after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

and the Arabic text of the Convention on International Civil Aviation (Chicago Convention 1944),

and in pursuance of public interest,

have decreed as follows

Article I

The mentioned Arabic text of the Convention on International Civil Aviation (Chicago Convention 1944) is hereby ratified.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

Royal Decree 71/96 Amending the Civil Service Law

Arabic We, Qaboos bin Said, the Sultan of Oman after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments, Royal Decree 8/80 Issuing the Civil Service Law and its amendments, and Royal Decree 52/84 Issuing the Executive Regulation of the Civil Service Law and its amendments, and in pursuance of public interest,

have decreed as follows

Article I

The text of article 4 of the mentioned Civil Service Law is hereby replaced with the following text:

Article 4

Without prejudice to the provisions of Article 3 of Royal Decree 52/84 Issuing the Executive Regulation of the Civil Service Law, the Chairman of the Civil Service Council shall issue the regulations implementing the provisions of this law and its amendments.

Article II

A new article numbered 61bis is hereby added to the mentioned Civil Service Law with the following text:

Article 61bis

When an employee is granted special leave without pay to accompany his husband or wife, his job must be reserved for him, and it is permitted to fill it temporarily by appointment or secondment without promotion if the period of leave is not less than a year, provided that it is vacated upon his return.

Article III

Royal Decree 66/96 Amending the Traffic Law

We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

and Royal Decree 28/93 Issuing the Traffic Law,

and in pursuance of public interest,

have decreed as follows

Article I

A new article numbered 51bis is hereby added to the mentioned Traffic Law issued by Royal Decree 28/93 with the following text:

Article 51bis

Without prejudice to any punishment more severe in any other law, whoever leaves animals on the road in a situation that endangers the life or property of others, or disrupts or impedes traffic, must be punished by imprisonment from ten days to thirty days and a fine not exceeding two hundred and fifty Rial Omani, or one of those two punishments.

Without prejudice to the right of the concerned parties to compensation for the damage caused by the animal left on the road, the right of the owner of the animal to compensation for the death or injury of the animal due to road accidents is forfeited unless it is proven that the accident was caused by the fault, negligence, or carelessness of the driver of the vehicle, and that the keeper of the animal took all precautions to prevent the accident. In this case, the compensation must be in accordance with the principles determined by a decision issued by the Inspector General of Police in coordination with the competent entities.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its publication.

Article II

Competent entities shall deposit the instruments of accession to the convention with the Secretary General of the United Nations in accordance with its provisions.

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.

and the petroleum agreement between the Government of the Sultanate of Oman and ARCO International Oil and Gas Company and Partex (Oman) Corporation signed on 6 Safar 1417 corresponding to 22 June 1996 between the Minister of Oil and Minerals on behalf of the Government of the Sultanate and the mentioned companies,

and in pursuance of public interest,

have decreed as follows

Article I

The mentioned petroleum agreement signed on 22 June 1996 between the Government of the Sultanate and ARCO International Oil and Gas Company and Partex (Oman) Corporation is hereby approved.

Article II

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.
