Royal Decree 74/2021 Appointing a Non-resident Ambassador

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Law Governing the Ministry of Foreign Affairs promulgated by Royal Decree 32/2008,

and in pursuance of public interest,

have decreed as follows

Article I

Ambassador Nasser bin Mohammed bin Khalifa Al-Busaidi, Our ambassador to the People’s Republic of China, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Democratic People’s Republic of Korea and Mongolia.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 73/2021 Appointing the Chairman of the Sultan Qaboos Higher Centre for Culture and Science in the Diwan of Royal Court

after perusal of the Basic Statute of the State,

Royal Decree 53/2012 Appointing a Secretary General for the Sultan Qaboos Higher Centre for Culture and Science,

and Royal Decree 71/2021 Adopting the Organisational Structure of the Diwan of Royal Court,

and in pursuance of public interest,

have decreed as follows

Article I

Habib bin Mohammed bin Al-Sheikh Saeed Al-Riyami is hereby appointed Chairman of the Sultan Qaboos Higher Centre for Culture and Science in the Diwan of Royal Court with his same financial grade.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 72/2021 Abolishing the National Field Research Centre for Environmental Conservation

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Law concerning the Employee System of the Diwan of Royal Court promulgated by Royal Decree 97/97,

Royal Decree 54/2009 Establishing the National Field Research Centre for Environmental Conservation,

and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and in pursuance of public interest,

have decreed as follows

Article I

All allocations, assets, rights, obligations, and holdings of the National Field Research Centre for Environmental Conservation are hereby transferred to the Diwan of Royal Court.

Article II

Employees of the National Field Research Centre for Environmental Conservation are hereby transferred to the Diwan of Royal Court with their same financial grades.

Article III

The National Field Research Centre for Environmental Conservation is hereby abolished, and all that is contrary to this decree, or in conflict with its provisions, is also hereby repealed.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 47/2008 Adopting the Organisational Structure of the Diwan of Royal Court,

and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and in pursuance of public interest,

have decreed as follows

Article I

The organisational structure of the Diwan of Royal Court is hereby approved in accordance with the attached annex.

Article II

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 70/2021 Transferring the Subordination of the Office for Conservation of the Environment from the Diwan of Royal Court to the Environment Authority

Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, Royal Decree 47/2008 Adopting the Organisational Structure of the Diwan of Royal Court, the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020, and Royal Decree 106/2020 Establishing the Environment Authority, Determining Its Competences, and Adopting Its Organisational Structure, and in pursuance of public interest,

have decreed as follows

Article I

The subordination of the Office for Conservation of the Environment is hereby transferred from the Diwan of Royal Court to the Environment Authority; all allocations, assets, rights, obligations, and holdings of the office are hereby transferred to it; and all the employees of the office are hereby transferred to it with their same financial grades.

Article II

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article III

Royal Decree 69/2021 Transferring the Subordination of the Sultan Qaboos Higher Centre for Culture and Science to the Diwan of Royal Court

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 47/2008 Adopting the Organisational Structure of the Diwan of Royal Court,

Royal Decree 52/2012 Establishing the Sultan Qaboos Higher Centre for Culture and Science and Promulgating Its System,

and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and in pursuance of public interest,

have decreed as follows

Article I

The subordination of the Sultan Qaboos Higher Centre for Culture and Science is hereby transferred to the Diwan of Royal Court; all allocations, assets, rights, obligations, and holdings of the centre are hereby transferred to it; and all the employees of the centre are hereby transferred to it with their same financial grades.

Article II

The aforementioned Royal Decree 52/2012 is hereby repealed, as well as all that is contrary to this decree, or in conflict with its provisions.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 68/2021 Approving the Accession of the Sultanate of Oman to the International Convention for the Control and Management of Ships’ Ballast Water and Sediments 2004

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the International Convention for the Control and Management of Ships' Ballast Water and Sediments 2004 done in London on 13 February 2004,

and in pursuance of public interest,

have decreed as follows

Article I

The accession of the Sultanate of Oman to the International Convention for the Control and Management of Ships' Ballast Water and Sediments 2004 is hereby approved in the form attached.

Article II

Competent bodies shall deposit the instrument of accession for the aforementioned convention in accordance with its provisions.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 67/2021 Ratifying the Convention on the Establishment of a Global Dryland Alliance and Its Amending Protocol

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Convention on the Establishment of a Global Dryland Alliance signed in the city of Doha on 21 April 2021,

and the Protocol Amending Convention on the Establishment of a Global Dryland Alliance signed in the city of Doha on 21 April 2021,

and after presentation to Majlis Al-Shura,

and in pursuance of public interest,

have decreed as follows

Article I

The aforementioned convention and its amending protocol are hereby ratified in the form attached.

Article II

Competent bodies shall deposit the instrument of ratification for the aforementioned convention and its amending protocol in accordance with their provisions.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 66/2021 Amending Some Provisions of Royal Decree 29/2019 Appointing Members to Oman Human Rights Commission

Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, Royal Decree 124/2008 Establishing the Oman Human Rights Commission and Determining Its Competences, and Royal Decree 29/2019 Appointing Members to Oman Human Rights Commission, and in pursuance of public interest,

have decreed as follows

Article I

The following are herby appointed, in their capacity as representatives of: Majlis Al-Shura, the Foreign Ministry, the Ministry of Labour, and the Environment Authority, members of the Oman Human Rights Commission pursuant to the provisions of articles 1 and 2 of the annex attached to the aforementioned Royal Decree 124/2008, as follows:

– Ambassador Sheikh Humaid bin Ali Al-Maani (Deputy Chairman).

– Dr Hamoud bin Ahmed bin Hamad Al-Yahyai.

– Mohammed bin Ahmed bin Mohammed Al-Rawahi.

– Dr Ahmed bin Abdullah bin Obaid Mahrous Al-Sayari.

Article II

Royal Decree 65/2021 Issuing Class I Licence for Oman Future Telecommunications Company to Build and Operate the System for Providing International Public Telecommunication Services

We, Haitham bin Tarik, Sultan of Oman

after perusal of the Basic Statute of the State,

and the Telecommunications Law promulgated by Royal Decree 30/2002,

and in pursuance of public interest,

have decreed as follows

Article I

A Class I Licence is hereby issued to Oman Future Communications Company to build and operate a system for providing international public telecommunications services, in accordance with the provisions of the attached licence.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.
