Based on Royal Decree 20/2024 Establishing the Financial Services Authority and Issuing Its System,
the Standard Vehicle Insurance Policy Form issued by Decision E/19/2016,
and the decision of the Board of Directors of the Financial Services Authority,
and in pursuance of public interest,
it is hereby decided
Article I
The attached amendments to the mentioned Standard Vehicle Insurance Policy Form are hereby implemented.
Article II
All that is contrary to the attached amendments, or in conflict with their provisions, is hereby repealed.
Article III
This decision must be published in the Official Gazette, and comes into force after the lapse of 30 (thirty) days from the date of its publication.

Royal Decree 14/2026 Merging the Ministry of Education and the Ministry of Higher Education, Research, and Innovation Into a Single Ministry Named the Ministry of Education, Determining Its Mandates, and Adopting Its Organisational Structure

We, Haitham bin Tarik, the Sultan of Oman
after perusal of the Basic Statute of the State,
the System of the Administrative Apparatus of the State issued by Royal Decree 75/2020,
and in pursuance of public interest,
have decreed as follows
Article I
The Ministry of Education and the Ministry of Higher Education, Research, and Innovation are hereby merged into one ministry named the “Ministry of Education”, and its mandates are hereby determined in accordance with the attached annex 1.
Article II
The Organisational Structure of the Ministry of Education is hereby adopted in accordance with the attached annex 2.
Article III
All allocations, assets, rights, obligations, and holdings of the Ministry of Education and the Ministry of Higher Education, Research, and Innovation are hereby transferred to the Ministry of Education, and their officers are hereby transferred to it with their same financial grades.
Article IV
Subject to the provisions of the mentioned Royal Decree 11/2026 and Royal Decree 12/2026, the phrases “Ministry of Education”, “Ministry of Higher Education, Research, and Innovation”, “Minister of Education”, and “Minister of Higher Education, Research, and Innovation” wherever they occur in laws and royal decrees are hereby replaced with the phrases “Ministry of Education” and “Minister of Education”.
Article V
All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.
Article VI
This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 13/2026 Determining the Mandates of the Ministry of Economy and Adopting Its Organisational Structure

We, Haitham bin Tarik, the Sultan of Oman
after perusal of the Basic Statute of the State,
the System of the Administrative Apparatus of the State promulgated by Royal Decree 75/2020,
and in pursuance of public interest,
have decreed as follows
Article I
The mandates of the Ministry of Economy are hereby determined in accordance with the attached annex 1.
Article II
The Organisational Structure of the Ministry of Economy is hereby adopted in accordance with the attached annex 2.
Article III
The Oman Vision 2040 Implementation Follow-Up Unit is hereby merged into the Ministry of Economy; all allocations, assets, rights, obligations, and holdings of the Oman Vision 2040 Implementation Follow-Up Unit are hereby transferred to the ministry; and all the officers of this unit are hereby transferred to it with their same financial grades.
Article IV
Subject to the provisions of the mentioned Royal Decree 10/2026, the phrases “Oman Vision 2040 Implementation Follow-Up Unit” and “Chairman of the Oman Vision 2040 Implementation Follow-Up Unit” are hereby replaced with the phrases “Ministry of Economy” and “Minister of Economy” wherever they occur in laws and royal decrees.
Article V
All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.
Article VI
This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

We, Haitham bin Tarik, the Sultan of Oman

A public authority named the “Research and Innovation Authority” is hereby established. It has legal personality, enjoys financial and administrative independence, and is subordinate to the Council of Ministers.
Article II
The headquarters of the Research and Innovation Authority must be in the Governorate of Muscat, and it is permitted to establish branches of it in other governorates by a decision by the board of directors of the authority.
Article III
The mandates of the Research and Innovation Authority are hereby determined in accordance with the attached annex 1.
Article IV
The Organisational Structure of the Research and Innovation Authority is hereby adopted in accordance with the attached annex 2.
Article V
All allocations, assets, rights, obligations, and holdings of the Ministry of Higher Education, Research, and Innovation relating to research and innovation are hereby transferred to the Research and Innovation Authority, and the officers of this ministry concerned with research and innovation are hereby transferred to it with their same financial grades.
Article VI
The phrases “Ministry of Higher Education, Research, and Innovation” and “Minister of Higher Education, Research, and Innovation” are hereby replaced with the phrases “Research and Innovation Authority” and “President of the Research and Innovation Authority” wherever they occur in laws and royal decrees relating to research and innovation.
Article VII
All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.
Article VIII
This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

Royal Decree 87/81 Establishing the Secretariat General of the Council of Ministers,
the System of the Administrative Apparatus of the State issued by Royal Decree 75/2020,
and in pursuance of public interest,
have decreed as follows
Article I
The Secretariat General of the Council of Ministers has legal personality and enjoys financial and administrative independence. Its mandates are hereby determined in accordance with the attached annex 1.
Article II
The Organisational Structure of the Secretariat General of the Council of Ministers is hereby adopted in accordance with the attached annex 2.
Article III
All allocations, assets, rights, obligations, and holdings of the Government Communication Centre in the Ministry of Information and the Directorate General of Quality Management and Government Excellence in the Oman Vision 2040 Implementation Follow-Up Unit are hereby transferred to the Secretariat General of the Council of Ministers.
Article IV
The officers of the Government Communication Centre in the Ministry of Information and the Directorate General of Quality Management and Government Excellence in the Oman Vision 2040 Implementation Follow-Up Unit are hereby transferred to the Secretariat General of the Council of Ministers with their same financial grades.
Article V
The mentioned Royal Decree 31/2014; clauses 24, 25, and 27 of annex 1 attached to the mentioned Royal Decree 95/2020; and clauses 5, 6, 7, and 8 of annex 1 attached to the mentioned Royal Decree 100/2020 are hereby repealed, as well as all that is contrary to this decree or in conflict with its provisions.
Article VI
This decree must be published in the Official Gazette, and comes into force on the date of its issuance.

the Income Tax Law issued by Royal Decree 28/2009,
the Cybercrime Law issued by Royal Decree 12/2011,
the Law of Anti-money Laundering and Counter-terrorist Financing issued by Royal Decree 30/2016,
the Penal Law issued by Royal Decree 7/2018,
the Excise Tax Law issued by Royal Decree 23/2019,
the Value Added Tax Law issued by Royal Decree 121/2020,
Royal Decree 35/2022 Regarding the Governance of the Administration of Judicial Affairs,
the Securities Law issued by Royal Decree 46/2022,
the Banking Law issued by Royal Decree 2/2025,
the Financial Law issued by Royal Decree 37/2025,
the Personal Income Tax Law issued by Royal Decree 56/2025,
and in pursuance of public interest,
have decreed as follows
Article I
The “International Financial Centre of Oman” is hereby established. It enjoys legal personality, as well as financial and administrative independence, and is subordinate to the Deputy Prime Minister for Economic Affairs.
Article II
The attached Law of the International Financial Centre of Oman hereby applies.
Article III
This decree must be published in the Official Gazette, and comes into force on the date of its issuance.
