We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Omani Nationality Law promulgated by Royal Decree 38/2014,

and in pursuance of public interest,

have decreed as follows

Article I

Omani nationality is hereby granted to those named in the attached lists.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 29/2021 Approving the Transfer by BP Exploration (Epsilon) Limited of 20% of Its Rights and Obligations in the Amended Petroleum Agreement Signed on 8 November 2016 for Block 61 to PTTEP MENA Limited

Arabic We, Haitham bin Tarik, the Sultan of Oman after perusal of the Basic Statute of the State, the Oil and Gas Law promulgated by Royal Decree 8/2011, Royal Decree 17/2007 Approving the Petroleum Agreement between the Government of the Sultanate of Oman and British Petroleum (BP Amoco Exploration Epsilon Limited) for Block 61, Royal Decree 11/2014 Approving the Amended Petroleum Agreement between the Government of the Sultanate of Oman and British Petroleum (BP Exploration Epsilon Limited) for Block 61, Royal Decree 14/2017 Approving the Amended Petroleum Agreement between the Government of the Sultanate of Oman, BP Exploration Epsilon Limited, and Makarim Gas Development LLC for Block 61, Royal Decree 44/2018 Approving the Assignment by Makarim Gas Development LLC of 10% of Its Rights and Obligations in the Amended Petroleum Agreement Signed on 8 November 2016 for Block 61 to PC Oman Ventures Limited, and the collection of documents by which BP Exploration (Epsilon) Limited assigned 20% of its rights and obligations in the amended petroleum agreement signed on 8 November 2016 for Block 61 to PTTEP MENA Limited, which accepts this assignment, and in pursuance of public interest,

have decreed as follows 

Article I 

The assignment by BP Exploration (Epsilon) Limited of 20% of its rights and obligations in the amended petroleum agreement signed on 8 November 2016 for Block 61 to PTTEP MENA Limited is hereby approved. The final shares of the parties to the agreement shall be as follows:

– 40% for BP Exploration Epsilon Limited.

– 30% for Makarim Gas Development LLC.

– 20% for PTTEP MENA Limited.

– 10% for PC Oman Ventures Limited.

Article II 

This decree must be published in the Official Gazette, and comes into force on the date of its issuance. Issued on: 9 Sha’ban 1442 Corresponding to: 23 March 2021

COVID-19 Supreme Committee Decision of 17 March 2021

Statement of the Supreme Committee

Within its continuous sessions held to follow up the recent developments of COVID-19 in the Sultanate, the Supreme Committee has seen the presentation of the technical health team on the epidemiological status of the novel Coronavirus in Oman, with its worrying increase of cases and mortalities, and the factors leading to this concern, particularly family and social gatherings, together with travel-related reasons. Hence, to halt further spread of the pandemic, and to guard the capacity of local healthcare system, the Supreme Committee has decided the following:

– To ban direct flights from the United Kingdom, excluding air freight, and prohibit the entry of travelers who have been in or transited through the United Kingdom in the previous 14 days, effective 12 pm Friday, March 19th, 2021 until further notice, excluding Omani citizens.

– To reduce the number of employees in workplaces in units of the administrative apparatus of the state and other public legal persons to 70% only, starting from Sunday, March 21st to April 1st 2021. The Committee therefore urges all units to adhere to the preventive measures and monitor compliance with them.

– To extend implementation of the closure imposed on all business activities in the Sultanate that is currently applicable from 8 pm to 5 am until April 3rd 2021, except for petrol stations, private health facilities and pharmacies, tire shops at petrol stations, good transport with loading and unloading, operation of factories without receiving customers, home delivery, drive-thru of restaurants, cafés, mobile cafés and authorized mobile vendors, and eventually hotel restaurants to their guests only.

– To activate volunteering across the Sultanate, in coordination with their excellencies the Walis.

– To allow the exercise of individual sports at beaches, while prohibiting any gatherings therein.

The Committee eventually calls on all to abide by these measures, and to avoid gatherings at homes or farm chalets for whatever occasion. The committee also urges public and private bodies to set their mechanism to enforce these regulations, and not to tolerate non-compliance of violators, and to impose penalties against them.
