We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

Royal Decree 63/84 Adopting the Organisational Structure of the Ministry of Agriculture and Fisheries,

Royal Decree 104/85 Amending the Name of the Ministry of Environment and Its Mandates,

and Royal Decree 105/85 Amending the Name of the Council for Environmental Protection and Pollution Control and Recomposing It,

and in pursuance of public interest,

have decreed as follows

Article 1

The name of the “Directorate General of Water Resources and Irrigation” at the Ministry of Agriculture and Fisheries is hereby amended to “Directorate General of Irrigation Affairs”, and the organisational structure of the ministry is hereby amended accordingly.

Article 2

The mandates of the mentioned Directorate General of Irrigation Affairs are hereby determined as follows:

1. Supervising the maintenance of aflaj, wells, and springs.

2. Protecting agricultural lands from erosion and damage caused by flooding from neighbouring wadis by constructing the necessary facilities.

3. Constructing groundwater recharge dams to provide the water required for agricultural development purposes.

4. Providing cadastral and statistical data on aflaj, wells, springs, and dams.

Article 3

The Minister of Agriculture and Fisheries shall issue the necessary decisions to implement this decree.

Article 4

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Article 2

Ambassador Saud bin Sulaiman bin Hamyar Al-Nabhani—Our ambassador to the Republic of the Sudan—is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Republic of Rwanda and the Republic of Uganda.

Article 3

Ambassador Ahmed bin Yousuf bin Obaid Al-Harthi—Our ambassador to the Republic of India—is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Republic of Sri Lanka.

Article 4

Ambassador Salim bin Mohammed bin Salim Al-Khusaibi—Our ambassador to the Islamic Republic of Pakistan—is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to Malaysia and the Republic of Indonesia.

Article 5

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

The text of article 5 of the mentioned Royal Decree 62/80 is hereby replaced with the following text:

Salim bin Nasser Al-Maskari is hereby appointed Secretary General for Academic Affairs of Sultan Qaboos University.

Article 2

Hammad bin Hamad Al-Ghafri is hereby appointed Secretary General for Administrative and Financial Affairs of Sultan Qaboos University, transferred from the Ministry of Education and Youth.

Article 3

The council of the university shall determine the powers of each of the secretaries general in accordance with this decree.

Article 4

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Article 1

The following amendments are hereby made to the mentioned Law of Sultan Qaboos University:

– The phrase “Secretary General” in articles 6 and 12 is hereby amended to read:

“Secretary General of the University for Academic Affairs”

– The text of article 10 is hereby amended to read as follows:

“The university council shall appoint a secretary for the council and determine his powers”

– The phrase “Secretary General” in article 18 is hereby amended to read “Secretaries General”.

Article 2

The secretary general of the university for administrative and financial affairs must be appointed as a member of both the university council and the academic council.

Article 3
