COVID-19 Supreme Committee Decision of 10 February 2021

Statement of the Supreme Committee

The Supreme Committee followed up with deep concern the recent development of COVID-19 pandemic and its successive waves in many countries of the world, accompanied by the worrying emergence of new strains of the virus. And within the efforts to deter the sharp rise in number of infections caused by this dangerous contagion, the committee has examined the results of the epidemiological investigation on the factors stimulating the transmission of the pandemic, notably the non-compliance with precautions set out earlier by the competent authorities, particularly to avoid planning and holding social events, adhering to quarantine regulations and wearing face masks, and the failure of some institutions to comply with preventive measures. And based on the recommendation of the competent technical team, the Supreme Committee has decided the following:

– Continue to keep the Sultanate’s land borders closed until further notice, except o for truck traffic, and allowing citizens abroad to return in a ten-day time period from the time of publishing this statement until 12: 00 am on Sunday, February 21, 2021. All individuals will not be able to pass the land boarders again until they are reopened, and citizens who cross the land boarders back to the Sultanate are required to undergo institutional quarantine at their own expense, plus other procedures imposed on arrivals.

– Impose a mandatory institutional quarantine for all arrivals to the Sultanate o through land, sea and air borders at their own expense; as many have failed to adhere to the required preventive precautions.

– Close business activities in Ash’ Sharqiyah North Governorate from o 7: 00 pm to 6: 00 am effective Friday, 12 February 2021, for a fourteen-day period.

– Shut down beaches and public parks across the country, starting o from Thursday 11 February 2021 for two weeks long, and the emphasis on the need to stop all gatherings in rest houses, gardens, winter and desert camps. The committee also urges all to avoid family gatherings at homes or in other private places.

– Reduce customer waiting halls in government and private halls, o commercial centres, shops, markets, restaurants, cafés, shisha cafés and sport halls to operate only at 50% of their capacity, effective Friday morning 12 February 2021 until further notice.

– Allow owners of small and medium enterprises to defer payment of loans due in al Raffd Fund (Previously) for the beneficiaries from January 1st, 2021 until the end of June 2021 as an attempt to reduce the financial constraints and economic impacts of COVID-19 which have affected the growth of these enterprises. The Committee has also decided to provide facilitation to the beneficiaries of SANAD Programme and the Livelihood Resource Project (previously) to be announced by the competent authority later.

As many countries are tightening travel restrictions and measures, the Supreme Committee urges all citizens and residents to avoid travel in the coming period unless absolutely necessary, and recommends minimizing official missions and foreign participations.

The Supreme Committee stresses that it is in a systematic and constant follow-up to the developments of this pandemic locally and globally, and that other competent authorities shall continue to punish the violators of the decisions which are taken to protect the public, including the publication of the names and photos of violators in media, and to shut down any institution found operating contrary to the required requirements with their names and info announced in media.

and the Omani Nationality Law promulgated by Royal Decree 38/2014,

and in pursuance of public interest,

have decreed as follows

Article I

Omani nationality is hereby granted to those named in the attached list.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, the Oil and Gas Law promulgated by Royal Decree 8/2011, Royal Decree 72/2014 Approving the Petroleum Agreement between the Government of the Sultanate of Oman, Medco Arabia Ltd, and Intaj LLC for Block 56, Royal Decree 12/2019 Approving the Assignment by Medco Arabia Ltd of a Third of Its Rights and Obligations in the Petroleum Agreement Signed on 20 November 2014 for Block 56 to Biyaq Oilfield Services LLC, Royal Decree 35/2020 Approving the Assignment by Biyaq Oilfield Services LLC of 20% of Its Rights and Obligations in the Petroleum Agreement Signed on 20 November 2014 for Block 56 to Tethys Oil Oman Onshore Limited, and the Assignment by Intaj LLC of 20% of Its Rights and Obligations in this Agreement to Biyaq Oilfield Services LLC, and the collection of documents upon which Medco Arabia Ltd assigned 45% of its rights and obligations in the petroleum agreement signed on 20 November 2014 for Block 56 to Tethys Oil Oman Onshore Limited, which accepts this assignment, and in pursuance of public interest,

have decreed as follows

Article I

The assignment by Medco Arabia Ltd of 45% of its rights and obligations in the petroleum agreement signed on 20 November 2014 for Block 56 to Tethys Oil Oman Onshore Limited is hereby approved. The final shares of the parties to the agreement are hereby as follows:

65% for Tethys Oil Oman Onshore Limited

25% for Biyaq Oilfield Services LLC

5% for Medco Arabia Ltd

5% for Intaj LLC

Article II

Statement of the Supreme Committee

The Supreme Committee dealing with COVID-19 pandemic has reviewed the report of the technical team tasked to follow up the recent developments of the pandemic & its new strains in the Sultanate, and the worrying increase of cases and ICU hospitalized patients. Accordingly, to halt further spread of the pandemic and to protect the healthcare system, the committee decided to:

– Keep the Sultanate’s land boarders closed until further notice.

– Allow citizens abroad to enter the Sultanate through land boarders, provided to adhere to a seven-day institutional isolation, plus other procedures imposed upon arriving through else boarders.

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the System of Pensions and Gratuity for Employees of Royal Guard of Oman issued by Royal Decree 49/98,

the Law of Pensions and End of Service Gratuity for Employees of the Royal Oman Police and the Royal Oman Police Pension Fund Regulation promulgated by Royal Decree 2/2000,

the Law of Pensions and End of Service Gratuity for Employees of the Ministry of Defence and the Sultan of Oman's Armed Forces promulgated by Royal Decree 3/2002,

Royal Decree 5/2006 regarding the Application of the Unified System to Extend Insurance Protection for Citizens of the States of the Cooperation Council for the Arab States of the Gulf Working in Other than Their State,

and the decision of the Supreme Council of the Cooperation Council for the Arab States of the Gulf in its 31st (thirty-first) session in the Abu Dhabi Summit in December 2010 regarding the approval of the draft the unified system to extend insurance protection for military personnel that are nationals of the States of the Cooperation Council for the Arab States of the Gulf working in a member state of the council other than their state.

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached unified system to extend insurance protection for military personnel that are nationals of the States of the Cooperation Council for the Arab States of the Gulf working in a member state of the council other than their state shall apply by taking into account the following:

1. The provisions of the aforementioned Law of Pensions and End of Service Gratuity for Employees of the Ministry of Defence and the Sultan of Oman's Armed Forces shall apply to Omani military personnel working in one of the military units in the State of the Cooperation Council for the Arab States of the Gulf, subject to the military retirement systems in the council states, those who do not get pension from the Sultanate.

2. The wage cap subject to participation shall be in accordance with the starting salary of the corresponding rank in accordance with the system in force in the Ministry of Defence in the Sultanate. The entitlement of those subject to the attached system is limited to the pension, and the pension is calculated at the rate of 2.5% of the monthly average of the salary subject to participation within the last 5 (five) years of the service period multiplied by the number of years of service and a maximum of 80% of the average salary subject to participation.

3. The family of the deceased retired, in accordance with the provisions of the attached system, shall be entitled to a death grant in an amount of 1,000 (one thousand Omani Rial.)

Article II

The Ministry of Finance shall pay the difference in contributions between the contribution of the state stipulated in the aforementioned Law of Pensions and End of Service Gratuity for Employees of the Ministry of Defence, and military retirement laws and systems in the host state of work.

Article III

All military and security bodies that apply to their workers the provisions of the aforementioned Law of Pensions and End of Service Gratuity for Employees of the Ministry of Defence and the Sultan of Oman's Armed Forces, or any other military pension law shall register their workers that are nationals of the States of the Cooperation Council for the Arab States of the Gulf, and shall pay the assessed contributions, in accordance with the attached system.

Article IV

The Deputy Prime Minister for Defence Affairs shall issue the necessary regulations and decisions for implementing the attached system.

Article V

All that is contrary to this decree and the attached system, or in conflict with their provisions, is hereby repealed.

Article VI

This decree shall be published in the Official Gazette, and comes into force on 1 June 2011.
