Ministry of Commerce, Industry, and Investment Promotion: Ministerial Decision 619/2022 Issuing the Regulation Governing the Practice of the Activity of Marketing and Promotion on Internet Websites and Social Media

Arabic

Based on the Commercial Register Law 3/74,

the Commercial Law promulgated by Royal Decree 55/90,

and Royal Decree 97/2020 Amending the Name of the Ministry of Commerce and Industry to the Ministry of Commerce, Industry, and Investment Promotion, Determining Its Competences, and Adopting Its Organisational Structure,

and in pursuance of public interest,

it is hereby decided

Article I

The provisions of the attached regulation shall apply in regard to the governance of the practice of the activity of marketing and promotion on internet websites and social media.

Article II

Those addressed by the provisions of the attached regulation shall rectify their status in accordance with its provisions within 6 (six) months from the date of its entry into force.

Article III

This decision shall be published in the Official Gazette, and comes into force after 90 (ninety) days from the date of its publication.

Supreme Judicial Council: Decision 234/2022 Determining the Fees Due on the Work of the Public Notary

Based on the Financial Law promulgated by Royal Decree 47/98,

the Law of Public Notaries promulgated by Royal Decree 40/2003,

Royal Decree 35/2022 regarding the Governance of the Administration of Judicial Affairs,

Ministerial Decision 175/2016 regarding Determining the Fees Due on the Work of the Public Notary,

and the approval of the Ministry of Finance,

and in pursuance of public interest,

it is hereby decided

Article I

The fees due on the work of the public notary are hereby determined in accordance with the attached annex.

Article II

All transactions conducted by the public notary for those enjoying social security shall be exempt from fees.

Article III

The aforementioned Ministerial Decision 175/2016 is hereby repealed, as well as all that is contrary to this decision or in conflict with its provisions.

Article IV

This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Telecommunications Regulatory Authority: Decision 1152/2/3/2022-4 Issuing the Regulation Governing the Allocation of Telecommunications Numbers

Based on the Telecommunications Law promulgated by Royal Decree 30/2002,

the Executive Regulation of the Telecommunications Law issued by Decision 144/2008,

the Governance Regulation of the National Numbering Plan issued by Decision 22/2014,

the Regulation Governing the Allocation of Telecommunications Numbers issued by Decision 1/2018,

the approval of the Ministry of Finance,

and the approval of the Board of Directors of the Telecommunications Regulatory Authority,

and in pursuance of public interest,

it is hereby decided

Article I

The provisions of the attached regulation shall apply in regard to the governance of the allocation of telecommunications numbers.

Article II

The aforementioned Regulation Governing the Allocation of Telecommunications Numbers is hereby repealed, as well as all that is contrary to the attached regulation or in conflict with its provisions.

Article III

This decision shall be published in the Official Gazette, and comes into force after the lapse of 6 (six) months from the date of its publication.

Royal Decree 91/2022 Determining the Competences of the Ministry of Finance and Adopting Its Organisational Structure

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 39/96 Determining the Competences of the Ministry of Finance and Adopting Its Organisational Structure,

the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and Royal Decree 108/2020 Abolishing Some Specialised Councils,

and in pursuance of public interest,

have decreed as follows

Article I

The competences of the Ministry of Finance are hereby determined in accordance with the attached Annex 1.

Article II

The organisational structure of the Ministry of Finance is hereby adopted in accordance with the attached Annex 2.

Article III

The aforementioned Royal Decree 39/96 is hereby repealed, as well as all that is contrary to this decree, or in conflict with its provisions.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Tender Board: Decision 104/2022 Issuing the Governance Regulation for the Classification and Registration of Suppliers, Contractors, and Consultancy Offices

Based on the Tender Law promulgated by Royal Decree 36/2008,

The General Conditions Regulation for the Classification and Registration of Omani and Foreign Contractors and Consultancy Offices issued by Decision 2/91,

and Decision 92/2019 Determining the Price of Tender Documents and the Fees for Registration and Renewal of Companies and Establishments with the Tender Board,

and the approval of the Tender Board,

and in pursuance of public interest,

it is hereby decided

Article I

The provisions of the attached governance regulation shall apply to the classification and registration of suppliers, contractors, and consultancy offices.

Article II

Suppliers, contractors, and consultancy offices shall rectify their status in accordance with the provisions of the attached governance regulation within 6 (six) months from the date of its entry into force.

Article III

The aforementioned decision 2/91 is hereby repealed, as well as all that is contrary to the attached regulation or in conflict with its provisions.

Article IV

This decision shall be published in the Official Gazette, and comes into force after the lapse of 6 (six) months from the date of its publication.

Royal Decree 90/2022 Reinstating Omani Nationality

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Omani Nationality Law promulgated by Royal Decree 38/2014,

and in pursuance of public interest,

have decreed as follows

Article I

Omani nationality is hereby reinstated to those named in the attached list.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 89/2022 Ratifying the Cooperation Agreement between the Government of the Sultanate of Oman and the Government of the Kingdom of Bahrain in the Field of Security

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Cooperation Agreement between the Government of the Sultanate of Oman and the Government of the Kingdom of Bahrain in the Field of Security signed in the city of Manama on 24 October 2022,

and in pursuance of public interest,

have decreed as follows

Article I

The aforementioned agreement is hereby ratified in the form attached.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Ministry of Justice and Legal Affairs: Ministerial Decision 122/2022 Determining the Fees for Registration of Experts

Based on Royal Decree 88/2020 Merging the Ministry of Justice and the Ministry of Legal Affairs into One Ministry Named the Ministry of Justice and Legal Affairs, Determining Its Competences, and Adopting Its Organisational Structure,

Ministerial Decision 177/2016 regarding Imposing a Fee for Registration in the Schedule of Experts,

and the Regulation Governing Expert Undertakings issued by Royal Decree 52/2022,

and the approval of the Ministry of Finance,

and in pursuance of public interest,

it is hereby decided

Article I

The registration fees in the register of experts and the schedule of bankruptcy experts, obtaining official extracts from them, and the issuance of the expert card are hereby determined in accordance with the annex attached to this decision.

Article II

The fees due in accordance with this decision shall be collected upon submission of the application through the electronic collection system.

Article III

The application for renewal of the registration in the register of experts and the schedule of bankruptcy experts shall be submitted on the day following the date of the expiry of the registration. In the case of delay, a fine of 20 (twenty) Rial Omani shall be imposed for each month. The registration shall be canceled if it is not renewed within 6 (six) months for Omani experts and houses of expertise and 3 (three) months for non-Omani experts. For re-registration the procedures stipulated in the aforementioned Regulation Governing Expert Undertakings must be followed, along with payment of the fines resulting from this.

Article IV

The aforementioned Ministerial Decision 177/2016 is hereby repealed, as well as all that is contrary to this decision or in conflict with its provisions.

Article V

This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

after perusal of the Basic Statute of the State,

the Judicial Authority Law promulgated by Royal Decree 90/99,

the Public Prosecution Law promulgated by Royal Decree 92/99,

the Criminal Procedure Law promulgated by Royal Decree 97/99,

the Military Judiciary Law promulgated by Royal Decree 110/2011,

and the Penal Law promulgated by Royal Decree 7/2018,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Military Judiciary Law shall apply.

Article II

The aforementioned Military Judiciary Law is hereby repealed, as well as all that is contrary to the attached law, or in conflict with its provisions.

Article III

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.
