy and Minerals.

Article IV

The employees of the Public Authority for Mining are hereby transferred to the Ministry of Energy and Minerals with their same financial grades.

Article V

The phrases “Ministry of Oil and Gas” and “Public Authority for Mining” wherever they occur in laws and royal decrees are hereby replaced with the phrase “Ministry of Energy and Minerals.”

The phrases “Minister of Oil and Gas”; “Chairman of the Board of Directors of the Public Authority for Mining”; and “Executive President of the Public Authority for Mining” wherever they occur in laws and royal decrees are hereby replaced with the phrase “Minister of Energy and Minerals.”

Article VI

The Public Authority for Mining is hereby abolished, and all that is contrary to this decree or in conflict with its provisions is hereby repealed.

Article VII

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 19/2008 Determining the Competences of the Ministry of Transport and Adopting Its Organisational Structure,

Royal Decree 63/2019 Establishing the Ministry of Technology and Communications,

Royal‌ ‌Decree‌ ‌64/2020‌ ‌Establishing‌ ‌the‌ ‌Cyber‌ ‌Defence‌ ‌Centre‌ ‌and‌ ‌Issuing‌ ‌Its‌ ‌System‌,

and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and in pursuance of public interest,

have decreed as follows

Article I

A ministry named the “Ministry of Transport, Communications, and Information Technology” is hereby established and its competences are hereby determined in accordance with the attached Annex 1, and that is without prejudice to the aforementioned System of the Cyber‌ ‌Defence Centre.

Article II

The organisational structure of the Ministry of Transport, Communications, and Information Technology is hereby adopted in accordance with the attached Annex 2.

Article III

All allocations, assets, rights, obligations, and holdings of the Ministry of Transport and the Ministry of Technology and Communications are hereby transferred to the Ministry of Transport, Communications, and Information Technology.

Article IV

The employees of the Ministry of Transport and the Ministry of Technology and Communications are hereby transferred to the Ministry of Transport, Communications, and Information Technology with their same financial grades.

Article V

The phrases “Ministry of Transport” and “Ministry of Technology and Communications” wherever they occur in laws and royal decrees relating to transport, communications, information technology, and the post are hereby replaced with the phrase “Ministry of Transport, Communications, and Information Technology.”

The phrases “Minister of Transport” and “Minister of Technology and Communications” wherever they occur in laws and royal decrees relating to transport, communications, information technology, and the post are hereby replaced with the phrase “Minister of Transport, Communications, and Information Technology.”

Article VI

The Ministry of Transport and the Ministry of Technology and Communications are hereby abolished, and all that is contrary to this decree or in conflict with its provisions is hereby repealed.

Article VII

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 3/2003 Adopting the Organisational Structure of the Ministry of Interior

the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020

and Royal Decree 101/2020 Issuing the Governorates and Municipal Affairs System,

and in pursuance of public interest,

have decreed as follows

Article I

The competences of the Ministry of Interior are hereby determined in accordance with the attached Annex 1.

Article II

The organisational structure of the Ministry of Interior is hereby adopted in accordance with the attached Annex 2.

Article III

The aforementioned Royal Decree 3/2003 is hereby repealed as well as all that is contrary to this decree, or in conflict with its provisions.

Article IV

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 89/2020 Establishing the Ministry of Labour, Determining Its Competences, and Adopting Its Organisational Structure

after perusal of the Basic Statute of the State,

Royal Decree 17/2002 Recomposing the Civil Service Council and Determining Its Competences,

Royal Decree 76/2004 Determining the Competences of the Ministry of Manpower and Adopting Its Organisational Structure,

Royal Decree 142/2008 Determining the Competences of the Ministry of Civil Service and Adopting Its Organisational Structure,

Royal Decree 48/2016 Establishing the National Training Fund and Issuing Its System,

Royal Decree 22/2019 Establishing the National Centre for Employment and Issuing Its System,

and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and in pursuance of public interest,

have decreed as follows

Article I

A ministry named the “Ministry of Labour” is hereby established and its competences are hereby determined in accordance with the attached Annex 1.

Article II

The organisational structure of the Ministry of Labour is hereby adopted in accordance with the attached Annex 2.

Article III

All allocations, assets, rights, obligations, and holdings of: the Civil Service Council, the Ministry of Manpower, the Ministry of Civil Service, the National Training Fund, and the National Centre for Employment are hereby transferred to the Ministry of Labour.

Article IV

The employees of: the Ministry of Manpower, the Ministry of Civil Service, the National Training Fund, and the National Centre for Employment are hereby transferred to the Ministry of Labour with their same financial grades.

Article V

The phrases “Civil Service Council”; “Ministry of Civil Service”; and “Ministry of Manpower” wherever they occur in laws and royal decrees relating to civil service and labour are hereby replaced with the phrase "Ministry of Labour."

The phrases “Chairman of the Civil Service Council”; “Minister of Civil Service”; and “Minister of Manpower” wherever they occur in laws and royal decrees relating to civil service and labour are also hereby replaced with the phrase “Minister of Labour.”

Article VI

The Civil Service Council, the Ministry of Manpower, the Ministry of Civil Service, the National Training Fund, and the National Centre for Employment are hereby abolished, and all that is contrary to this decree or in conflict with its provisions is hereby repealed.

Article VII

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

after perusal of the Basic Statute of the State,

Royal Decree 43/97 Establishing the Oman Establishment for Press, Publication, and Advertising,

Royal Decree 35/2009 Determining the Competences of the Ministry of Information,

Royal Decree 108/2010 Establishing the Public Authority for Radio and Television and Issuing Its System,

Royal Decree 31/2014 Adopting the Organisational Structure of the Secretariat General of the Council of Ministers,

Royal Decree 45/2015 Adopting the Organisational Structure of the Ministry of Information,

Royal Decree 3/2018 Establishing the Media Training Centre and Issuing Its System,

and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and in pursuance of public interest,

have decreed as follows

Article I

The competences of the Ministry of Information are hereby determined in accordance with the attached Annex 1.

Article II

The organisational structure of the Ministry of Information is hereby adopted in accordance with the attached Annex 2.

Article III

All allocations, assets, rights, obligations, and holdings of the Public Authority for Radio and Television; the Oman Establishment for Press, Publication, and Advertising; the Media Training Centre; and the Directorate General of Communications in the Secretariat General of the Council of Ministers are hereby transferred to the Ministry of Information.

Article IV

The employees of the Public Authority for Radio and Television; the Oman Establishment for Press, Publication, and Advertising; the Media Training Centre; and the Directorate General of Communications in the Secretariat General of the Council of Ministers are hereby transferred to the Ministry of Information with their same financial grades.

Article V

The Public Authority for Radio and Television; the Oman Establishment for Press, Publication, and Advertising; the Media Training Centre; and the Directorate General of Communications in the Secretariat General of the Council of Ministers are abolished, and all that is contrary to this decree or in conflict with its provisions is hereby repealed.

Article VI

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 37/2003 Determining the Competences of the Office of the Minister of State and Governor of Dhofar and Adopting the Organisational Structure of the Office,

Royal Decree 55/2006 Determining the Competences of the Ministry of Regional Municipalities and Water Resources and Adopting Its Organisational Structure,

Royal Decree 91/2008 Determining the Competences of the Governorate of Muscat and Adopting Its Organisational Structure,

Royal Decree 114/2011 Adopting the Administrative Divisions of the Sultanate and Governing the Work of Governors,

the Muscat Municipality Law promulgated by Royal Decree 38/2015,

Royal Decree 67/2019 Creating the Position of Minister of State and Governor of Musandam,

the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

Royal Decree 86/2020 Repealing Some Laws,

Royal Decree 88/2020 Merging the Ministry of Justice and the Ministry of Legal Affairs into One Ministry Named the Ministry of Justice and Legal Affairs, Determining Its Competences, and Adopting Its Organisational Structure,

and Royal Decree 92/2020 Amending the Name of the Ministry of Agriculture and Fisheries to the Ministry of Agriculture, Fisheries, and Water Resources, Determining Its Competences, and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

The attached system shall apply in regard to governorates and municipal affairs.

Article II

The Minister of Interior shall issue the necessary regulations and decisions for implementing the provisions of the attached system, and until they are issued, the regulations and decisions in force continue to operate to the degree that they do not contradict with its provisions.

Article III

Without prejudice to article V of this decree and the provisions of the aforementioned Royal Decree 92/2020 Amending the Name of the Ministry of Agriculture and Fisheries to the Ministry of Agriculture, Fisheries, and Water Resources, Determining Its Competences, and Adopting Its Organisational Structure, all allocations, assets, rights, obligations, and holdings of the Ministry of Regional Municipalities and Water Resources are hereby transferred to the Ministry of Interior, and its employees are hereby transferred to the Ministry of the Interior with their same financial grades.

All allocations, assets, rights, obligations, and holdings of Sohar Municipality are also hereby transferred to the Ministry of Interior, and its employees are hereby transferred to it with their same financial grades.

Article IV

The Ministry of Interior shall transfer allocations, assets, rights, obligations, and holdings that were transferred to it, and the employees that were transferred to it, by virtue of article III of this royal decree and the aforementioned Royal Decree Merging the Ministry of Justice and the Ministry of Legal Affairs into One Ministry Named the Ministry of Justice and Legal Affairs, Determining Its Competences, and Adopting Its Organisational Structure, to governorates subordinate to it in accordance with the rules issued by a decision of the Minister of Interior.

Article V

All allocations, assets, rights, obligations, and holdings relating to regional municipalities of the divisions of the Ministry of Regional Municipalities and Water Resources in the Governorate of Musandam are hereby transferred to the Governorate of Musandam, and the employees of those divisions are also hereby transferred to the Governorate of Musandam with their same financial grades.

Article VI

All allocations, assets, rights, obligations, and holdings of Muscat Municipality are hereby transferred to the Governorate of Muscat, and its employees are also transferred to the Governorate of Muscat with their same financial grades.

Article VII

The Ministry of Regional Municipalities and Water Resources is hereby abolished, and all that is contrary to this decree and the attached system or in conflict with their provisions are hereby repealed.

Article VIII

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 112/2004 Establishing the Ministry of Sports Affairs and Determining Its Competences,

Royal Decree 7/2006 Adopting the Organisational Structure of the Ministry of Sports Affairs,

Royal Decree 117/2011 Establishing the National Youth Commission and Issuing Its System,

Royal Decree 40/2016 Determining the Competences of the Ministry of Heritage and Culture and Adopting Its Organisational Structure,

and Royal Decree 65/2019 Establishing the Ministry of Arts Affairs,

and in pursuance of public interest,

have decreed as follows

Article I

A ministry named the “Ministry of Culture, Sports, and Youth” is hereby established, and its competence are hereby determined in accordance with the attached Annex 1.

Article II

The organisational structure of the Ministry of Culture, Sports, and Youth is hereby adopted in accordance with the attached Annex 2.

Article III

All allocations, assets, rights, obligations, and holdings relating to the Ministry of Sports Affairs, the Ministry of Arts Affairs, and the National Youth Commission are hereby transferred to the Ministry of Culture, Sports, and Youth, as well as all that relates to cultural affairs from the Ministry of Heritage and Culture.

Article IV

The employees of the Ministry of Sports Affairs, the Ministry of Arts Affairs, and the National Youth Commission are hereby transferred to the Ministry of Culture, Sports and Youth with their same financial grades. The employees concerned with cultural affairs in the Ministry of Heritage and Culture are also hereby transferred to it with their same financial grades, in accordance with the rules specified by the Council of Ministers.

Article V

The phrases “Ministry of Sports Affairs”; “Ministry of Arts Affairs”; and “National Youth Commission” wherever they occur in laws and royal decrees are hereby replaced with the phrase “Ministry of Culture, Sports, and Youth.” The phrases “Minister of Sports Affairs”; “Minister of Arts Affairs”; and “Chairman of the National Youth Commission” wherever they occur in laws and royal decrees are hereby replaced with the phrase “Minister of Culture, Sports, and Youth.” The phrases “Ministry of Heritage and Culture” and “Minister of Heritage and Culture” wherever they occur in laws and royal decrees relating to culture are hereby replaced with the phrases “Ministry of Culture, Sports, and Youth” and “Minister of Culture, Sports, and Youth.”

Article VI

The Ministry of Sports Affairs, the Ministry of Arts Affairs, and the National Youth Commission are hereby abolished as well as all that is contrary to this decree, or in conflict with its provisions.

Article VII

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and in pursuance of public interest,

have decreed as follows

Article I

A ministry named the “Ministry of Economy” is hereby established and its competences are hereby determined in accordance with the attached Annex 1.

Article II

The organisational structure of the Ministry of Economy is hereby adopted in accordance with the attached Annex 2.

Article III

Without prejudice to the provisions of Royal Decree 93/2020 Amending the Name of the Ministry of Housing to the Ministry of Housing and Urban Planning, Determining Its Competences, and Adopting Its Organisational Structure, all allocations, assets, rights, obligations, and holdings of the Secretariat General of the Supreme Council for Planning are hereby transferred to the Ministry of Economy, and the employees of the Secretariat General of the Supreme Council for Planning are also hereby transferred to the Ministry of Economy with their same financial grades.

Article IV

The Supreme Council for Planning and its Secretariat General are hereby abolished, and all that is contrary to this decree or in conflict with its provisions is hereby repealed.

Article V

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.
