Royal Decree 104/2025 Making Appointments in the Diwan of Royal Court

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

the Law Concerning the System of the Officers of the Diwan of Royal Court issued by Royal Decree 97/97,

the Civil Service Law issued by Royal Decree 120/2004,

and Royal Decree 71/2021 Adopting the Organisational Structure of the Diwan of Royal Court,

and in pursuance of public interest,

have decreed as follows

Article I

His Highness Sayyid Loay bin Ghalib bin Khalid Al-Said is hereby appointed Secretary General of the Diwan of Royal Court with the special grade.

Article II

His Highness Sayyid Nadir bin Al-Julanda bin Majid Al-Said is hereby appointed an advisor in the Diwan of Royal Court with his same grade and financial allocations.

Article III

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Omani Nationality Law issued by Royal Decree 17/2025,

and in pursuance of public interest,

have decreed as follows

Article I

Omani nationality is hereby granted to:

– Yuri Alexei Nikolai Soloviev.

– Mikhail Yuri Alexei Nikolai Soloviev.

– Nicole Yuri Alexei Nikolai Soloviev.

– Anna Yuri Alexei Nikolai Soloviev.

They are authorised to dually hold Omani nationality and Russian nationality.

Article II

This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 96/2025 Establishing the Reserve of the Hallaniyat Islands Marine Buffer Zone in the Governorate of Dhofar

We, Haitham bin Tarik, the Sultan of Oman

after perusal of the Basic Statute of the State,

and the Nature Reserves and Wildlife Conservation Law issued by Royal Decree 6/2003,

and in pursuance of public interest,

have decreed as follows

Article I

A nature reserve named “Hallaniyat Islands Marine Buffer Zone in the Governorate of Dhofar” is hereby established, and the areas, the dimensions of which are specified in the attached annex and map, are hereby allocated to it.

Article II

The President of the Environment Authority shall issue the regulations and decisions for implementing this decree in coordination with the relevant entities, and they must include the mechanism for managing the reserve, rules governing public entry, prescribed fees, timing of visits, permitted activities and their controls, banned activities, and appropriate administrative penalties in each case.

Article III

This decree must be published in the Official Gazette, and comes into force on the day following the date of its publication.
