We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

Royal Decree 31/86 Authorising the Minister of Commerce and Industry to Sign the Trade and Economic Agreement Between the Government of the Sultanate of Oman and the Government of the Hashemite Kingdom of Jordan,

and the provisions of the mentioned agreement signed in Muscat on 31 July 1986,

and in pursuance of public interest,

have decreed as follows

Article 1

The mentioned Trade and Economic Agreement Between the Government of the Sultanate of Oman and the Government of the Hashemite Kingdom of Jordan is hereby ratified.

Article 2

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

and the initialled Agreement Between the Government of the Sultanate of Oman and the Republic of Singapore for Air Services Between and Beyond Their Respective Territories,

and in pursuance of public interest,

have decreed as follows

Article 1

The Minister of Transport is hereby authorised to sign the mentioned Agreement Between the Government of the Sultanate of Oman and the Republic of Singapore for Air Services Between and Beyond Their Respective Territories.

Article 2

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

and the texts of the mentioned agreement signed in Islamabad on 20 September 1984,

and in pursuance of public interest,

have decreed as follows

Article 1

The mentioned Cultural and Educational Agreement Between the Government of the Sultanate of Oman and the Government of the Islamic Republic of Pakistan is hereby ratified.

Article 2

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 8/80 Issuing the Civil Service Law and its amendments,

Royal Decree 18/80 Establishing the Institute of Public Administration,

and Royal Decree 58/86 Abolishing the Ministry of Royal Diwan Affairs,

and in pursuance of public interest,

have decreed as follows

Article 1

Sayyid Faisal bin Ali bin Faisal Al-Said shall supervise the Civil Service Council and the Officers Affairs Bureau until a royal decree is issued reorganising the civil service bodies and defining their mandates.

He shall also supervise the Institute of Public Administration.

Article 2

Mohammed bin Ali Al-Qatabi is hereby granted the rank of minister and appointed as Deputy Chairman of the Civil Service Council on a full-time basis.

Article 3

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

A Secretariat General for the Civil Service Council is hereby established and Sayyid Abdulaziz bin Saud bin Harib Al-Busaidi is hereby appointed secretary general to it.

Article 2

The Civil Service Council shall determine the mandates of the secretary general.

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

and Royal Decree 58/86 Abolishing the Ministry of Royal Diwan Affairs,

and in pursuance of public interest,

have decreed as follows

Article 1

The Deputy Prime Minister for Legal Affairs shall supervise the Secretariat of the Council of Ministers, and the internal regulation of the council must be amended accordingly.

Article 2

A special royal decree must be issued to govern the secretariat and determine its administrative status.

Article 3

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

and in pursuance of public interest,

have decreed as follows

Article 1

His Excellency Sayyid Hamad bin Hamoud is hereby appointed a Special Advisor to His Majesty the Sultan.

Article 2

The Ministry of Royal Diwan Affairs is hereby abolished, and its units and Mandates shall be distributed as follows:

(a) The Diwan of Royal Court shall supervise the Headquarters of the Ministry until the Council of Ministers completes its study on the method of distributing its officers among the various state bodies.

(b) Coordination must be carried out between the Diwan of Royal Court and the Ministry of Interior regarding the mandates assigned to each of them in matters relating to tribal affairs, and the organisational structure of each of them must be amended accordingly.

(c) The Directorate General of Accounts Audit is hereby annexed to the Diwan of Royal Court.

Article 3

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.
