We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Civil Service Law promulgated by Royal Decree 120/2004,

and in pursuance of public interest,

have decreed as follows

Article I

Hussein bin Ali bin Zahir Al-Hilali is hereby appointed an advisor in the Ministry of Legal Affairs with the special grade.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 72/2019 Appointing to Some Positions

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

the Civil Service Law promulgated by Royal Decree 120/2004,

and Royal Decree 114/2011 Approving the Administrative Division of the Sultanate and Governing the Work of Governors,

and in pursuance of public interest,

have decreed as follows

Article I

Sayyid Khalifa bin Al-Murdas bin Ahmed Al-Busaidi is hereby appointed Governor of Buraimi with the same grade and financial entitlements.

Article II

Dr Ahmed bin Mohsin bin Mohammed Al-Ghassani is hereby appointed Chairman of Dhofar Municipality with the special grade.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 69/2019 Appointing an Advisor in the Diwan of Royal Court

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and the Law concerning the Employee System of the Diwan of Royal Court promulgated by Royal Decree 97/97,

and in pursuance of public interest,

have decreed as follows

Article I

Engineer Muhsin bin Mohammed bin Ali Al-Sheikh is hereby appointed an advisor in the Diwan of Royal Court with the same rank and financial entitlements.

Article II

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 67/2019 Creating the Position of Minister of State and Governor of Musandam and Amending Royal Decree 114/2011 Approving the Administrative Division of the Sultanate and Governing the Work of Governors

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and Royal Decree 114/2011 Approving the Administrative Division of the Sultanate and Governing the Work of Governors,

and in pursuance of public interest,

have decreed as follows

Article I

A position named the “Minister of State and Governor of Musandam” is hereby created.

Article II

Office of the Minister of State and Governor of Musandam is hereby established. Its competences shall be issued, and its organisational structure shall be approved, by royal decree.

Article III

The texts of articles II and III of the aforementioned Royal Decree 114/2011 is hereby replaced with the following texts:

Article  II 

Appointment of a governor shall be by royal decree, and he shall be subject to the supervision of the Minister of  Interior in exercising his competences except for the Governors of Muscat, Dhofar, and Musandam.

Article III 

The competences of a governor shall be determined in accordance with the attached Annex 2, except the Governors of Muscat, Dhofar, and Musandam.

Article IV

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article V

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

Royal Decree 19/2008 Determining the Competences of the Ministry of Transport and Communications and Approving Its Organisational Structure,

and Royal Decree 63/2019 Establishing the Ministry of Technology and Communications,

and in pursuance of public interest,

have decreed as follows

Article I

The name of the Ministry of Transport and Communications is hereby amended to the Ministry of Transport.

Article II

All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.

Article III

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 68/2019 Amending the Ministerial Formation

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

and in pursuance of public interest,

have decreed as follows

Article I

Dr Ahmed bin Mohammed bin Salim Al-Futaisi is hereby appointed Minister of Transport.

Article II

Engineer Azza bint Sulaiman bin Said Al-Ismailiya is hereby appointed Minister of Technology and Communications.

Article III

Dr Suad bint Mohammed bin Ali Al-Lawatia is hereby appointed Minister of Arts Affairs.

Article IV

Sayyid Ibrahim bin Said bin Ibrahim Al-Busaidi is hereby appointed Minister of State and Governor of Musandam.

Article V

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 66/2019 Establishing the Tax Authority

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

Royal Decree 39/96 Determining the Competences of the Ministry of Finance and Approving Its Organisational Structure,

and Royal Decree 60/96 Establishing the Financial Affairs and Energy Resources Council,

and in pursuance of public interest,

have decreed as follows

Article I

An institution named the “Tax Authority” is hereby established. It shall have legal personality, shall enjoy financial and administrative independence, and shall be subordinate to the Council of Ministers.

Article II

The competences of the Tax Authority shall be determined, and its organisational structure shall be approved, by royal decree.

Article III

The competences, allocations, and assets of the Secretariat General for Taxation in the Ministry of Finance shall be transferred to the Tax Authority.

Article IV

The employees of the Secretariat General for Taxation in the Ministry of Finance shall be transferred to the Tax Authority with the same grade and financial entitlements.

Article V

The Chairman of the Tax Authority shall be a member of the Financial Affairs and Energy Resources Council.

Article VI

The phrases “Secretariat General of Taxation” and “Secretary General of Taxation”  wherever they occur in existing laws and royal decrees, shall be replaced by the phrases “Tax Authority” and “Chairman of the Tax Authority.”

Article VII

All that is contrary to this royal decree, or in conflict with its provisions, is hereby repealed.

Article VIII

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 63/2019 Establishing the Ministry of Technology and Communications

We, Qaboos bin Said, the Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,

Royal Decree 52/2006 Establishing the Information Technology Authority,

Royal Decree 19/2008 Determining the Competences of the Ministry of Transport and Communications and Approving Its Organisational Structure,

and Royal Decree 69/2009 Approving the Organisational Structure of the Foreign Ministry,

and in pursuance of public interest,

have decreed as follows

Article I

A ministry named the “Ministry of Technology and Communications” is hereby established. Its competences shall be determined, and its organisational structure shall be approved, by royal decree.

Article II

The competences, allocations, and assets of the Information Technology Authority shall be transferred to the Ministry of Technology and Communications. The competences relevant to policies and legislation relating to the telecommunications sector of the Ministry of Transport and Communications shall also be transferred to it, as well as the competences and allocations of the technology programmes of the technical committee for the localisation of the fourth industrial revolution technologies in the Foreign Ministry.

Article III

The employees of the Information Technology Authority shall be transferred to the Ministry of Technology and Communications with the same employment status and financial entitlements. The employees of the Foreign Ministry and the Ministry of Transport and Communications shall be transferred to it in accordance with the rules issued by a decision by the Minister of Technology and Communications in agreement with the Minister Responsible for Foreign Affairs and Minister of Transport and Communications, each within his competence.

Article IV

All that is contrary to this law, or in conflict with its provisions, is hereby repealed.

Article V

This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Sultan bin Salim bin Said Al-Habsi the Deputy Chairman of the Board of Governors of the Central Bank of Oman is hereby appointed Chairman of the Tax Authority with the same rank and financial entitlements.
