after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,
and Royal Decree 86/97 regarding Majlis Oman,

Saud bin Suleiman bin Nasser Al-Habsi is hereby appointed Member of Majlis Al-Dawla.

and the Social Security Law promulgated by Royal Decree 87/84,
and in pursuance of public interest,
have decreed as follows
Article I
Two new articles numbered 27 and 28 are hereby added to part five of the aforementioned Social Security Law with the following texts:
Article 27
The minister may delegate any of his competences stipulated in this law to those whose position grade is not less than the grade of director general from the employees of the ministry. This does not apply to the competence stipulated in article 28 of this law.
Article 28
The minister shall issue the necessary regulations to implement the provisions of this law.
Article II
All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.
Article III
This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,
the Commercial Companies Law 4/74,
the Privatisation Law promulgated by Royal Decree 77/2004,
and the Income Tax Law promulgated by Royal Decree 28/2009,
and in pursuance of public interest,
have decreed as follows
Article I
Oman Environmental Services Holding Company—an Omani closed joint-stock company fully owned by the government—shall assume the implementation of the policy of the government regarding the waste sector and the management and operation of the activities of the sector in line with the strategy of the sector to be prepared by the Ministry of National Economy.
Article II
The company may, in order to accomplish its tasks, establish subsidiary companies or contribute in establishing joint ownership companies with the private sector in accordance with the provisions of commercial companies.
Article III
All assets and liabilities of the entities concerned with the waste sector shall be transferred to the company as per its needs and its timetable. The assets shall be of a token value amounting to one Rial Omani.
Article IV
The workers of the waste sector shall be transferred to the company and its subsidiaries as per its needs, timetable, and the provisions of the Privatisation Law.
Article V
The company shall submit its annual budget including the budgets of its subsidiaries to the Ministry of Finance for approval.
Article VI
The company shall be exempted from income tax for a period of five years starting from the date of issuance of this decree, and it is permitted to renew it if necessary for no more than five years in accordance with the procedures followed.
Article VII
The Minister of National Economy shall issue the necessary decisions to implement the provisions of this decree.
Article VIII
This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.
