Ministry of Interior: Ministerial Decision 51/2023 Naming the President and Members of the Supreme Committee for the Elections of the Members of Majlis Al-Shura for the Tenth Term

Arabic

Based on the Majlis Al-Shura Elections Law promulgated by Royal Decree 58/2013,

and the coordination with the competent entities,

and in pursuance of public interest,

it is hereby decided

Article I

The Supreme Committee for the Elections of the Members of Majlis Al-Shura for the Tenth Term shall be presided over by the Honourable Sheikh Al-Mukhtar bin Abdullah bin Issa Al-Harthy—Deputy President of the Supreme Court and with the membership of:

– The Honourable Dr Hamad bin Khamis bin Salim Al-Jahwari—Judge in the Supreme Court.

– The Honourable Dr Abdullah bin Mohammed bin Ahmed Al-Nofli—Appeal Judge.

– The Honourable Dr Abdullah bin Masoud bin Ali Al-Sunaidi—Administrative Appeal Judge.

– Mr Mohammed bin Said bin Khalfan Al-Yahyai—Assistant Public Prosecutor.

– Sheikh Dr Shihab bin Ahmed bin Ali Al-Jabri—Advisor of the Minister for Legal Affairs in the Ministry of Interior.

– Mr Ismail bin Mohammed bin Hamad Al-Harrasi—Legal Researcher (Second) in the Ministry of Interior.

– Ms Zahra bint Maatouq bin Zuwayed Al-Kalbaniya—Legal Researcher (Fourth) in the Ministry of Interior as secretary for the committee.

Article II

The committee shall exercise the competences stipulated in the aforementioned Majlis Al-Shura Elections Law.

Article III

This decision shall be published in the Official Gazette, and comes into force on the date of its issuance.

Based on the System for the Handling and Use of Chemicals promulgated by Royal Decree 46/95,

the Criminal Procedures Law promulgated by Royal Decree 97/99,

the Law on Environment Protection and Pollution Prevention promulgated by Royal Decree 114/2001,

the Law on the Protection of Drinking Water Sources from Pollution promulgated by Royal Decree 115/2001,

the Nature Reserves and Wildlife Conservation Law promulgated by Royal Decree 6/2003,

and Ministerial Decision 118/2009 Conferring Judicial Enforcement Status to Some Employees of the Ministry of Environment and Climate Affairs,

and in pursuance of public interest,

it is hereby decided

Article I

Those occupying the positions provided in the attached schedule in the Environment Authority are hereby conferred—each within the scope of his competence—judicial enforcement status in the application of the provisions of the aforementioned System for the Handling and Use of Chemicals, the Law on Environment Protection and Pollution Prevention, the Law on the Protection of Drinking Water Sources from Pollution, the Law on Nature Reserves and the Conservation of Wildlife, and the regulations and decisions issued in the implementation of their provisions.

Article II

The aforementioned Ministerial Decision 118/2009 is hereby repealed, as well as all that is contrary to this decision or in conflict with its provisions.

Article III

This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Ministry of Agriculture, Fisheries, and Water Resources: Ministerial Decision 95/2023 Suspending the Acceptance of the Applications Stipulated in the Regulation Governing Agricultural Land Use

Arabic Based on Royal Decree 92/2020 Amending the Name of the Ministry of Agriculture and Fisheries to the Ministry of Agriculture, Fisheries, and Water Resources, Determining Its Competences, and Adopting Its Organisational Structure, and the Regulation Governing Agricultural Land Use issued by Ministerial Decision 84/2020, and in pursuance of public interest,

it is hereby decided

Article I

The acceptance of the applications stipulated in the aforementioned Regulation Governing Agricultural Land Use is hereby suspended.

Article II

Ministerial Decision

Ministry of Higher Education, Research, and Innovation: Ministerial Decision 39/2023 Suspending Decisions on Licence Applications for Establishing Private Training Establishments

Based on Royal Decree 98/2020 Amending the Name of the Ministry of Higher Education to the Ministry of Higher Education, Research, and Innovation, Determining Its Competences, and Adopting Its Organisational Structure,

and the Regulation Governing Private Training issued by Ministerial Decision 40/2021,

and in pursuance of public interest,

it is hereby decided

Article I

Decisions on licence applications for establishing private training establishments are hereby temporarily suspended for a period of 3 (three) years.

Article II

This decision does not apply to applications submitted to the ministry before the entry into force of this decision, and which have not been decided on if they meet the conditions stipulated in the aforementioned Regulation Governing Private Training.

Article III

This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Ministerial Decision

Ministry of Social Development: Ministerial Decision 87/2023 Issuing the Governance Regulation for Practising the Profession of Psychological Counselling and Family Counselling

Based on Royal Decree 32/2003 Determining the Competences of the Ministry of Social Development and Adopting Its Organisational Structure,

the Governance Regulation for Private Counselling and Family Counselling Centres issued by Ministerial Decision 294/2013,

and the approval of the Ministry of Finance,

and in pursuance of public interest,

it is hereby decided

Article I

The provisions of the attached regulation shall apply in regard to the governance of the practice of the profession of psychological counselling and family counselling.

Article II

Those addressed by the provisions of the attached regulation shall rectify their status in accordance with its provisions within 6 (six) months from the date of its entry into force.

Article III

The aforementioned Decision 294/2013 is hereby repealed, as well as all that is contrary to the attached regulation or in conflict with its provisions.

Article IV

This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Arabic Based on the Law Regulating the Accounting and Auditing Profession promulgated by Royal Decree 77/86, Royal Decree 97/2020 Amending the Name of the Ministry of Commerce and Industry to the Ministry of Commerce, Industry, and Investment Promotion, Determining Its Competences, and Adopting Its Organisational Structure, and Ministerial Decision 111/2021 Forming the Committee for Registration in the Accountants and Auditors Register and Determining Its Working System, and in pursuance of public interest,

it is hereby decided

Article I

Clause 1 of article I of the aforementioned Decision Forming the Committee for Registration in the Accountants and Auditors Register and Determining Its Working System is hereby replaced with the following clause:

1. Vice-President of the Insurance Sector in the Capital Market Authority as chairman.

Article II

Authority for Public Services Regulation: Decision 9/2023 Issuing the Regulation on Accident Notification in the Water and Wastewater Sector

Based on the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

Royal Decree 131/2020 regarding the Water and Wastewater Sector,

and the approval of the Board of Directors of the Authority for Public Services Regulation,

and in pursuance of public interest,

it is hereby decided

Article I

The provisions of the attached regulation shall apply in regard to accident notification in the water and wastewater sector.

Article II

All that is contrary to the attached regulation, or in conflict with its provisions, is hereby repealed.

Article III

This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Authority for Public Services Regulation: Decision 8/2023 Issuing the Water and Treated Water Supply and Wastewater Collection and Transport Services Customers Welfare Regulation

Based on the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

Royal Decree 131/2020 regarding the Water and Wastewater Sector,

the Regulation Governing Drinking Water Service issued by Decision 6/2019,

and the approval of the Board of Directors of the Authority for Public Services Regulation,

and in pursuance of public interest,

it is hereby decided

Article I

The provisions of the attached regulation shall apply in regard to the welfare of the customers of water and treated water supply and wastewater collection and transport services.

Article II

Articles 26 and 27 of chapter five of the aforementioned Regulation Governing Drinking Water Service is hereby repealed, as well as all that is contrary to the attached regulation or in conflict with its provisions.

Article III

This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.
