COVID-19 Supreme Committee Decision of 12 January 2022

Statement of the Supreme Committee

Within its continuous sessions held to introduce measures to halt further spread of Covid-19 in the Sultanate, the Supreme Committee has reviewed the reports on the epidemiological situation of the pandemic locally and globally, and the progression of the illness as showed by the epidemic curve in the Sultanate, together with the evidence indicating the existence of Omicron variant, which has caused a rise of cases and hospitalised patients.

Further data from primary healthcare centres denote the prevalence of respiratory infections in all governorates, prominently among children 5 to 12 years due to the wide and rapid spread of respiratory infections in general, including Covid-19 among this unvaccinated group.

Therefore, intending to protect the local community from this pandemic, and to safeguard the capability of the healthcare system, the Supreme Committee decided to shift education for the first cycle classes in all schools in the Sultanate to distance learning, for a period of four weeks, starting from Sunday, January 16, 2022.

The Supreme Committee still stresses the need to abide by the precautions and urges establishments which were allowed to carry out their activities not to exceed 50% of their capacity, and to verify vaccination of visitors and commitment to preventive measures such as; wearing face masks and practicing social distancing, especially in activities that require gathering of people, as in commercial centres, exhibitions, conferences, event halls, and sport facilities.

Royal Decree 2/2022 Establishing the Royal Academy of Management, Determining Its Competences, and Adopting Its Organisational Structure

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 42/90 Reorganising the Institute of Public Administration,

the System of the Institute of Public Administration promulgated by Royal Decree 28/2016,

and the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,

and in pursuance of public interest,

have decreed as follows

Article I

An academy named the “Royal Academy of Management” is hereby established. It shall have legal personality, and shall enjoy financial and administrative independence.

Article II

The Royal Academy of Management shall be under the royal patronage of His Majesty the Sultan.

Article III

The headquarters of the Royal Academy of Management shall be in the Governorate of Muscat, and branches of it may be established in the other governorates by a decision by the board of trustees of the academy.

Article IV

The competences of the Royal Academy of Management are hereby determined in accordance with the attached annex 1.

Article V

The organisational structure of the Royal Academy of Management is hereby adopted in accordance with the attached annex 2.

Article VI

In exception to the provisions of the aforementioned System of the Administrative Apparatus of the State, the Royal Academy of Management shall have a board of trustees chaired by the Minister of the Diwan of Royal Court. Its members and the duration of their membership shall be determined by a decision by the Council of Ministers.

The board of trustees shall have the same authorities prescribed to the boards of directors of public authorities stipulated in the aforementioned System of the Administrative Apparatus of the State.

Article VII

The Royal Academy of Management shall have a president with the special grade appointed by royal decree. He shall have the authorities of the head of the unit stipulated in laws and royal decrees, and shall attend all the meetings of the board of trustees without having a counted vote in the manner stipulated in the aforementioned System of the Administrative Apparatus of the State.

Article VIII

All allocations, assets, rights, obligations, and holdings of the Institute of Public Administration and the Institute of Capability Development in the Diwan of Royal Court are hereby transferred to the Royal Academy of Management.

Article IX

The employees of the Institute of Public Administration and the Institute of Capability Development in the Diwan of Royal Court are hereby transferred to the Royal Academy of Management with their same financial grades.

Article X

The Chairman of the Board of Trustees of the Royal Academy of Management shall issue the necessary regulations and decisions for implementing the provisions of this decree, and until they are issued, the provisions of the regulations and decisions in force continue to operate to the degree that they do not contradict with the provisions of this decree.

Article XI

The Institute of Public Administration and the Institute of Capability Development in the Diwan of Royal Court are hereby abolished, and all that is contrary to this decree or in conflict with its provisions is hereby repealed.

Article XII

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Arabic Based on the Insurance Companies Law promulgated by Royal Decree 12/79, the Vehicle Insurance Law promulgated by Royal Decree 34/94, Royal Decree 90/2004 Transferring the Competences of Insurance from the Ministry of Commerce and Industry to the Capital Market Authority, the Executive Regulation of the Insurance Companies Law issued by Ministerial Decision 5/80, Decision E/31/2007 on the Regulation of the Requirements for Licensing the Practise of Insurance Works, the decision to renew the license registration of AXA Insurance Company (Gulf) BSC (Closed) to practise the activities of general insurance and life and savings insurance E/85/2021, and to the letter from the office of Said Al-Shahry and Partners  for Advocacy and Legal Consultancy, dated 29 December 2021, Requesting the Amendment of the Name of AXA Insurance Company (Gulf) BSC (Closed) to Gulf Insurance Group (Gulf) BSC Closed (Sultanate of Oman Branch),

and in pursuance of public interest,

it is hereby decided

Article I

The name of “AXA Insurance Company (Gulf) BSC (Closed)”, mentioned in the aforementioned Decision E/85/2021, is hereby amended to “Gulf Insurance Group (Gulf) BSC Closed (Sultanate of Oman Branch)” as of the date of issuance of this decision.

Article II

Royal Decree 1/2022 Ratifying the General Budget of the State for Fiscal Year 2022

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Financial Law promulgated by Royal Decree 47/98,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The General Budget of the State for Fiscal Year 2022 is hereby ratified in accordance with the attached schedules.

Article II

All units of the administrative apparatus of the state and other public legal persons shall implement the provisions of this decree each within its competence.

Article III

This decree shall be published in the Official Gazette, and comes into force on 1 January 2022.

Based on the Commercial Companies Law promulgated by Royal Decree 18/2019,

Article I

Public joint stock companies shall deduct a percentage of not less than 20% (twenty percent) from their budget allocated for social responsibility programmes for the benefit of Oman Charitable Organisation.

Article II

This decision must be published in the Official Gazette, and comes into force on the day following the date of its publication.
