We, Qaboos bin Said, the Sultan of Oman
after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,
and the Law Governing the Foreign Ministry promulgated by Royal Decree 32/2008,
and in pursuance of public interest,
have decreed as follows
Article I
Ambassador Sheikh Sultan bin Saif bin Hilal Al-Mahrouqi, Our ambassador to the Republic of Vietnam, is hereby appointed a non-resident ambassador extraordinary and plenipotentiary of Ours to:
The Kingdom of Cambodia
The Republic of Laos
Article II
This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

Dr Mohammed bin Salim bin Said Al-Shanfari, Our ambassador to the Syrian Arab Republic, is hereby transferred to the headquarters of the Foreign Ministry.

We, Qaboos bin Said, the Sultan of Oman
after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,
and in pursuance of public interest,
have decreed as follows
Article I
Major General Said bin Ali bin Zahir Al-Hilali is hereby promoted to the rank of Lieutenant General and appointed Head of the Internal Security Service with the rank of minister.
Article II
Brigadier Ghosn bin Hilal bin Khalifa Al-Alawi is hereby promoted to the rank of Major General and appointed Assistant Head of the Internal Security Service for Operations.
Article III
Brigadier Ahmed bin Ali bin Salman Kashoub is hereby promoted to the rank of Major General and appointed Secretary General of the National Security Council.
Article IV
This decree shall be published in the Official Gazette, and comes into force on the date of its issuance.

We, Qaboos bin Said, the Sultan of Oman
after perusal of the Basic Statute of the State promulgated by Royal Decree 101/96,
and Royal Decree 98/2011 Establishing the Public Authority of Manpower Register and Issuing Its System,
and in pursuance of public interest,
have decreed as follows
Article I
The text of article 3(5) of the aforementioned System of the Public Authority of Manpower Register is hereby replaced with the following text:
“5. Inventorying and registering the details of citizens who have been appointed in the units of the administrative apparatus of the state (civil, military, and security) and private sector establishments”.
Article II
The text of article 5(1) of the aforementioned System of the Public Authority of Manpower Register is hereby replaced with the following text:
“1. Setting the public policy that the authority follows in exercising its competences and presenting it to the Council of Ministers for adoption”.
Article III
All that is contrary to this decree, or in conflict with its provisions, is hereby repealed.
Article IV
This decree shall be published in the Official Gazette, and comes into force on the day following the date of its publication.
