Royal Decree 32/2026 Approving the Accession of the Sultanate of Oman to the Convention Against Discrimination in Education

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Convention Against Discrimination in Education signed in the city of Paris on 15 December 1960,

and in pursuance of public interest,

have decreed as follows

Article I

The accession of the Sultanate of Oman to the Convention Against Discrimination in Education is hereby approved in the form attached.

Article II

Competent entities shall deposit the instrument of accession for the mentioned convention in accordance with its provisions.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 31/2026 Regarding the Civil Defence and Ambulance Authority

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 3/2013 Establishing the Civil Defence and Ambulance Authority,

and the System of the Civil Defence and Ambulance Authority issued by Royal Decree 68/2014,

and in pursuance of public interest,

have decreed as follows

Article I

The text of article I of the mentioned Royal Decree 3/2013 is hereby replaced with the following text:

An authority named the “Civil Defence and Ambulance Authority” is hereby established. It enjoys legal personality and financial and administrative independence.

Article II

The attached amendments are hereby made to the mentioned System of the Civil Defence and Ambulance Authority.

Article III

The President of the Civil Defence and Ambulance Authority shall, after the approval of the board of directors of the authority, issue the necessary regulations and decisions for implementing the provisions of the System of the Civil Defence and Ambulance Authority within a period not exceeding 6 (six) months from the date of entry into force of this decree, and until they are issued, the existing regulations and decisions continue to operate to the degree that they do not contradict with its provisions.

Article IV

Article II of the mentioned Royal Decree 68/2014 is hereby repealed, as well as all that is contrary to this decree and the attached amendments or in conflict with their provisions.

Article V

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.

and the Comprehensive Economic Partnership Agreement between the Government of the Sultanate of Oman and the Government of the Republic of India signed in the city of Muscat on 18 December 2025,

have decreed as follows

The mentioned agreement is hereby ratified in the form attached.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Ambassador Thamer bin Fayez bin Khalfan Al-Alawi, Our ambassador to the Kingdom of Spain, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to the Principality of Andorra.

Royal Decree 28/2026 Amending Some Provisions of the Common Customs Law of the Cooperation Council for the Arab States of the Gulf

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

Royal Decree 67/2003 Implementing the Common Customs Law of the Cooperation Council for the Arab States of the Gulf,

and the decisions of the Financial and Economic Cooperation Committee of the States of the Cooperation Council for the Arab States of the Gulf at its meetings 112, 113, and 114,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The attached amendments to the mentioned Common Customs Law of the Cooperation Council for the Arab States of the Gulf are hereby implemented.

Article II

All that is contrary to the attached amendments, or in conflict with their provisions, is hereby repealed.

Article III

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.

after perusal of the Basic Statute of the State,

Royal Decree 97/2020 Amending the Name of the Ministry of Commerce and Industry to the Ministry of Commerce, Industry, and Investment Promotion, Determining Its Mandates, and Adopting Its Organisational Structure,

Royal Decree 61/2008 Issuing the Common Industrial Regulatory Law of the Cooperation Council for the Arab States of the Gulf,

and the decision of the Supreme Council of the Cooperation Council for the Arab States of the Gulf in its 43rd (forty-third) session held in Riyadh in December 2022 adopting the Common Industrial Regulatory Law of the Cooperation Council for the Arab States of the Gulf,

and after presentation to Majlis Oman,

and in pursuance of public interest,

have decreed as follows

Article I

The provisions of the attached Common Industrial Regulatory Law of the Cooperation Council for the Arab States of the Gulf hereby apply.

Article II

The mentioned Common Industrial Regulatory Law of the Cooperation Council for the Arab States of the Gulf is hereby repealed, as well as all that is contrary to the attached law, or in conflict with its provisions.

Article III

This royal decree must be published in the Official Gazette, and comes into force after the lapse of 30 (thirty) days from the date of its publication.

and Agreement No 1 to the Petroleum Agreement Between the Government of the Sultanate of Oman and each of Mazoon Petrogas (BVI) Limited and Mazoon Petroleum and Gas SAOC for Block 5 signed on 17 November 2025,

and in pursuance of public interest,

have decreed as follows

Article I

Agreement No 1 attached to the mentioned petroleum agreement is hereby approved.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.
