Royal Decree 10/2021 Appointing a Secretary General for the Ministry of Defence

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and in pursuance of public interest,

have decreed as follows

Article I

Dr Mohammed bin Nasser bin Ali Al-Zaabi is hereby appointed Secretary General in the Ministry of Defence with the rank of minister.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Statement of the Supreme Committee

Covid-19 Supreme Committee Imposes Weeklong Lockdown on Border Outlets, Extendable

The Supreme Committee tasked with tackling developments resulting from coronavirus (Covid-19) pandemic held a follow-up meeting as part of its ongoing convening to manage updates of the pandemic, protect society against it and study ways to curb its spread.

The committee reviewed the report of the specialized technical team on the spread of the new Covid-19 strain and means of protecting all individuals of society against the disease, in general, and the new variant in particular. Accordingly, the Supreme Committee decided to keep land borders of the Sultanate closed for one week, extendable, from today (Monday, 18 January 2021), starting from 6 pm.

A growing rate of lenience has been observed among citizens and individuals in implementing precautionary measures approved by the authorities concerned. It has been noticed that social events drew about large gatherings in tents and other venues, making it possible for the virus to spread among segments of society.

The Supreme Committee reaffirms that the authorities concerned are pressing ahead with ambushing offenders and imposing fines against those who breach its decisions. The decisions seek to protect society and individuals against the disease and to maintain the level of safety. Earlier, a remarkable decline has been observed in the number of deaths and rates of patients admitted in hospitals and Intensive Care Units. The Supreme Committee wishes safety for all people against all harms.

Environment Authority: Decision 15/2021 Issuing the Regulation Governing the Export of Waste

Based on the Law on Environment Protection and Pollution Control promulgated by Royal Decree 114/2001,

the Non-Hazardous Solid Waste Management Regulation issued by Ministerial Decision 17/93,

the Hazardous Solid Waste Management Regulation issued by Ministerial Decision 18/93,

the Regulation Governing the Issuance of Environmental Permits issued by Ministerial Decision 48/2017,

the approval of the Board of Directors of the Environment Authority,

and the approval of the Ministry of Finance,

and in pursuance of public interest,

it is hereby decided

Article I

The provisions of the attached regulation shall apply in regard to the governance of the export of waste.

Article II

All that is contrary to the attached regulation, or in conflict with its provisions, is hereby repealed.

Article III

This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 9/2021 regarding the Oman Authority for Academic Accreditation and Quality Assurance of Education

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 54/2010 Establishing the Oman Academic Accreditation Authority,

Royal Decree 78/2013 Issuing the Unified Grades and Salaries Schedule for Omani Civil Employees of the State,

the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and Royal Decree 79/2020 Determining the Competences of the Ministry of Education and Adopting Its Organisational Structure,

and in pursuance of public interest,

have decreed as follows

Article I

The name of the “Oman Academic Accreditation Authority” is hereby amended to the “ Oman Authority for Academic Accreditation and Quality Assurance of Education.”

Article II

The competences of the Oman Authority for Academic Accreditation and Quality Assurance of Education is hereby determined in accordance with the attached annex 1.

Article III

The organisational structure of the Oman Authority for Academic Accreditation and Quality Assurance of Education is hereby adopted in accordance with the attached annex 2.

Article IV

The Oman Authority for Academic Accreditation and Quality Assurance of Education shall be subordinate to the Council of Ministers.

Article V

The headquarters of the Oman Authority for Academic Accreditation and Quality Assurance of Education shall be in the Governorate of Muscat, and it is permitted by a decision of the board of directors to establish branches in other governorates.

Article VI

The Oman Authority for Academic Accreditation and Quality Assurance of Education shall have an executive president with the special grade appointed by royal decree.

Article VII

Public and private schools, public and private higher education institutions, and other concerned bodies shall adhere to the systems, standards, and procedures of academic accreditation and education quality assurance set by the authority. They shall also provide the authority with the data and statistics it deems necessary to exercise its competences.

Article VIII

All allocations, assets, rights, obligations, and holdings of the Directorate General of School Evaluation in the Ministry of Education are hereby transferred to the Oman Authority for Academic Accreditation and Quality Assurance of Education.

Article IX

The employees of the Directorate General of School Evaluation in the Ministry of Education are hereby transferred to the Oman Authority for Academic Accreditation and Quality Assurance of Education with their same financial grades, in accordance with the coordination between the executive president of the authority and the Minister of Education.

Article X

The phrase “Oman Academic Accreditation Authority” wherever it occurs in laws and royal decrees is hereby replaced with the phrase “Oman Authority for Academic Accreditation and Quality Assurance of Education.”

Article XI

Employment and financial regulations and decisions in force in the Oman Authority for Academic Accreditation and Quality Assurance of Education shall continue to operate until the Unified Civil Service Law is promulgated.

Article XII

The Chairman of the Board of Directors of the Oman Authority for Academic Accreditation and Quality Assurance of Education shall issue the necessary regulations and decisions for implementing the provisions of this decree, and until they are issued, the existing regulations and decisions continue to operate to the degree that they do not contradict with the provisions of this decree.

Article XIII

The System of the Oman Academic Accreditation Authority attached to the aforementioned Royal Decree 54/2010 is hereby repealed as well as all that is contrary to this decree and the attached annexes, or in conflict with their provisions.

Article XIV

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

have decreed as follows

Article I

The word “handicapped”, the phrase “persons with special needs”, and other terms referring to persons with disabilities wherever they occur in laws and royal decrees are hereby replaced with the phrase “persons with disabilities.”

Article II

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article III

Statement of the Supreme Committee

– The Covid-19 Supreme Committee deeply appreciates the continuous interest and keenness of His Majesty Sultan Haitham Bin Tarik, as well as His Majesty’s follow up to everything related to the public health and the developments resulting from the spread of this virus.

– The Supreme Committee decides a gradual return to the system of Blended Learning with effect from Sunday, 17 January 2021, for school students in accordance with a mechanism to be unveiled by the Ministry of Education. The Committee stressed the importance of applying all precautionary measures stated in the Health Protocol with a view to protecting the health of students, as well as teaching and administrative staff. The step will be evaluated in parallel with data on the epidemiological situation in the Sultanate.

– In its review of reports from the departments concerned, the Supreme Committee noted the non-compliance of some citizens and residents with health quarantine procedures, either by stripping off the tracking bracelet or by skipping the post-quarantine test or by failing to return the tracking bracelet to the authorities. Accordingly, the Committee decided to impose a RO 1,000 fine against anyone who fails to stick to these procedures.

– The Supreme Committee commends the cooperation of all in abiding by the precautionary measures set by the departments concerned.

after perusal of the Basic Statute of the State,

Royal Decree 86/97 regarding Majlis Oman,

Royal Decree 87/97 Issuing the Internal Regulation of Majlis Al-Dawla,

and Royal Decree 88/97 Issuing the Internal Regulation of Majlis Al-Shura,

and in pursuance of public interest,

have decreed as follows

Article I

The attached law shall apply in regard to the Majlis Oman.

Article II

The aforementioned Royal Decrees 86/97, 87/97, and 88/97 are hereby repealed as well as all that is contrary to this decree and the attached law, or in conflict with their provisions.

Article III

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.
