National Centre for Statistics and Information: Decision 103/2022 Issuing the National Data Strategy

Arabic

Based on the National Records and Archives Law promulgated by Royal Decree 60/2007,

the Law on the Classification of State Records and the Governance of Protected Places promulgated by Royal Decree 118/2011,

Royal Decree 31/2012 Establishing the National Centre for Statistics and Information,

Royal Decree 40/2014 Issuing the System of the National Centre for Statistics and Information,

and the Statistics and Information Law promulgated by Royal Decree 55/2019,

and the approval of the Council of Ministers,

and in pursuance of public interest,

it is hereby decided

Article I

The attached National Data Strategy shall apply.

Article II

All that is contrary to the attached strategy, or in conflict with its provisions, is hereby repealed.

Article III

This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Telecommunications Regulatory Authority: Decision 108/2022 Issuing the Regulation of Telecommunication Services Quality

Based on the Telecommunications Law promulgated by Royal Decree 30/2002,

the Executive Regulation of the Telecommunications Law issued by Decision 144/2008,

the Regulation on the Service Quality Requirements That the Licensee Shall Provide issued by Decision 28/2016,

and the approval of the Board of Directors of the Telecommunications Regulatory Authority,

and in pursuance of public interest,

it is hereby decided

Article I

The provisions of the attached regulation shall apply in regard to the quality of telecommunications services.

Article II

The aforementioned Regulation on the Service Quality Requirements That the Licensee Shall Provide is hereby repealed, as well as all that is contrary to the attached regulation or in conflict with its provisions.

Article III

This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

it is hereby decided

Article I

Non-Omani manpower is prohibited from practising the professions mentioned in the annex attached to this decision.

Article II

The licences for the recruitment of non-Omani manpower and the licences for the practice of work issued for the professions set out in the annex attached to this decision shall be valid until their expiry date.

Article III

The aforementioned Ministerial Decisions 125/94, 79/2008, 445/2009, 444/2010, 618/2013, 31/2015, 533/2018, 221/2019, 47/2020, 182/2020, 3/2021, 8/2021, 9/2021, and 20/2021 are hereby repealed, as well as all that is contrary to this decision and the attached annex, or in conflict with their provisions.

Article IV

This decision shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 57/2022 Reorganising the Oman Human Rights Commission

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 124/2008 Establishing the Oman Human Rights Commission and Determining Its Competences,

and Royal Decree 20/2022 Extending the Membership of the Members of the Oman Human Rights Commission,

and in pursuance of public interest,

have decreed as follows

Article I

A national commission for human rights is hereby established named the “Oman Human Rights Commission”. It shall have legal personality and its headquarters shall be in the Governorate of Muscat. The commission may establish branches of it in other governorates.

Article II

The provisions of the attached system shall apply in regard to the Oman Human Rights Commission.

Article III

The membership of the Oman Human Rights Commission shall continue until it is recomposed in a manner compliant with the attached system.

Article IV

The aforementioned Royal Decree 124/2008 is hereby repealed, as well as all that is contrary to this decree and the attached system, or is in conflict with their provisions.

Article V

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Royal Decree 56/2022 Promulgating the System of the Oman Chamber of Commerce and Industry

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Law of the Commercial Register promulgated by Royal Decree 3/74,

the Commercial Agencies Law promulgated by Royal Decree 26/77,

the Commercial Law promulgated by Royal Decree 55/90,

the Capital Market Law promulgated by Royal Decree 80/98,

and the System of the Oman Chamber of Commerce and Industry promulgated by Royal Decree 45/2017,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached system shall apply in regard to the Oman Chamber of Commerce and Industry.

Article II

The Chairman of the Board of the Oman Chamber of Commerce and Industry shall issue the executive regulation of the attached system, within a period not exceeding one year from the date of its entry into force, and he shall also issue the financial, administrative, and other regulations and decisions necessary to implement the provisions of the attached system, provided that the executive regulation is published in the Official Gazette. Until such regulations and decisions are issued, the existing regulations and decisions shall continue to operate to the degree that they do not contradict with the provisions of the attached system.

Article III

The aforementioned System of the Oman Chamber of Commerce and Industry promulgated by Royal Decree 45/2017 is hereby repealed, as well as all that is contrary to the attached system or is in conflict with its provisions.

Article IV

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.

Based on Royal Decree 35/2014 Establishing the College of Sharia Sciences and Promulgating Its System, the Internal Regulation of the College of Sharia Sciences issued by Decision 35/2018,

and the approval of the Board of Trustees of the College of Sharia Sciences,

it is hereby decided

Article I

The provisions of the attached Scientific Research Regulation of the College of Sharia Sciences shall apply.

Article II

All that is contrary to the attached regulation, or in conflict with its provisions, is hereby repealed.

Article III

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Omani Nationality Law promulgated by Royal Decree 38/2014,

and in pursuance of public interest,

have decreed as follows

Article I

Omani nationality is hereby reinstated to those named in the attached list.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 54/2022 Establishing the Natural National Park Reserve in the Governorate of Musandam

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Natural Reserves and Wildlife Conservation Law promulgated by Royal Decree 6/2003,

and in pursuance of public interest,

have decreed as follows

Article I

A natural reserve named the “Natural National Park Reserve in the Governorate of Musandam” is hereby established, and the area, of which the dimensions are specified in the attached annex and map, is hereby designated to it.

Article II

The President of the Environment Authority shall issue the regulations and decisions for implementing this decree after the approval of the Governor of Musandam, provided they include the manner for managing the reserve, rules governing public entry, prescribed fees, timing of visits, permitted activities, banned activities, and appropriate administrative penalties in each case.

Article III

This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.
