We, Qaboos bin Said, the Sultan of Oman

after perusal of the Law Governing the Administrative Apparatus of the State of 1975 and its amendments,

the Commercial Companies Law 4/74,

and based on the matters presented to Us by the Minister of Commerce and Industry after its review by the Diwan of Legislation,

have decreed as follows

Article 1

In exception to the provisions of article 132 of the Commercial Companies Law 4/74, the Minister of Commerce and Industry is hereby granted the right to appoint and dismiss the members of the board of directors representing the stake of the Sultanate in joint-stock companies whose primary purpose falls within the mandates of his ministry.

Article 2

This decree must be published in the Official Gazette, and comes into force on the date of its publication.

after perusal of the Law Governing the Administrative Apparatus of the State 26/75 and its amendments,

and based on the matters presented to Us by the Minister of Commerce and Industry after its review by the Diwan of Legislation,

have decreed as follows

Article 1

Paragraph 17 of the Mandates of the Ministry of Commerce and Industry provided in Annex A of the mentioned Law Governing the Administrative Apparatus of the State 26/75 is hereby repealed. The Office for the Boycott of Israel is also hereby abolished from the organisational structure of that ministry as provided in Annex B of the mentioned law.

Article 2

The mandates set out in article one are hereby transferred to the Directorate General of Customs.

Article 3

This decree must be published in the Official Gazette, and comes into force on the date of its publication.

the Media and Cultural Agreement Between the Sultanate of Oman and the Hashemite Kingdom of Jordan signed on 19 December 1976,

and based on the matters presented to Us by the Minister of Information and Culture after its review by the Diwan of Legislation,

have decreed as follows

Article 1

The mentioned Media and Cultural Agreement Between the Government of the Sultanate of Oman and the Government of the Hashemite Kingdom of Jordan is hereby ratified.

Article 2

This decree must be published in the Official Gazette, and is considered in force as of the date of its publication.

after perusal of the Commercial Companies Law 4/74,

and after perusal of the Foreign Capital Investment Decree 4/74,

and based on the matters presented to Us by the Council of Ministers after its review by the Diwan of Legislation,

have decreed as follows

Article 1

Foreign contracting companies operating in the Sultanate, except those that have obtained a special licence, are prohibited from carrying out the following works when undertaking projects entrusted to them, whether by the government and its departments or by citizens:

1. Constructing and establishing any residential project for the benefit for their employees and, when necessary, providing accommodation for them through rental.

2. If it is not possible to rent, the company may construct the necessary accommodation after obtaining permission from the Ministry of Commerce and Industry and in accordance with the conditions approved by the ministry, provided that these buildings remain the property of the landowner at the end of the project.

If the company continues with a new project after the completion of the first one and in the same location, the use of the accommodation must be through contractual lease.

3. Directly providing supplies for their workers and employees, provided that it obtains such supplies from local markets and imports them through specialised companies and Omani Citizens.

Article 2

All text that is contrary to or in conflict with the provisions of this decree is hereby repealed.

Article 3

This decree must be published in the Official Gazette, and comes into force on the date of its publication.

A directorate general named the “Directorate General of Administration and Services” is hereby established in the Governorate of the Capital.

and based on the matters presented by the Minister of State and Wali of Dhofar after its review by the Diwan of Legislation,

have decreed as follows

Article 1

A position with the grade of undersecretary of a ministry is hereby established, reporting to the Minister of State and Wali of Dhofar.

Article 2

Counsellor Yahya Mahfouz Al-Mandhari is hereby transferred from the Foreign Ministry, and appointed Deputy Wali of Dhofar with the grade of undersecretary of a ministry, and the administrative and financial affairs are assigned to him.

Article 3

Those concerned shall implement this decree on the date of its issuance, and it must be published in the Official Gazette.

Salim Shaban, Director General of the Directorate General of Agriculture, is hereby promoted to the grade of undersecretary and appointed Undersecretary of Technical Affairs in the Ministry of Agriculture, Fisheries, Oil, and Minerals.

Article 3
