Royal Decree 32/2020 Amending Some Provisions of the Law on the Control of Communicable Diseases

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Law on the Control of Communicable Diseases promulgated by Royal Decree 73/92,

and in pursuance of public interest,

have decreed as follows

Article I

The attached amendments to the aforementioned Law on the Control of Communicable Diseases shall be implemented.

Article II

All that is contrary to the attached amendments, or in conflict with their provisions, is hereby repealed.

Article III

This decree shall be published in the Official Gazette and shall come into force on the day following the date of its publication.

Statement of the Supreme Committee

Within the pursuit to curb the outbreak of COVID-19, the Supreme Committee concerned with following up the developments of this pandemic locally and globally made the following decisions which will take effect tomorrow, March 23rd, 2020:

– Reducing the number of employees present in government workplaces to no more than 30% of the total number of employees to complete the necessary work, while the rest start their work remotely as determined by the authority in which the employee works. Heads of the units must take the necessary measures to ensure that the core business is not affected by the downsizing of staff, and to take the necessary precautionary measures to prevent the spread of the pandemic.

– Banning all kind of gatherings in public places, and taking appropriate measures against violators.

– Closing customer service halls in all public and private institutions, and using electronic services as possible.

– Closing all exchange units, provided that the banks shall provide the exchange services, while taking the precautionary measures to prevent the spread of the pandemic.

– Stopping printing, distribution and sale of newspapers, magazines and other publications of all kinds, and preventing the sale and distribution of publications issued outside the Sultanate.

– The Committee urges the private sector to develop an appropriate mechanism for workers to work remotely, and to reduce employee gatherings at work. It also urges merchants, commercial institutions and individuals to limit dealing in cash, and to use electronic payment as an alternative due the fact that cash banknotes are a carrier of communicable diseases.

The Committee reiterates its call for everybody to strictly adhere to these decisions and recommendations for the public interest.

Royal Decree 29/2020 Approving the Accession of the Sultanate of Oman to the UNESCO Convention on the Protection of the Underwater Cultural Heritage

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the UNESCO Convention on the Protection of the Underwater Cultural Heritage,

and in pursuance of public interest,

have decreed as follows

Article I

The accession of the Sultanate of Oman to the UNESCO Convention on the Protection of the Underwater Cultural Heritage is hereby approved in the form attached.

Article II

Competent bodies shall deposit the instrument of accession for the aforementioned convention in accordance with its provisions.

Article III

This decree shall be published in the Official Gazette and shall come into force on the date of its issuance.

have decreed as follows

Article I

The accession of the Sultanate of Oman to the Co-operative Agreement for Arab States in Asia for Research, Development and Training Related to Nuclear Science and Technology (ARASIA) is hereby approved in the form attached.

Article II

Competent bodies shall take the measures of accession for the aforementioned agreement in accordance with its provisions.

Article III

This decree shall be published in the Official Gazette and shall come into force on the date of its issuance.

The aforementioned agreement and protocol are hereby ratified in the form attached.
