Royal Decree 46/95 Issuing the System for the Handling and Use of Chemicals

We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

Royal Decree 82/77 Regarding the Use and Circulation of Explosive Materials in the Sultanate and its amendments,

Royal Decree 10/82 Issuing the Law on Environmental Protection and Pollution Control and its amendments,

and Royal Decree 76/91 Issuing the Civil Defence Law,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached system for the circulation and use of chemicals shall apply.

Article II

The Minister of Regional Municipalities and Environment shall issue the necessary regulations and decisions to implement this system.

Article III

Governmental and non-governmental bodies and individuals who are subject to the provisions of this system shall rectify their status in accordance with its provisions within a period not exceeding one year from the date it comes into force. The Minister of Regional Municipalities and Environment may extend this period by no more than an additional year if necessity so requires.

Article IV

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article V

This decree shall be published in the Official Gazette, and comes into force from the date of its publication.

Royal Decree 45/95 Amending the Law of the Customs Statute

Arabic We, Qaboos bin Said, the Sultan of Oman after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments, and Royal Decree 22/78 Issuing the Law of the Customs Statute and its amendments, and in pursuance of public interest,

have decreed as follows

Article I

A new article numbered 156 is hereby added to the mentioned Law of the Customs Statute issued by Royal Decree 22/78 with the following text:

Article 156 Facilitating the procedures for the release of goods

The Directorate General of Customs has the authority to release goods of all kinds in ports, airports, and all ports of the Sultanate, and the administrative and financial authorities and powers legally vested in the entities related to the goods concerned must be transferred to it, without prejudice to the technical powers of these entities in accordance with the laws and regulations governing this.

Article II

The officers of the entities related to the goods in question working in ports, airports, and all ports of the Sultanate are hereby transferred to the Directorate General of Customs, and coordination must be made with these entities and the Ministry of Finance and Economy to implement this.

Article III

have decreed as follows

Article I

The text of article 2(5) of the mentioned Royal Decree 70/94 is hereby replaced with the following text:

5. Director General of Budget and Accounts at the Ministry of Finance and Economy.

Article II

This decree must be published in the Official Gazette, and comes into force on 1 July 1995.

Ambassador Abdullah bin Mohammed bin Aqeel Al-Dhahab, Our ambassador to the United States of America, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to Canada, the Federative Republic of Brazil, the Republic of Argentina, and the Republic of Bolivia.

Royal Decree 40/95 Reinstating Omani Nationality

We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

and Royal Decree 3/83 on the Law Governing Omani Nationality and its amendments,

and in pursuance of public interest,

have decreed as follows

Article I

Omani nationality is hereby reinstated to those named in the attached list, from the date stated next to each name.

Article II

This decree must be published in the Official Gazette.

Royal Decree 37/95 Granting the Concession for the Establishment, Management, and Operation of the Wastewater Network in the Governorate of Muscat

We, Qaboos bin Said, the Sultan of Oman

after perusal of Royal Decree 26/75 Issuing the Law Governing the Administrative Apparatus of the State and its amendments,

the Commercial Companies Law 4/74 and its amendments,

and Royal Decree 8/92 Issuing the Muscat Municipality Law,

and in pursuance of public interest,

have decreed as follows

Article I

Two public joint stock companies are hereby established in accordance with the provisions of the Commercial Companies Law, each of which shall offer at least 49% of its shares for public subscription.

Article II

Each of the two companies referred to in the previous article is hereby granted the concession for the establishment, management, and operation of the wastewater network in the Governorate of Muscat in the areas and under the conditions and controls stipulated in the concession agreement signed between the government and each of these two companies.

Article III

The Muscat Municipality shall undertake the necessary measures to ensure that the owners of existing and new buildings and facilities in the areas where the two companies provide wastewater services in the Governorate of Muscat connect their buildings and facilities to the public sewage network in their areas.

Article IV

The Muscat Municipality shall, in coordination with the competent government entities, settle the status of the existing treatment plants at the time of the issuance of this decree.

Article V

The Muscat Municipality shall issue the necessary local regulations and orders to implement this decree.

Article VI

This decree must be published in the Official Gazette, and comes into force from the date of its issuance.
