We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

the General Statute of the Gulf Post Authority approved by the first congress of the authority held in Baghdad in 1978 and ratified by the Sultanate by virtue of Royal Decree 10/80,

the Additional Protocol to the First Congress of the Authority held in Baghdad in 1978,

and the Postal Agreement of the Gulf Post Authority and the Additional Protocol to the Constitution of the Authority concluded by the Extraordinary Conference of the Authority held in the City of Abha in the Kingdom of Saudi Arabia in 1981,

have decreed as follows

Article 1

The Additional Protocol to the First Congress of the Gulf Post Authority held in Baghdad in 1978 and the Postal Agreement and the Additional Protocol approved by the Extraordinary Conference of the Gulf Post Authority held in the City of Abha in the Kingdom of Saudi Arabia in 1981 are hereby ratified.

Article 2

This decree must be published in the Official Gazette, and comes into force from the date of its publication.

and the initialled draft Agreement Between the Government of the Sultanate of Oman and the Government of the United Republic of Tanzania for Air Services Between and Beyond Their Respective Territories,

The Minister of Transport is hereby authorised to sign on Our behalf the mentioned Agreement Between the Government of the Sultanate of Oman and the Government of the United Republic of Tanzania for Air Services Between and Beyond Their Respective Territories.

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

and the Cultural Convention initialled in Lisbon Between the Sultanate of Oman represented by the Minister of National Heritage and Culture, and the Portuguese Republic represented by its Minister of Foreign Affairs,

and in pursuance of public interest,

The mentioned Cultural Convention Between the Government of the Sultanate of Oman and the Government of the Portuguese Republic, signed on behalf of the Sultanate by the Minister of National Heritage and Culture, is hereby approved and ratified.

Royal Decree 81/77 Transferring the Services of Hilal bin Sultan bin Saif Al-Hosni to the Ministry of Justice and Appointing Him as Its Undersecretary,

Royal Decree 8/80 Issuing the Civil Service Law and its amendments,

Royal Decree 66/81 Determining the Powers of the Advisor to the State for Criminal Affairs,

and in pursuance of public interest,

have decreed as follows

Article 1

Hilal bin Sultan bin Saif Al-Hosni is hereby appointed President of the Criminal Court with his same grade.

Article 2

Without prejudice to the provisions of the mentioned Royal Decree 66/81, the President of the Criminal Court hereby enjoys judicial independence in the field of his work.

Article 3

Until a royal decree is issued on the scope and statute of the work of the Criminal Court and defining its organisational structure and its financial and administrative status, the court hereby continues to carry out its work by its current means.

Article 4

The mentioned Royal Decree 81/77 is hereby repealed.

Article 5

This decree must be published in the Official Gazette, and comes into force on the date of its publication.
