Royal Decree 100/2020 Establishing the Oman Vision 2040 Implementation Follow-Up Unit, Determining Its Competences, and Adopting Its Organisational Structure

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 31/2014 Adopting the Organisational Structure of the Secretariat General of the Council of Ministers,

Royal Decree 50/2016 Establishing the Implementation Support and Follow-Up Unit,

Royal Decree 33/2018 Issuing the Implementation Support and Follow-Up Unit System,

and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and in pursuance of public interest,

have decreed as follows

Article I

A unit named the “Oman Vision 2040 Implementation Follow-Up Unit” is hereby established subordinate to the Council of Ministers, and its competences are hereby determined in accordance with the attached Annex 1.

The unit exercises those competences in coordination with the Secretariat General of the Council of Ministers.

Article II

The organisational structure of the Oman Vision 2040 Implementation Follow-Up Unit is hereby adopted in accordance with the attached Annex 2.

Article III

The Oman Vision 2040 Implementation Follow-Up Unit shall have a chairman appointed by royal decree.

Article IV

All allocations, assets, rights, obligations, and holdings of the Implementation Support and Follow-Up Unit and the Directorate General for Following-Up Government Services in the Secretariat General of the Council of Ministers are hereby transferred to the Oman Vision 2040 Implementation Follow-Up Unit.

Article V

The employees of the Implementation Support and Follow-Up Unit and the Directorate General for Following-Up Government Services in the Secretariat General of the Council of Ministers are hereby transferred to the Oman Vision 2040 Implementation Follow-Up Unit with their same financial grades.

Article VI

The Implementation Support and Follow-Up Unit is hereby abolished, and all that is contrary to this decree or in conflict with its provisions is hereby repealed.

Article VII

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 99/2020 Amending Some Ministerial Titles

Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, Royal Decree 39/96 Determining the Competences of the Ministry of Finance and Adopting Its Organisational Structure, Royal Decree 32/2008 Issuing the Law Governing the Foreign Ministry, and in pursuance of public interest,

have decreed as follows

Article I

The title of “Minister Responsible for Foreign Affairs” wherever it occurs in laws and royal decrees is hereby replaced with the title “Foreign Minister.”

Article II

The title of “Minister Responsible for Financial Affairs” wherever it occurs in laws and royal decrees is hereby replaced with the title “Minister of Finance.”

Article III

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article IV

Royal Decree 6/2002 Determining the Competences of the Ministry of Higher Education and Adopting Its Organisational Structure,

Royal Decree 30/2010 Issuing the Law of the Research Council,

Royal Decree 76/2004 Determining the Competences of the Ministry of Manpower and Adopting Its Organisational Structure,

Royal Decree 54/2005 Establishing the Research Council and Determining Its Competences,

Royal Decree 104/2005 Establishing the Unified Admission Centre,

and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and in pursuance of public interest,

have decreed as follows

Article I

The name of the “Ministry of Higher Education” is hereby amended to the “Ministry of Higher Education, Research, and Innovation” and its competences are hereby determined in accordance with the attached Annex 1.

Article II

The organisational structure of the Ministry of Higher Education, Research, and Innovation is hereby adopted in accordance with the attached Annex 2.

Article III

All allocations, assets, rights, obligations, and holdings of the Research Council; its Secretariat General; and the Directorate General of Vocational Training and the Directorate General of Occupational Standards and Curriculum Development in the Ministry of Manpower are hereby transferred to the Ministry of Higher Education, Research, and Innovation.

Article IV

The employees of the Research Council, its Secretariat General, and the Directorate General for Vocational Training and the Directorate General of Occupational Standards and Curriculum Development in the Ministry of Manpower are hereby transferred to the Ministry of Higher Education, Research, and Innovation with their same financial grades.

Article V

The phrase “Chairman of the Research Council” wherever it occurs in law and royal decrees is hereby replaced with the phrase “Minister of Higher Education, Research, and Innovation.”

Article VI

The Research Council and its Secretariat General are hereby abolished, and all that is contrary to this decree or in conflict with its provisions is hereby repealed.

Article VII

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and in pursuance of public interest,

have decreed as follows

Article I

The name of the “Ministry of Commerce and Industry” is hereby amended to the “Ministry of Commerce, Industry, and Investment Promotion,” and its competences are hereby determined in accordance with the attached Annex 1.

Article II

The organisational structure of the Ministry of Commerce, Industry, and Investment Promotion is hereby adopted in accordance with the attached Annex 2.

Article III

All allocations, assets, rights, obligations, and holdings of the Public Authority for Investment Promotion and Export Development and the Competition Protection and Monopoly Prevention Centre are hereby transferred to the Ministry of Commerce, Industry, and Investment Promotion.

Article IV

The employees of the Public Authority for Investment Promotion and Export Development and the Competition Protection and Monopoly Prevention Centre are hereby transferred to the Ministry of Commerce, Industry, and Investment Promotion with their same financial grades.

Article V

The phrases “Ministry of Commerce and Industry”; “Public Authority for Investment Promotion and Export Development”; and “Competition Protection and Monopoly Prevention Centre” wherever they occur in laws and royal decrees are hereby replaced with the phrase “Ministry of Commerce, Industry, and Investment Promotion.” 

The phrases “Minister of Commerce and Industry”; “Chairman of the Board of Directors of the Public Authority for Investment Promotion and Export Development”; “Executive President of the Public Authority for Investment Promotion and Export Development”; “Chairman of the Board of Directors of the Competition Protection and Monopoly Prevention Centre”; and “Executive President of the Competition Protection and Monopoly Prevention Centre” wherever they occur in laws and royal decree are hereby replaced with the phrase “Minister of Commerce, Industry, and Investment Promotion.”

Article VI

The Public Authority for Investment Promotion and Export Development and the Competition Protection and Monopoly Prevention Centre are hereby abolished, and all that is contrary to this decree, or in conflict with its provision is hereby repealed.

Article VII

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Article I

The name of the “Ministry of Oil and Gas” is hereby amended to the “Ministry of Energy and Minerals” and its competences are hereby determined in accordance with the attached Annex 1.

Article II

The organisational structure of the Ministry of Energy and Minerals is hereby adopted in accordance with the attached Annex 2.

Article III

All allocations, assets, rights, obligations, and holdings of the Public Authority for Mining are hereby transferred to the Ministry of Energy and Minerals.

Article IV

The employees of the Public Authority for Mining are hereby transferred to the Ministry of Energy and Minerals with their same financial grades.

Article V

The phrases “Ministry of Oil and Gas” and “Public Authority for Mining” wherever they occur in laws and royal decrees are hereby replaced with the phrase “Ministry of Energy and Minerals.”

Royal Decree 45/2015 Adopting the Organisational Structure of the Ministry of Information,

Royal Decree 3/2018 Establishing the Media Training Centre and Issuing Its System,

and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and in pursuance of public interest,

have decreed as follows

Article I

The competences of the Ministry of Information are hereby determined in accordance with the attached Annex 1.

Article II

The organisational structure of the Ministry of Information is hereby adopted in accordance with the attached Annex 2.

Article III

All allocations, assets, rights, obligations, and holdings of the Public Authority for Radio and Television; the Oman Establishment for Press, Publication, and Advertising; the Media Training Centre; and the Directorate General of Communications in the Secretariat General of the Council of Ministers are hereby transferred to the Ministry of Information.

Article IV

The employees of the Public Authority for Radio and Television; the Oman Establishment for Press, Publication, and Advertising; the Media Training Centre; and the Directorate General of Communications in the Secretariat General of the Council of Ministers are hereby transferred to the Ministry of Information with their same financial grades.

Article V

The Public Authority for Radio and Television; the Oman Establishment for Press, Publication, and Advertising; the Media Training Centre; and the Directorate General of Communications in the Secretariat General of the Council of Ministers are abolished, and all that is contrary to this decree or in conflict with its provisions is hereby repealed.

Article VI

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 30/2012 Establishing the Supreme Council for Planning and Issuing Its System,

and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and in pursuance of public interest,

have decreed as follows

Article I

A ministry named the “Ministry of Economy” is hereby established and its competences are hereby determined in accordance with the attached Annex 1.

Article II

The organisational structure of the Ministry of Economy is hereby adopted in accordance with the attached Annex 2.

Article III

Without prejudice to the provisions of Royal Decree 93/2020 Amending the Name of the Ministry of Housing to the Ministry of Housing and Urban Planning, Determining Its Competences, and Adopting Its Organisational Structure, all allocations, assets, rights, obligations, and holdings of the Secretariat General of the Supreme Council for Planning are hereby transferred to the Ministry of Economy, and the employees of the Secretariat General of the Supreme Council for Planning are also hereby transferred to the Ministry of Economy with their same financial grades.

Article IV

The Supreme Council for Planning and its Secretariat General are hereby abolished, and all that is contrary to this decree or in conflict with its provisions is hereby repealed.

Article V

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

The name of the “Ministry of Housing” is hereby amended to the “Ministry of Housing and Urban Planning” and its competences are hereby determined in accordance with the attached Annex 1.

Article II

The organisational structure of the Ministry of Housing and Urban Planning is hereby adopted in accordance with the attached Annex 2.

Article III

All allocations, assets, rights, obligations, and holdings of urban planning in the Secretariat General of the Supreme Council for Planning are hereby transferred to the Ministry of Housing and Urban Planning.

Article IV

The employees concerned with urban planning in the Secretariat General of the Supreme Council for Planning are hereby transferred to the Ministry of Housing and Urban Planning with their same financial grades, in accordance with the rules determined by the Council of Ministers.

Article V

The phrases “Ministry of Housing” and “Minister of Housing” wherever they occur in laws and royal decrees are hereby replaced with the phrases “Ministry of Housing and Urban Planning” and “Minister of Housing and Urban Planning.”

Article VI

The aforementioned Royal Decree 64/2014 is hereby repealed as well as all that is contrary to this decree, or in conflict with its provisions.

Article VII

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 24/2019 Establishing the Food Safety and Quality Centre in the Ministry of Regional Municipalities and Water Resources,

and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and in pursuance of public interest,

have decreed as follows

Article I

The name of the “Ministry of Agriculture and Fisheries” is hereby amended to the “Ministry of Agriculture, Fisheries, and Water Resources” and its competences are hereby determined in accordance with the attached Annex 1.

Article II

The organisational structure of the Ministry of Agriculture, Fisheries, and Water Resources is hereby adopted in accordance with the attached Annex 2.

Article III

All allocations, assets, rights, obligations, and holdings of the Public Authority for Stores and Food Reserve, and the divisions relating to water resources and the Food Safety and Quality Centre in the Ministry of Regional Municipalities and Water Resources, are hereby transferred to the Ministry of Agriculture, Fisheries, and Water Resources.

Article IV

The employees of the Public Authority for Stores and Food Reserve are hereby transferred to the Ministry of Agriculture, Fisheries, and Water Resources with their same financial grades.

The employees of the Food Safety and Quality Centre, and the employees concerned with water resources in the Ministry of Regional Municipalities and Water Resources, are also hereby transferred to the Ministry of Agriculture, Fisheries, and Water Resources with their same financial grades, in accordance with the rules specified by the Council of Ministers.

Article V

The phrases “Ministry of Agriculture and Fisheries” and “Minister of Agriculture and Fisheries” wherever they occur in the laws and royal decrees are hereby replaced with the phrases “Ministry of Agriculture, Fisheries, and Water Resources” and “Minister of Agriculture, Fisheries, and Water Resources.”

The phrases “Ministry of Regional Municipalities and Water Resources” and “Minister of Regional Municipalities and Water Resources” wherever they occur in laws and royal decrees relating to water resources and food safety are hereby replaced with the phrases “Ministry of Agriculture, Fisheries, and Water Resources” and “Minister of Agriculture, Fisheries, and Water Resources.”

Article VI

The Public Authority for Stores and Food Reserve is hereby abolished, and all that is contrary to this decree or in conflict with its provisions is hereby repealed.

Article VII

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

and in pursuance of public interest,

have decreed as follows

Article I

The name of the “Ministry of Heritage and Culture” is hereby amended to the “Ministry of Heritage and Tourism” and its competences are hereby determined in accordance with the attached Annex 1.

Article II

The organisational structure of the Ministry of Heritage and Tourism is hereby adopted in accordance with the attached Annex 2.

Article III

All allocations, assets, rights, obligations, and holdings of the Ministry of Tourism are hereby transferred to the Ministry of Heritage and Tourism.

Article IV

The employees of the Ministry of Tourism are hereby transferred to the Ministry of Heritage and Tourism with their same financial grades.

Article V

The phrases “Ministry of Heritage and Culture” and “Minister of Heritage and Culture” wherever they occur in laws and royal decrees relating to heritage are hereby replaced with the phrases “Ministry of Heritage and Tourism” and “Minister of Heritage and Tourism.” The phrases “Ministry of Tourism” and “Minister of Tourism” wherever they occur in laws and royal decrees are also hereby replaced with the phrases “Ministry of Heritage and Tourism” and “Minister of Heritage and Tourism.”

Article VI

The Ministry of Tourism is hereby abolished, and all that is contrary to this decree or in conflict with its provisions is hereby repealed.

Article VII

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.
