Royal Decree 56/2025 Issuing the Personal Income Tax Law

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the System for the Collection of Taxes, Fees, and Other Amounts Due to Units of the Administrative Apparatus of the State issued by Royal Decree 32/94,

the Income Tax Law issued by Royal Decree 28/2009,

the Value Added Tax Law issued by Royal Decree 121/2020,

the Electronic Transactions Law issued by Royal Decree 39/2025,

Royal Decree 66/2019 Establishing the Tax Authority,

and Royal Decree 42/2020 issuing the System of the Tax Authority and Approving Its Organisational Structure,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The attached Personal Income Tax Law hereby applies.

Article II

The Chairman of the Tax Authority shall issue the executive regulation of the attached law within a year from the date of its publication in the Official Gazette, and shall also issue the necessary decisions for the implementation of its provisions.

Article III

Article 18bis(1) of the mentioned Income Tax Law is hereby repealed, as well as all that is contrary to the attached law or in conflict with its provisions.

Article IV

This decree must be published in the Official Gazette, and comes into force on 1 January 2028.

Royal Decree 55/2025 Declaring Public Benefit Status for the Development Project of Bawshar Sands in the Governorate of Muscat

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Law on the Expropriation for Public Benefit issued by Royal Decree 71/2023,

and in pursuance of public interest,

have decreed as follows

Article I

The Development Project of Bawshar Sands in the Governorate of Muscat—specified in the attached note and masterplan—is hereby deemed a public benefit project.

Article II

The competent entities may seize, through direct execution, lands necessary for the project stipulated in article I, in accordance with the provisions of the mentioned Law on the Expropriation for Public Benefit.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 5/2021 Transforming Muscat Securities Market into a Closed Omani Joint Stock Company Named Muscat Stock Exchange SAOC,

Royal Decree 46/2022 Promulgating the Securities Law,

The Articles of Association of Muscat Stock Exchange SAOC,

The Resolution passed by the EGM in the meeting held on 18 March 2025 to transform the legal status of the Company from a Closed Joint Stock Co, to a Limited Liability Co, at a share capital of OMR 1,500,000 divided into 1,500,000 shares,

And according to:

The recommendation of Market Operations Department,

It has been decided:

Article 1

The company shall be delisted from the Third Market.

Article 2

This decision shall be effective as from Tuesday 17 June 2025.
